Call to Order/Pledge of Allegiance/Approval of Agenda: Mayor McComber
called the meeting to order at 7:00 p.m. Present: Councilmernbers LIIjegren,
Runk, and Swenson. Staff present: City Administrator Johnson and City Attorney
Kranz. Absent: Councilmember Dougherty, City Planner Richards, and City
Engineer Mann,
Mayor McCornber added Agenda Item 11: "Swearing in of Police Officerf,ce
Schroeder" and New Business Item B. "Cancel November 22 and December 27
City Council Meetings."
Councilmember Swenson, seconded by Councilmember Litjegren, moved to
approve the Agenda as amended. Carried 4-0.
II. Swearing in of Police Officer Lee Schroeder: The Honorable Ed Cass swore in
the City's newest Police Officer, Lee Schroeder.
Ill. Council/Staff Reports:
A. Mayor McComber: She reported the next Parks Commission meeting; was
set for November 21 at 7:00 p.m.; she attended the ribbon cutting for
Special Products the previous week and Councilmember Dougherty
attended the ribbon Cutting for the Elks club; she and Administrator
Johnson attended the Community Thread breakfast the previous Friday;
she was attending the National League of Cities Conference the following
week; and registration was open for the regional meeting for the joint
LMC/Metro Cities policy adoption.
B. Councilmember DouLlherty: Absent
C. Councilmember Liliegre : lie reported that lie received feedback that the
polling location at City Hall ran smoothly on Election Day, and he
thanked City Clerk Pinski.
D. Councilmember Runk: He reported that he attended the CVB meeting, and
they were interested in following the progress of the new bike trail in Oak
Park Heights.
E. Councilmember Swenson: He reported the five-year franchise agreement
was ready to be signed. He requested a notice be put in the City
newsletter about the cable representative position vacancy.

Councilmember LiUegren, seconded by Councilinember Runk, moved to approve
the Consent Agenda. Roll call vote taken. Carried 4-0.

Vill. New Business:
A. 2017 Mill and Overlay: Councilmember Runk, seconded by
Councilmember Swenson, moved to accept Stantec's project proposal for
the 2017 mill and overlay engineering services. Carried 4-0.
B, Cancel November 22 and December 27 City Council Meetings:
Councilmember Li1jegren, seconded by Councilmember Runk, moved to
cancel the November 22 and December 27 City Council Meetings.
Carried 4-0.
IX. Other Council Items or Announcements: None
X. Closed Session
A. Labor Negotiations (closed pursuant to MN Stat. 13D.03): City Attorney
Kranz reported that the City would go into closedsession regarding labor
negotiations pursuant to Minnesota Statutes I 3D.03 and would be tape
recorded with the tape recording being kept for a period of two years.
Councilmember Runk, seconded by Councilmember Swenson, moved to
go into a closed session. Carried 4-0. Mayor McCornber reconvened the
City Council Meeting Minutes

regular meeting. Attorney Kranz reported that no formal votes were taken
during the closed session.
XI. Adjournment
Councifinernber Runk, seconded by Councilmember Swenson, moved to recess
the meeting until November 15, 2016 at 3:30 p.m. Carried 4-0.

Councilrnember Swenson called the meeting to order at 3:35 p.rn. Present:
Councilmernbers Runk and LiIjegren and City Administrator Johnson. Absent:
Mayor McComber and Councilinember Dougherty.
XIII. Canvass Election Results
Councilmember Runk, seconded by Councilinerriber Lilj*eZ:�-ren, moved to approve
the Resolution. Roll call vote taken. Carried 3-0.
XIV. Adiournmer t
Councilmember Runk, seconded by Councilmember LiIjegren, moved to adjourn
the meeting at 3:35 p.m. Carried 3-0.
