Background
As per directive of the Park Commission, our office has further examined designs for the
Annexation Area Park that include preservation of a large hill and oak trees at the
southeast corner of the main wetland complex. Two of the park/subdivision designs
(Concepts 1 and 3) avoid the hill and trees completely, the other (Concept 2) provides an
essential second access point through the hill to the southerly 40 acres owned by the
Haases. Concept 2 has been reviewed by our office and could be accomplished with
minimal impact to the hill and existing trees (see Exhibit 4).
The three concepts should assist the Park Commission and City Council in further defining
the park size and determining the interconnections with other existing and anticipated
subdivisions.

Park Design
The new park designs incorporate essentially the same elements of the previouslas
but do not include the sliding hill and passive uses on the west side of the main wetlandcomplex. Adequate acreage will be preserved around the wetlands to provide a 50 to 60
foot area for path development and to assure tree preservation. The hill and oaks would
be left as a preservation area. The soccer field, shown in Concept 3, is provided an
east/west orientation, although issues with sun exposure would be minimized b the
topography and existing trees in that immediate area. y
Lot Concepts
The lot concepts are designed around three distinct
prk conceptwith various
arrangements of access and interconnections. The concepts indicate t at approximately
59 to 67 single family lots could be developed on the east side and 42 to 44 lots on the
west.
Park Dedication/Land Purchase
Based upon full development of the Haase property and assuming a 74 lot subdivision in
the southerly 40 acres, our office has calculated park dedication and landurchase
requirements for each of the concepts presented here. p

The new concepts require significantly less land to be purchased in comparison to the
previous plans presented in our 3 April 1997 memo. Of all the concepts presented here,
our office recommends Concept 2 in that it provides the required access to the southerly
40 acres. Although the hill and existing oak trees will be affected, they will not be
completed destroyed by constructing the roadway at this location. Additionally, this
concept provides a compact and efficient park design.

COUNCIL MEETING MINUTES, MONDAY, SEPTEMBER 11, 1995
Call to Order: The regular meeting was called to order at 7 : 00
p.m. by Mayor O'Neal . Present : Councilmembers Kern, Robert, and
Swenson. Councilmember Schaaf arrived at 7 : 10 p.m. Staff
Present : City Administrator Robertson, Police Chief Swanson,
City Attorney Vierling, and City Engineer Anderlik.
Department Reports:
, Police Department - Chief Swanson noted that the City had
completed its forfeiture case on a vehicle it had in custody and
requested Council authorization to sell the vehicle .
Councilmember Swenson seconded by Kern, moved to grant authority
to Swanson to sell the vehicle . Carried 4-0 .
Part-time Police officer - Swanson noted that he had interviewed
several licensed police officers and he requested authority from
Council to hire Dwight Parker as a part-time officer effective
September 12, 1995 at $9 . 00 an hour with a 90-day review process.
Councilmember Kern, seconded by Swenson, moved to approve the
hiring of Dwight Parker. Carried 4-0 .
Mobile Radar - Swanson reported that the mobile radar had been
set up in several different neighborhoods in the past week and he
had received positive comments from all of them. Swanson was
directed to check with surrounding communities to see if they
would be interested in jointly purchasing a mobile radar unit .
Officer Recognition - Councilmember Swenson noted that Officer
Hoppe had been recognized by MADD for his high number of DWI
arrests. Mayor O'Neal noted that Councilmember Swenson and City
Administrator Robertson were working together on an employee
recognition program and she thought this item deserved some type
of recognition.
Parks Commission - Councilmember Robert discussed the Parks
Commission' s recommendations in its recent special meeting
involving the proposed new park in the Haase Addition. She noted
that the Parks Commission recommended that if any area south of
58th Street was proposed for development that the City require a
plat of the entire area. She said that the Parks Commission was
concerned that piecemeal development of the area would prevent
the dedication of enough park land. Councilmember Robert,
seconded by Swenson, moved to direct City Planner Scott Richards
to review the proposed minimum park plan developed by the Parks
Commission to see if it is adequate to serve the expected number
of people in the area, said study not to exceed a cost of
$500 . 00 . Carried 5-0 .

