This is generally required every 10 years and includes a number of parameters including-land use,transportation,water resources,housing, parks,trails,etc,In addition,the City is also obligated to update its Storm,Water and Sanitary management plans, To update and renew these four documents is anticipated to be a total of$150,500 spread between both 2017 and 2018 and is based on the received proposals from both The Planning Company(TPC)and STANTEC, General Comp. Plan—Process and Documents $45,000(TPC) General Comp.Plan Mapping $11,500(STANTEC) Water $24,500(STANTEC) Sewer $23,000(STANTEC) Storm $46,500(STANTEC) Total ;150,500 As it relates to the Water, Sewer and Storm water elements there may be elements that the City will not have to address or materially alter from the previous plans; if that is the case the above amounts will be less. Some of these costs are funded in the City's Budgeted Projects Fund-Comprehensive Plan-which has a dedicated fund for such proposals with a balance of$75,000. In addition, the various utility operational and retain earnings accounts will cover the remaining costs between 2017 and 2018. A further breakdown is below. Staff does seek approval of such proposals and so that work may commence. It is recognized that the Comprehensive Plan 2008 provided positive direction and strategies for the upcoming decade. The Comprehensive Plan 2040 process will update and reinforce those goals, policies and plans from the 2008 plan. Additionally, it will focus on the new issues and challenges this community will need to address in the next ten years. As follows, please find the work program, timeline and TPC, Inc. budget for the Comprehensive Plan process. Stantec, the City's Engineer, will submit a separate budget addressing the transportation, wastewater, surface water, and water supply plans. Additionally, the mapping for the land use aspect of the plan is proposed at $11,448.00, will be completed by Stantec, and billed through them. See the Mapping Estimate as attached. Work Program. The following is a summary of the proposed work program for the Comprehensive Plan update: ■ Issues Identification and Inventory. Comprehensive plans are most effective when the community sets the agenda for the project, entitling them to a sense of ownership in the plan and its outcome. Areas of concentration for the Comprehensive Plan update will be identified during this initial phase of work through the following tasks: 1. Interviews with the City Council to identify issues and opportunities. 2. A Planning Commission work session. Page 60 of 100 3. A Parks Commission work session. 4. An open house would be conducted to solicit resident's issues and discuss opportunities. 5. Technical inventory of existing social, physical and economic conditions including projections of future population growth and land absorption. The summary of information resulting from the Issues Identification phase will lay out a "strategic plan" for the remainder of the Comprehensive Plan program. This strategic plan will guide the remaining work program, both in content and format. ■ Policy Planning. The Policy Plan chapter of the Comprehensive Plan describes in written form what the community desires to accomplish in terms of its physical environment and how these goals are to be achieved. The Policy Plan addresses land use, natural environment, housing, transportation, community facilities and administration. This chapter of the Comprehensive Plan establishes a fundamental review and decision-making process and the basis upon which the development framework for the City can be formulated and implemented. The policy planning phase of the Comprehensive Plan update will include the following efforts: 1. Based on the Issues Identification and Inventory process, a mission statement, policy statements and community goals will be determined. 2. Present the draft policy plan to the Planning Commission, Parks Commission and City Council for review and direction. ■ Land Use Plan. Based on the foundation established by the Issues Identification and Policy Planning tasks, the Land Use Plan chapter of the Comprehensive Plan provides a guide for future community growth and improvements. The Land Use Plan is a narrative and graphic description for future land uses within the City. To this end, the Land Use Plan serves both an educational and decision making purpose to establish an understanding of how continued development in the community is to occur and will encompass the following elements: 1. Land Use. 2. Natural Environment. 3. Housing. 4. Community Facilities. 5. Economic Completeness and Redevelopment. 2 Page 61 of 100 The work program anticipates Planning Commission and Parks Commission meetings throughout the Summer of 2017 to discuss the various elements of the Land Use Plan. • Transportation Plan. TPC will work with Stantec on drafting the transportation plan elements for the Comprehensive plan. This section includes the following: 1. Roadways. 2. Transit. 3. Bicycling and Walking. 4. Aviation. The Transportation Plan would be discussed in the Fall of 2017 by the Planning Commission. • Engineering System Plans. Stantec will draft the engineering plans to include wastewater, surface water and water supply plans. The Planning Commission will review these plans in the Fall of 2017. • Parks, Trails and Walkways Plan. TPC, Inc will work with the Parks Commission in updating the park and trail plans for the City. The Parks Commission will review the plans in the Fall of 2017. • Implementation Program. A chapter addressing priority actions by the City related to implementation of the Comprehensive Plan update will be the final element drafted as a summarizing the policies and plans of the overall document. The Planning Commission will review these plans in the Fall of 2017. • Approval Process. Upon completion of the draft Comprehensive Plan document for public review, an open house/public hearing will be held by the Planning Commission to present the proposed plan. Input from the open house/public hearing will be summarized for consideration along with recommendations for any modifications. The Planning Commission will provide a recommendation to the City Council on adoption. Once the City Council reviews and adopts the plan it will be sent to adjacent jurisdictions for review and then to the Metropolitan