BACKGROUND
The City Council approved on April 27, 1999, the VSSA application for rezoning to
Planned Unit Development and partial General Plan of Development approval for Phase
1 of Boutwells Landing, a senior housing and care facility. The preliminary plat for Phase
1 was approved on April 27 as part of the General Plan of Development. VSSA has now
submitted an application for final plat of Phase 1 of Boutwells Landing. All conditions
listed in the April 1, 1999, report should be resolved as part of the development contract
for the overall planned unit development. This report addresses only the application for
final plat of Phase 1.

Lot Size and Arrangement. Lots in the final plat are consistent with the preliminary plat.
Streets. A cul-de-sac has been added in Lot 1, Block 1 at the end of 55 Street. This cul-
de-sac is necessary to provide a turn-around on 55 Street. All other streets are
consistent with the preliminary plat.

Rights-of-Way. Right-of-way widths are consistent with approved preliminary plat right-of-
way widths. The roadway within Phase 1 to the south and west is 55 feet in width, or 5 feet
under the Subdivision Ordinance requirement of 60 feet. The City Engineer is agreeable
to this right-of-way variance of five feet, and the width is consistent with the preliminary
Easements. No easements are shown on the final plat. The final plat must show 15 foot
easements along each side of all the public rights-of-way and the private streets for
utilities. The final plat must also show 10 foot utility easements along all tot lines.
Park Dedication. Lot 2, Block 2 and Lot 2, Block 3 are proposed as park land. Dedication
of these areas of park land and the improvements agreed upon in the development
contract satisfy the park dedication requirements of the City.
RECOMMENDATION AND CONCLUSION
Our office, having completed review of the submitted materials, finds the applicants'
request for final plat of Boutwelis Landing Phase 1 acceptable subject to the conditions
found below.
1. The final plat must show 15 foot utility easements along each side of all the rights-
of-way and the private streets for utilities.
2. The final plat must show 10 foot utility easements along all lot lines.