Regular meeting called to order at 7 :00 p.m. by Mayor O'Neal.
Present: Schaaf, Kern, Seggelke, Vierling, Benson, Richards and

Seggelke, seconded by Kern, moved to direct City Arborist to
prepare plans and stipulations for tree removal project in the
following priority: 1) Dutch Elm removal. 2) Pruning to
provide clearance for snow plowing. 3) Identify all boulevard
trees in conflict with City Right of Way. Quotes to be opened
October 12th with removal by November 30th. 4 aye votes.

For the Park Board meeting scheduled on 18 July 1994, please find
attached a revised concept plan reflecting your comments from the
20 June meeting. Also please find attached a cost estimate listing
for park and playground facilities . The estimates are based .on the
types of facilities and quantity or size proposed for the
annexation area park. The total cost of the facilities will be
based on the final list of items selected by the Park Board.
The new concept incorporates the following elements :
1. One baseball/softball field.
2 . The tot lot is oriented near the athletic"fields .
3 . The playground area is located near the main building and
overlooks the natural area.
4. The main building is located adjacent to the wetlands area,
away from 58th Street, and will include a picnic shelter.
5 . One additional picnic shelter is included on the west end
within the wetland area.
6. Picnic tables and benches are distributed throughout the park
area.
7. The parking lot is centrally located within the park area.
8. A small court game area has been added to the west end.

BACKGROUND
As per Council directive, our office has examined potential park design and boundaries,
lot concepts with corresponding access points to 58th Street, and park dedication/City land
acquisition for the Annexation Area Park and Haase property. The primary purpose of this
exercise is to determine a reasonable park design to assist potential developers in
developing surrounding single family subdivisions. Additionally, this will assist the City
Council and staff in determining how the Haase property will connect with Autumn Ridge,
River Hills, and potentially subdivisions in Baytown Township. The concepts presented
here will also raise issues regarding potential access points onto 58th Street and indicate
connections to existing/planned roadways to the north.

PARK DESIGN
Based upon priorities set by the Park Commission for development of the Annexation Area
Park, our office has developed a generalized park plan and established firm boundaries
for the southerly and easterly edges. To the south, a 50 foot strip adjacent to the high
water elevation of the wetland/storm water pond is to be set aside for trail purposes. The
boundary south of the active play area would be 360 feet from the property line. The
easterly boundary is suggested at 800 feet from the property line. These boundaries
accommodate reasonable lot configurations assuming± 150 foot lot depths (approximately
12,000 square foot lots) and 60 foot street rights-of-way.
The westerly boundary of the park is more difficult to accurately define. We are proposing
various access points onto 58th Street and possible street layouts. The Council/Park
Commission discussions on these items will help us define a firm boundary.
The park design incorporates the active elements discussed by the Park Commission for
the east side of the park, and the passive/natural area preferred on the west. Overall, the
park is approximately 29 acres, 10 acres to the east of the wetland/storm water complex
and 19 acres to the west. The wetlands/storm water areas within the park are 5.2 acres.
The trail connection area adjacent to River Hills is 4.3 acres of which 2.9 acres are the
wetland/storm water ponds. This area shall include a 30 to 50 foot strip surrounding the
high water elevation to accommodate future trails. It is the goal of the Park Commission
to provide a system of trails that will connect the Annexation Area Park to the
Environmental Learning Center of the Stillwater Area High School.
LOT CONCEPTS
The lot concepts presented here as Concept Drawings 1 through 4 (Exhibits 1 through 4)
examine reasonable development alternatives for the area surrounding the Annexation
Area Park. These concepts should not be interpreted as the staff or City Council's
preferred lot layouts, but only as ideas presented to define park boundaries and establish
connections to roadways and existing development. The concepts indicate that
approximately 63-65 lots could be developed on the east side, 35-38 lots on the west, and
74 to the south.
EAST SIDE DESIGN ISSUES
The concepts have been designed to provide connections to the proposed intersection of
Novak Avenue at 58th Street and to 55th Street in River Hills. Staff feels that it is
absolutely necessary to provide both of these connections to this subdivision for traffic flow
and public safety reasons. The concepts also incorporate a connection to the Ritzer