Council. Deliverables. TPC, Inc. and Stantec would transmit all preliminary reports and draft documents to the City electronically to increase efficiency and minimize project costs. Documents would be distributed to City staff, Planning Commission, Parks Commission and City Council as necessary for Comprehensive Plan section review and for posting on the City's 3 Page 62 of 100 website. Stantec will also provide electronic files of the final maps in ArcGIS compatible formats. Specific deliverables include the following documents: • Draft Issues Identification and Inventory document/maps. • Draft Policy Plan document. • Draft Land Use Plan document/maps. ■ Draft Transportation Plan document/maps. • Draft Parks and Trails Plan document/maps. • Draft Implementation Plan documents/maps. • Final Review Comprehensive Plan (all elements). ■ Adopted Comprehensive Plan (all elements). Budget Based on the work program outlined herein and the rates established by TPC, Inc. the following project budget for the Comprehensive Plan update is proposed. The costs outlined below do not include the time, materials and expenses of Stantec addressing the transportation, wastewater, surface water, and water supply plans. The mapping for the land use aspect of the plan will also be done by Stantec and is proposed at $11,448.00 which are provided in a separate budget. All Planning Commission, Parks Commission, and City Council meeting costs are included in the existing technical assistance retainer. All other meetings required will be billed at the established rate of $200.00 per meeting. • Issues Identification and Inventory 80 hours @ $100/hour= $8,000 ■ Policy Plan: 70 hours @ $100/hour= $7,000 • Land Use Plan: 120 hours $100/hour= $12,000 • Transportation Plan: 45 hours (a3 $100/hour= $4,500 • Parks, Trails and Walkways Plan: 80 hours @ $100/hour= $8,000 4 Page 63 of 100 • Implementation Plan: 30 hours @ $100/hour= $3,000 • Approval Process: 25 hours @ $100/hour= $2,500 Total: $45,000 Schedule. The planning for the City as a whole will be updated with the Comprehensive Plan update and the subject systems must also be consistent with the overall plan and growth of the City. STORMWATER 46-4/072 The Metropolitan Council is requiring that the City's Surface Water Management be updated.The updated Minnesota Rules Chapter 8410 require that all local water management plans must be updated anytime after December 31,2016 and prior to December 31,2018. The City's Surface Water Management Plan guides how the City manages water quality and quantity. It includes a summary of the priorities and issues in the City,strategies to address the priorities and issues,and it identifies funding mechanisms to fund solutions. The plan will address and incorporate current requirements of the local watershed agencies. The City's storm sewer system will be modeled to account for the recently identified increase in the 1%chance in any given year,24-hour design rainfall event(NOAA Atlas 14—Rainfall Frequency Estimates).This is sometimes more commonly referred to as the 100-year storm. The result of the modeling will identify actions the City may need to take to address the increased design rainfall. WATER SUPPLY (Z yj VSP This plan will be updated as part of the Met Council's required elements of the City's overall Comprehensive Plan.An update of the City's Water Supply and Distribution Plan(now Master Plan)will include detailed evaluations of the existing system and the proposed future water system. The update of the plan will include consideration of current population and population forecasts,current and projected water usage/demands,past and future development and physical system characteristics. The final deliverable will be a comprehensive plan that will be a guide for the City in managing and upgrading the City's water system as needed in the future. COMPENSATION AND SCHEDULE Stantec proposes to provide the City of Oak Park Heights with professional engineering services required to provide the services described herein regarding the surface water management plan. Upon receiving authorization to proceed with the project,Stantec will set up a kickoff meeting and commence data collection and model updating.Stantec anticipates providing the completed,draft surface water plan for City review within six months of the authorization to proceed.We would be happy to adjust our schedule to meet the needs of the City.The team providing services will include Dan Edgerton as project manager and Tyler Johnson as lead engineer,with others supporting as needed. Stantec will provide services on an hourly basis and estimates the level of effort required to be $46,500 in accordance with the above work plan.Reimbursable expenses are included in this proposed figure.Stantec will not exceed the hourly amount without further authorization from you. Compute average sewer flows by subdistrict using the sewer subdistrict boundaries, land use mapping and unit flow rates.Perform the computations using the City's current sanitary sewer spreadsheet model.Develop average flows for the full-buildout scenario. d. EXISTING SANITARY SEWER SYSTEM ANALYSIS a. Analyze the capacity of the existing trunk sewer system,based on the existing system information—sizes,lengths,invert elevations,slopes and depths.Compare with the proposed design flows at full buildout.Use the spreadsheet model for this purpose. b. Identify any bottlenecks and propose improvements to address problem areas. 5. PROPOSED SANITARY SEWER SYSTEM ANALYSIS a. Based on the existing connection points,topography,and future land use,lay out a trunk sewer system to meet future growth needs.Trunk sewers are defined as gravity lines 12 inches and greater in diameter and all lift stations and forcemains. b. Use the spreadsheet model to size the gravity pipes,lift stations,and forcemains for full buildout.Design flows will be computed as described above.Topographic data will be used to estimate future pipe slopes.The model will compute pipe sizes throughout the trunk system necessary to handle the design flows.Our philosophy is to conservatively design facilities for ultimate saturation development,so as to avoid or minimize the need to replace undersized facilities as interim land uses change in the future.Since sanitary sewers can last for 75-100 years,long-term planning horizons need to be considered. c.
