The City Council approved the amended Conditional Use Permit for site and building changes and a Conditional Use Permit for building height for the High School at their meeting on November 10, 2015. The changes to the lighting plan are minor and do not require an amended Conditional Use Permit. The City Council will need to review the changes to the plans, especially as it relates to the replacement of bollard lighting in the plaza area with decorative globes on posts. Attached for reference: Exhibit 1: Letter from Kristen Hoheisel, Stillwater Area Public Schools Exhibit 2: Stadium Gate Elevation and Lighting Plan Exhibit 3: Plaza Area Photometric and Lighting Plan Exhibit 4: Picture of Proposed Decorative Light Globe Exhibit 5: Lighting Fixture Specifications(Four Pages) LIGHTING REQUEST The High School has raequested changes to the lighting plan for the stadium gate and for the lighting in the plaza area. Please find the request by the School District as follows: Page 90 of 100 j As we discussed in the meeting, we are seeking a change of the original light fixtures located outside of the Pony Stadium entrance and adding lighting to the entrance gate. This request changes the plan that was originally approved as part of the Stillwater Area High School addition CUP. After the original design was approved, District staff discussed the need for improved lighting outside of the Gym and Stadium entrance for safety and security reasons. This area will sense as a location for parents to pick up their children after activities and practices. If will also be a location to gather during events hosted on the new turf fields. During our meeting, the 10 light fixtures were identified as not abiding to the City's definition of full cut off. We are asking the City to consider a variance to this ordinance for the fixtures. Stadium Gate Lighting The stadium gate structure, as originally approved did not include wall pack lighting. The proposed fixtures are full cut off and identified as WL-43171 in the lighting specification sheets. The light fixtures are compliant with the lighting requirements of the Zoning Ordinance. Plaza Lighting The plaza area lighting, as originally approved, included bollards to provide minimal lighting in the area. The plan is now to provide 10 decorative light fixtures on poles with globes. The proposed fixtures are identified as CC in the lighting specification sheets and on the photometric plan. The globes do not comply with the City's requirements for full cut off, but the Zoning Ordinance allows exceptions to be made if approved by the City Council. Please see the following: Section 401.15.B.7 Outdoor Lighting f.2)c Exceptions. Architectural/historical light fixtures that feature globes that are not shielded, or lighting of entire facades or architectural features of a building shall be approved by the City Council. In no case, shall the light affect adjacent property in excess of the maximum intensity defined in Section 401.15 6.74 The fixtures as proposed will provide better lighting for the plaza than the bollards. The plaza area is central to the High School property and the decorative lights would not cast any glare to neighboring properties. The proposed photometric plan is compliant with the Zoning Ordinance requirements. Staff does not have an issue with recommending this change. 2 Page 91 of 100 Driveway and Parking Lot Lighting The driveway and parking lot lighting is identified as AA in the lighting specification sheets and on photometric plan. The light fixtures are compliant with the lighting requirements of the Zoning Ordinance. CONCLUSION I RECOMMENDATION Staff recommends the changes to the lighting plans for the High School as proposed. A resolution is not required, but the action of the City Council will be included within the development file for the project.