property to the east. The Ritzer property will eventually develop as single family lots and
it is necessary at this time to provide for interconnections between the developments to
avoid multiple access points on 58th Street. Pedestrian/bicycle connections are also
provided throughout the concept drawings to the Annexation Area Park and the trails
proposed along 58th Street.
WEST SIDE DESIGN ISSUES
Design concepts for the west side indicate two potential access points off of 58th Street.
In that there are no development proposals to the north of 58th Street, we can be
somewhat flexible in determining an intersection point between Krueger Lane and Norell
Avenue. All of the concepts provide a connection to 56th Street within Autumn Ridge, as
well as to the development on the south and east sides of the park. In previous
discussions, the Park Commission and City Council discussed closing off the roadway
access between the east and west development areas (see Concept Drawing 2). Staff
feels that it is absolutely necessary to have this interconnection in that it will provide a
secondary access to the south development area, which is important for traffic flow and
public safety reasons. For that reason, we do not recommend that aspect of Concept
Drawing 2.

The south 40 acres of the Haase property is blocked from access through Oak Park
Heights on all sides except from the north. For that reason, it is necessary to provide
access from both the east and west sides. One concept of potential development within
the south side is shown in Exhibit 4 and indicates two access points from the north and a
third from Bayport Township on Novak Avenue, which is partially constructed near 51st
Street North.
PARK DEDICATION/LAND PURCHASE
Based upon full development of the Haase property, as shown in the Overall Annexation
Area Concept, the corresponding park land dedication has been calculated below. As you
are aware, park dedication is based upon the number of lots in a development, the more
lots subdivided, the more land that is required to be dedicated.

21.6 acres - 8.2 park land dedication = 13.4 acres
As indicated above, the overall park size of 29.7 acres is slightly larger than anticipated
by the City Council at their 25 March meeting. This is mainly due to the addition of land
surrounding the west pond areas for the trail connection to Autumn Ridge. Additionally,
the land to be purchased, 13.4 acres, is more than anticipated, mainly because the storm
water/wetland areas that will be dedicated are not as large as originally anticipated. We
suggest the City Council and Park Commission review these plans and give direction as
to how and where the park should be trimmed, if desired, to reduce the overall size.

In preparation for the 20 June 1994 Park Board meeting, we have
completed several concept plans for the area south of Highway 36
and west of Oakgreen Avenue. The concepts show variations as to
how the desired park facilities can be laid out as well as varying
site boundaries and surrounding area subdivision options, all in
relation to the preservation of wetland areas and need for proper
vehicular and pedestrian access. The following paragraphs briefly
outline the intent of each concept.
Option 1. As a starting point, this option shows the layout of
park elements in a format very similar to the one with which we
have been working previously. Activity areas have been split to
either side of the wetland and it assumes a subdivision
configuration the same or similar to the Heritage plat. The
building has been placed facing the water and two separate play
areas have been provided. Acreage in this concept amounts to 14.24
acres of park land, 11. 02 acres of wetland, and 159 residential
lots.
Option 2 . This concept, while also utilizing the Heritage plat,
eliminates one ballfield so that all primary activities are
centrally located to the east of the wetland. A single larger
playground area has been proposed rather than two, the building is
at the center of the site and is more readily accessible for
service from the east parking area, while an auxiliary lot has been
provided on the west end of the site to better accommodate
pedestrian access to picnic areas . The soccer field doubles as a
winter skating area. Acreage in this concept amounts to 13 .53
acres of park land, 11.02 acres of wetland, and 183 residential

