At last week's workshop, the City Council requested that our office review the issues
related to park dedication for the Valley Senior Services Alliance (VSSA) project and
compare the requirements for the single family neighborhood originally planned versus the
mixed density development now proposed. In April of 1997, the Park Commission and City
Council endorsed a plan for park development that would be surrounded by single family
residential neighborhoods. With the proposal by VSSA, the level of dedication will change
slightly in that the densities of the various elements of the proposal are higher than what
is required for single family development.
SUBDIVISION REQUIREMENTS
The Oak Park Heights Subdivision Regulations indicate that for apartment, townhomes,
condominiums and other dwelling units, the park dedication is based on the number of
bedrooms. Additionally, the regulations state "where private open space for park and
recreation purposes is provided in a proposed subdivision, such areas may be used for
credit, at the discretion of the City Council, against the requirement of dedication for park
and recreational programs, provided the City Council finds it is in the public interest to do
so". With all of the areas of open space and trails planned in the VSSA projects, the City
Council will need to determine what should be provided as public and what as private with
appropriate easements for public access. The long term question is the cost of
maintenance and upkeep of the open areas and trails and who is going to bear that cost.

PREFERRED PARK OPTION - CONCEPT 5
The preferred option for park development is referred to as Concept 5. The development
was to be surrounded by single family subdivisions including the southerly 40 acres of the
Haase property. At that time, our office calculated park dedication and land purchase
requirements for a number of park development options. The Concept 5 acreages are as
follows, and a copy of the Concept 5 map is attached.
As indicated above, the preferred concept required 11.8 acres of land to be purchased with
a total park size of 28.3 acres. The overall park land included the area around the west
pond complex near Autumn Ridge.
VSSA - PARK DEDICATION REQUIREMENTS
Skip Sorenson, architect for VSSA, has provided information on the numbers of units/beds
and the density of the OPH Senior Campus. The information is attached. From that
information, our office has calculated the following park land dedication:

The land area to be dedicated by VSSA under the current development plan is 9.16 acres.
This does not include the acreage that would be purchased by VSSA but included in the
commercial development north of 58th Street. The Subdivision Regulations indicated that
commercial /industrial park land dedication would be in the form of a cash dedication
equaling $1,750.00 per acre.
Mr. Sorenson will provide a new site plan for the project reflecting the City Cpuncil
comments from the workshop session last week. Also, he will provide calculations of
acreages for the open space and wetlands so a reasonable estimate of park land
dedication versus private open space can be made.