Option 3 . This option, while generally following the layout of the
Heritage plat, has eliminated a tier of lots in the area to the
south to create a larger park more conducive to the arrangement of
ballfields. Vehicular access has been provided through to the west
from 55th Street West. Area to the west of the wetland has been
reserved primarily for passive type activities with the exception
of the winter sliding area. Acreage in this concept amounts to
18 . 13 acres of park land, 11. 02 acres of wetland, and 124
residential lots.
Option 4. This option provides a street layout adjacent to River
Hills Addition which positively deviates from a block pattern. In
terms of vehicular access in areas surrounding Baytown Woods 4th
Addition, this option is probably the most viable as it relates to
the concepts prepared by the landowner. Park facilities have been
concentrated to the east of the wetland with all field areas having
easy access to the centralized playground area. Acreage in this
concept amounts to 18 .24 acres of park land, 11. 02 acres of
wetland, and 181 residential lots.
Option 5. This option deviates from the Heritage plat, and instead
provides slightly larger lots in a cul-de-sac configuration to
create a larger park area to the east of the wetlands. The two
ballfields are again in place and a third alternative for the
building has been included with its location between the parking
and field areas. The parking lot is less dense, with stalls
located along a longer drive lane to achieve closer proximity to
more activity areas, while providing space for trees or gardens
(in the center) . Acreage in this concept amounts to 22 . 06 acres of
park land, 11.02 acres of wetlands, and 126 residential lots.
All concepts include trails along 58th Street intended for
connection to the school, trails throughout the park, around
wetland areas, and through adjacent subdivisions to local streets.
A total of sixty parking stalls is expected to be adequate based on
the recreational uses shown in these concepts.
In addition to the attached concepts, an outline of park costs will
be completed with help from the City Engineer and other landscape/
recreational sources and sent out to you before the meeting on 20
June. It is intended only as an estimate, as changes to park
layouts, types/styles of park elements, and specification of other
details can alter everything.

We have compiled the background information necessary for the City
to determine the amount of land that will be needed for a community
park and an estimate of land values to determine the amount of land
that can be purchased with current park reserves.
LAND USE PATTERNS
The initial step of the process was to calculate the acreage of
each proposed land use zoning classification to determine park land
demand. Using the land use map contained within the High School
Annexation Area Comprehensive Plan Update, the following table
provides the proposed land uses and the acreage proposed for each.

PARK LAND CALCULATION
Population forecasts were prepared to determine park land demand
and park acreage. The following table, based on full development
of the area, identifies population forecasts and total park
dedication requirements for residential and commercial development
within the annexation area.
The table indicates the maximum number of acres that could be
dedicated and the maximum cash contribution for the area. For
example, single family development would dedicate 19 acres of park
land if all park dedications were in land, or $193, 050 if all park
dedications were in cash. In total, 27 acres would be dedicated if
all residential development park dedication was land. Commercial
park dedication is in cash only and would amount to $178,500. If
all dedications were in cash, $490, 890 would be collected for park
needs.

PARK LAND NEEDS
The original park study assumed that the St. Croix Valley Athletic
Association Athletic Complex would be a reality and relied on it to
provide much of the ballfield requirements for City park- needs.
Now that the VAA proposal is on hold, the City will need to re-
evaluate park facility needs and acreage.
The City should still provide a passive and active park, however,
the active park may need to be larger with more lots than
originally thought. The 27 acres of park land that will be
acquired through dedication should provide for adequate active and
passive park land.
PROPOSED PARK PLAN
Our office has developed a graphic which illustrates the location
of a proposed park, its facilities and a very preliminary street
design outlining typical residential lot design (see Exhibit 1) .
The park is approximately 28 acres and contains active and passive
activities. Bike and pedestrian trails encompass the wetlands and
link to the school site. A playground would also be located near
the wetlands. The active park consists of two ball diamonds, an
open field and parking for about 40 cars.
The park plan is seen as a preliminary overview of a proposed
location and provision of facilities. The plan represents only one
of many potential options for development of this area. The plan
does not indicate an extension of Norell Avenue through the wetland
area, but rather provides for other collectors to serve residential
property to the south of 58th Street. This issue will need to be
resolved with the City Council as planning for this park continues.

LAND ACQUISITION
An appraisal by Roger M. Rohrer of Bettendorf, Rohrer, and Knoche,
Inc. prepared for the City to determine value of easements for
sewer and water extending to the high school site was used to
estimate land values in the park search area. This information was
further used to determine the amount of land that could be
purchased with the existing cash contributions that have been
received in this area.
From the appraisal, land values ranged typically from $10, 000 to
$15, 000 per acre for properties that have been sold in the last six
years. Of particular note were three sales of land, south of the
NSP easement and between County Road 5 and Osgood Avenue.
Residential property east of Oakgreen Avenue and north of 53rd
Street was sold to Swager Bros. , Inc. in 1986 for $11, 586 per acre.
Property for the high school east of County Road 5 was purchased by
School District No. 834 in 1990 for reportedly $10, 000 per acre.
Residential property on the east side of Oakgren Avenue near 5th
Street North was purchased by St. Croix Land Company in 1990 for
$15, 654 per acre. All of these properties as well as most
represented in the appraisal were served or proposed to be served
by City utilities. The park search area is not currently in an
area of the City proposed for utility extensions.
The City received $36, 750 in park dedication fees from the Wal-Mart
development. Based on a land value of $10, 000 per acre, the City
could purchase 3 .6 acres of land with the money received from the
Wal-Mart development. Due to the many variables in establishing
land value, the City may need to retain an appraiser to determine
values of specific land parcels within the area proposed for park
development as the search for park land continues.
POTENTIAL FUNDING SOURCES
The Minnesota Department of Trade and Economic Development, through
its Community Development Division, offers an outdoor recreation
grants program for cities to help pay the costs for park
acquisition, equipment, parking, roads, etc. The grant will cover
50 percent of the total project costs associated with a park. A
brief summary of the program is found as Exhibit 2 .
Another grant program available through MnDOT is for
bicycle/pedestrian trails. Funding is available for the
development of transportation networks for bicycles and
pedestrians. A summary of this program is found as Exhibit 3 .

Program purpose: To increase and enhance outdoor recreation facilities.
How it works: Provides federal(LAWCON)and state grants to local units of government for
up to 50%of the acquisition and/or development costs of local parks.
Eligible applicants: Cities,counties,townships,and recognized Indian tribal governments.
Minimum . Project proposals must reflect the State Comprehensive Outdoor Recreation
requirements: Plan(SCORP)priorities.
Eligible projects: - Park acquisition and/or development;includes,among others,design and
engineering(up to 10%of total project costs),site preparation,renovation,
trails,boat accesses,fishing piers,swimming beaches,campgrounds,athletic
facilities,picnic shelters,nature centers,and support facilities,such as
restroom buildings,utilities,park roads,and parking areas.
Maximum available: Fifty percent of the total eligible project costs.An applicant may not receive
more than one state grant per fiscal biennium.
Other funds required: Applicants should be able to fund at least 50%of the total project cost.The
"local share"can consist of cash;donations of materials,labor,and equipment
usage;in-kind contributions;or any combination thereof.
Terms: The length of the project is three years from the date of project approval.
Applications accepted: Part 1 of the Community Development application can be submitted
year-round.Complete applications(including Part 2)must be in the
Community Development office by September 1 of each year.
Grant awards: The annual review and ranking period will commence on September 1.Grant
awards will be announced each February.
Approving authority: Department of Trade and Economic Development.
Disbursement of funds: Grant monies are disbursed as costs are incurred,pro-rated with the local
share.

BICYCLE TRANSPORTATION AND THE INTERMODAL SURFACE
TRANSPORTATION EFFICIENCY ACT OF 1991 (ISTEA)
✓. Philosophy and policies of the Act increase the importance of bicycles and pedestrians
as part of an Intermodal Transportation System.
✓ The purpose of the Act is clearly enunciated in its statement of policy: "to develop a
National Intermodal Transportation System that is economically efficient,
environmentally sound, provides the foundation for the Nation to compete in the global
economy and will move people and goods in an energy efficient manner."
✓ There is a federal emphasis on improving bike/ped transportation in urban and
suburban areas.
•
FUNDING
✓ Bicycle and pedestrian facilities and programs are eligible for funding in all sections
of the Act.
✓ NHS/STP funds are eligible in accordance with Section 217.
✓ Transportation Enhancement Activities (10% of STP) include the preservation and
conversion of abandoned rail corridors for pedestrian or bicycle trails.
✓ Congestion Mitigation/Air Quality Improvement funds can also be used for bike/ped
projects.

it NHS funds can be used for bicycle facilities on land adjacent to any NHS
highway(other than Interstates).
✓ STP and Congestion Mitigation Program funds may be used for carrying out
nonconstruction projects related to safe bicycle use.
/ Requires each state to fund a State DOT Bicycle and Pedestrian Coordinator.
✓ Bike/ped facilities are funded at an 80/20 share, which is a change from the old 100%
money.
✓ Bike/ped facilities are to be located and designed as part of metropolitan and state
long range transportation plans.
✓ Bicycle project must be principally for transportation, rather than recreation, purposes.

Bicycle transportation facilities include new or improved lanes, paths, or shoulders for
use by bicyclists, traffic control devices, shelters, and parking facilities for bikes.
PLANNING PROVISIONS
✓ Biggest change and much stronger section for bikes/peds.

✓ Requires Metropolitan Planning Organizations, in cooperation with the State, to
develop transportation plans and programs (which include bicycle and pedestrian
facilities) which will function as an intermodal system.
✓ The State is required to develop plans and programs which include bike/ped facilities
and is also required to develop a long range plan for bikes/peds which is to be
incorporated into their long range transportation plan.

OTHER SECTIONS OF ISTEA
•
✓ The Nat'l Recreational Trails Act authorizes $30 million/yr for motorized/
nonmotorized recreation trail facilities. This act will be administered in Minnesota by
the Dept. of Natural Resources.
✓ Federal Transit Act amendments establish an MPO planning process similar to
highways including the requirement to consider bikes/peds in planning documents.
FHWA 402 HIGHWAY SAFETY PROGRAM
✓ The 402 Highway Safety Program made bicycle and pedestrian safety programs
"priority areas" in October 1991. These programs are available for expedited funding.

MINUTES OF MEETING HELD MONDAY, OCTOBER 22, 1990
Scott Renne, County Assessor, advised council of new property tax
laws , responded to questions about property taxes and the
assessment process.
Call to order at 7 :00 p.m. by Mayor Sommerfeldt. Present:
O'Neal, Seggelke, Kern, Doerr, Vierling and Wilson.
O'Neal, seconded by Doerr, moved to approve minor subdivision,
subject to easements and contingent on planner' s report as shown
on certificate of survey for John Haase, dated October 22, 1990.
5 aye votes. Carried.
O'Neal, seconded by Kern, moved to authorize clerk to sign deed
from Elmer and Ruth Haase to City of Oak Park Heights for 80 foot
permanent easement. 5 aye votes. Carried.
Above motion was amended to include Warranty Deed to city for
roadway and utility purposes.
O'Neal, seconded by Doerr, moved to authorize clerk to sign deed
for 1 1/2 acres from Elmer and Ruth Haase to Northern States
Power Company. Aye votes cast by O'Neal, Doerr, Kern and
Sommerfeldt. Abstain by Seggelke. Carried.
Seggelke, seconded by O'Neal, moved to adopt refuse dumpster
ordinance by reference. 5 aye votes. Carried.
- Seggelke, seconded by Kern, moved to adopt Resolution #90-10-43
directing City Engineer to prepare plans and specifications for
sewer and water to Dahl-Tech Plastics. Roll call vote taken with
5 aye votes cast. Resolution adopted.
Seggelke, seconded by Doerr, moved to adopt Resolution #90-10-44
approving park study as outlined in City Planner's letter dated
August 23, 1990 and not to exceed $2700 .00. Roll call vote taken
with 5 aye votes cast. Resolution adopted.
Park Committee will meet at City Hall, Monday, December 3 , 1990
at 6 :30 p.m.
Seggelke, seconded by O'Neal, moved to approve sign request from
Superamerica. 5 aye votes. Carried.

At the request of the Oak Park Heights Park and Recreation
Committee, we have prepared a work outline for conducting a park
system study for the newly annexed area of the City and the area
proposed to be annexed in conjunction with the new high school .
This is intended to be a generalized area study and will not give
site specific design recommendations or solutions . Based on the
Park and Recreation Committee meeting discussions , this study
will include the following elements :
TYPE OF PARKS
1 . A number of park and recreational facilities are proposed
for the new annexation area including the high school and a
VAA athletic complex. While these facilities are far from
confirmed, they do influence City park planning in this
area. The study must be coordinated with these
organizations to integrate these facilities into any City
park planning efforts .
2 . Neighborhood parks will be required to serve the community
growth anticipated in the new annexation areas .
PARK SERVICE AREAS
The different types of parks have different service areas that
must be identified. The Park Study will identify park service
areas for the neighborhood parks based on park spacing standards
and population forecasts for the areas .

PARK LOCATION AND SIZE
The park study will establish policies and criteria for
selecting park locations and appropriate park sizes . A field
inspection would be anticipated for this study element. These
criteria will address :
1 . Park access needs .
. 2 . Pedestrian travel distances .
3 . Population concentration.
4 . Space needs for different recreational facilities and
activities .
5 . Soil conditions/topography.
6 . Acquisition.
PARK FACILITIES
There are opportunities for both active and passive recreational
parks in the annexation area. Working with the Park and
Recreation Committee, the study should establish general design
standards for both types of parks :
1 . Active Parks
a. Play equipment
b. Play fields and courts
c . Seasonal activities
2 . Passive Parks
a. Nature areas
b. Picnic areas
c . Trails
d. Playground equipment
TRAIL NEEDS
Within the annexation area, the Park and Recreation Committee
suggested some consideration of trails and sidewalk to access the
high school and park areas .
MEETINGS
We would anticipate working closely with the Oak Park Heights
Park and Recreation Committee in the development of this study.
Their input is vital to allow us to prepare the policy statements
regarding park location, size or facilities . We would anticipate
three meetings will be necessary for this project.

CONCLUSION
Generally, we envision that the finished study will provide
policies and standards the City can use for evaluating future
park needs in the new annexation area. The study shall serve as
a working document to assist in the review of future subdivisions
in this area. In preparing this study, we would attempt to
involve the Oak Park Heights Park and Recreation Committee
extensively. We estimate that the aforementioned work program
could be done on a time and materials basis for a cost not to
exceed $2 , 700 . 00 .

Pursuant to the City Council ' s discussion last evening regarding
the need for a future park within the new annexation area, I
thought it may be helpful to redistribute the enclosed
memorandum. This memorandum outlines the initial consideration
that needs to be given in the planning of a park facility in this
area.
I would suggest that you may want to send a copy of this outline
(with this cover memo) to the members of the Park Board for their
May 21st meeting. In addition, the Council may want to review
this material for their general information.
If my presence is needed at the Park Board meeting to provide
additional information or assistance, please advise. I am
available to attend this meeting. In addition, our office would
be able to provide ongoing assistance to the Park Board in
determining the City' s park facilities and land determination
needs .

MEMORANDUM

With the City' s recent annexation of approximately 200 acres of
land west of Oakgreen Avenue, consideration of establishing park
land within this area should be given. It is recommended the
City, and Park Board in particular, identify potential park
locations within the annexation area as this land is currently
experiencing development interest . By having a specific site
slated for park use, the City can work towards acquisition of the
site and also with developers in making any necessary adjustments
in their plans .
An outline is provided below to aid the City in the selection of
a park site . The following categories are items to be
considered in the selection process .
I . PARK SITE
• Based upon calculations regarding the number of people
the annexation area can accommodate through low and
medium density residential development, a minimum of
10-15 acres of park land should be acquired. This
acreage is based solely on the development potential of
the annexation area itself . If it is felt a park
facility is to serve a larger area, i.e. , possible
future annexation areas to the west and south, then a
larger acreage should be acquired to accommodate such.

II . PARK USE
• The Park Board should make a determination on what type
of facility the City wishes to establish in this area.
It must be decided if the park will be used for active
recreation - balifields, tennis courts, etc . ; passive
recreation - walking trails, picnic grounds, etc . ; or a
combination of both. A determination should be based
upon existing facilities within the City' s park system
and the availability of those facilities to development
within the annexation area.
• An additional factor which should be considered in
determining future park use is the relationship of the
use to the natural amenities of the site. This will be
described further in the next section.
III . PARK AMENITIES
• The annexation area contains a variety of natural
conditions . There exists large flat open areas
suitable for active recreation development and areas
containing rolling hills and wetlands better suited
towards passive recreation development . Based upon the
type of park to be established in this area, land is
available to accommodate the various types possible.
The selection of a park site should reflect this
versatility where its natural amenities can be
maximized.
IV. OTHER FACTORS
Other factors to be considered in the selection of a park
site include the following:
• Soil Suitability. Often times, parks are located in
areas of poor soils . These areas present severe
limitations to urban development and are best utilized
in a natural state or in a low intensity development
state such as a park use.
The accompanying map identifies areas of poor soils
that lend themselves well to park development. It
should be noted that these areas correspond to existing
wetlands which may be integrated into a park facility.
• Accessibility. Parks should be established in a
centralized location that offers easy accessibility to
the area it is to serve. This accessibility should be
via a street and trail system that tangents individual
neighborhoods and does not force additional traffic
onto the local residential streets . For this reason,
it is recommended the park be located on a site that
can be serviced by a collector street. However, it
does not appear this will be a limiting factor as
collector street routes for this area have not been
established. In addition, placement of such routes can
in partial be responsive to the location of the park.
• Acquisition. Per the recommended Subdivision Ordinance
amendment, park land can be acquired in one of three
ways : 1) land dedication, 2 ) purchase and 3 )
condemnation. In all probability, the acquisition of a
park site in the annexation area will be a combination
of land dedication and land purchase. It will be
important if the City is required to purchase property,
that it be done in an expedient manner. This is to
avoid paying for the increase in property values that
is expected to occur as the area becomes serviced with
municipal utilities .
As a final note regarding the selection of a park site for the
new annexation area, please feel free to contact our office
should you have any questions . In addition, if the Park Board is
in need of assistance for any of the technical analysis of
selecting a park site, our office is available to provide such
assistance and aid the City in its future park planning.

RE: Oak Park Heights - Annexation Area Park Search

With the City' s recent annexation of approximately 200 acres of
land west of Oakgreen Avenue, consideration of establishing park
land within this area should be given. It is recommended the
City, and Park Board in particular, identify potential park
locations within the annexation area as this land is currently
experiencing development interest. By having a specific site
slated for park use, the City can work towards acquisition of the
site and also with developers in making any necessary adjustments
in their plans .
An outline is provided below to aid the City in the selection of
a park site. The following categories are items to be
considered in the selection process .
I . PARK SITE
Based upon calculations regarding the number of people
the annexation area can accommodate through low and
medium density residential development, a minimum of
10-15 acres of park land should be acquired. This
acreage is based solely on the development potential of
the annexation area itself . If it is felt a park
facility is to serve a larger area, i.e. , possible
future annexation areas to the west and south, then a
larger acreage should be acquired to accommodate such.

II . PARK USE
• The Park Board should make a determination on what type
of facility the City wishes to establish in this area.
It must be decided if the park will be used for active
recreation - ballfields, tennis courts, etc . ; passive
recreation - walking trails, picnic grounds, etc . ; or a
combination of both. A determination should be based
upon existing facilities within the City' s park system
and the availability of those facilities to development
within the annexation area.
• An additional factor which should be considered in
determining future park use is the relationship of the
use to the natural amenities of the site. This will be
described further in the next section.
III . PARK AMENITIES
• The annexation area contains a variety of natural
conditions . There exists large flat open areas
suitable for active recreation development and areas
containing rolling hills and wetlands better suited
towards passive recreation development. Based upon the
type of park to be established in this area, land is
available to accommodate the various types possible.
The selection of a park site should reflect this
versatility where its natural amenities can be
maximized.
IV. OTHER FACTORS
Other factors to be considered in the selection of a park
site include the following:
• Soil Suitability. Often times, parks are located in
areas of poor soils . These areas present severe
limitations to urban development and are best utilized
in a natural state or in a low intensity development
state such as a park use.
The accompanying map identifies areas of poor soils
that lend themselves well to park development. It
should be noted that these areas correspond to existing
wetlands which may be integrated into a park facility.
• Accessibility. Parks should be established in a
centralized location that offers easy accessibility to
the area it is to serve. This accessibility should be
via a street and trail system that tangents individual
neighborhoods and does not force additional traffic
onto the local residential streets . For this reason,
it is recommended the park be located on a site that
can be serviced by a collector street. However, it
411 111does not appear this will be a limiting factor as
collector street routes for this area have not been
established. In addition, placement of such routes can
in partial be responsive to the location of the park.
• Acquisition. Per the recommended Subdivision Ordinance
amendment, park land can be acquired in one of three
ways : 1) land dedication, 2 ) purchase and 3)
condemnation. In all probability, the acquisition of a
park site in the annexation area will be a combination
of land dedication and land purchase. It will be
important if the City is required to purchase property,
that it be done in an expedient manner. This is to
avoid paying for the increase in property values that
is expected to occur as the area becomes serviced with
municipal utilities .
As a final note regarding the selection of a park site for the
new annexation area, please feel free to contact our office
