Box 119 Stillwater, Minnesota 55082 RE: Oak Park Heights — Oak Park Senior Living Phase 5 Senior Apartment Building and Enclosed Pedestrian Walkway — Planned Unit Development — General Plan and Amendment FILE NO: 236.02 — 17.03 Dear Mr. Nolde: The City has received your application materials on April 11, 2017 for a Planned Unit Development General Plan and Amendment for the Oak Park Senior Living Phase 5 senior apartment building located near Nova Scotia Avenue and Lower 59th Street North. The application consists of a request for a three-story apartment building with an underground parking garage and well as an enclosed pedestrian walkway between buildings one and two. With this letter, we are notifying you that the application is not complete. The City will deem it complete with receipt of the following items by April 26, 2017. Should the following items not be received by such date and in total, the application shall be considered incomplete: 1. Allen Eisinger, the Fire Chief of the Bayport Fire Department, has provided comments related to access of fire apparatus. (See Attached) Provide revisions to the plans to accommodate the access. Additionally, Staff has concerns with the overall traffic flow through the development. Please ensure that the plan clearly shows the access and flow of traffic through the development. 2. Clarify the care level for the proposed building. Will the building be age restricted? 3. In 2013, the City Council approved a maximum density of 335 units for the development. The development now proposes 346. How many units are being removed in the two townhouses and is that included in the totals? 4. Provide floor plans for each level of the proposed building. 5. Provide drainage calculations for the proposed phase and the entire development. Tim Nolde April 19, 2017 6. The revised site plan indicating a shift of the building five feet to the east was preferred. Please update all of the plans to reflect this change. 7. Provide mechanical detail plans and screening for any outside units. We invite you and your representatives to a meeting with City Staff to discuss this application on April 26, 2017, 11:30 A.M. at City Hall. If the application materials are submitted as requested, the Planning Commission would consider the application at a meeting scheduled for May 11, 2017 at 7:00 P.M. in the City Hall Council chambers. If recommended by the Planning Commission that evening, the City Council will review the application at their meeting scheduled for May j 23, 2017. Pursuant to Minnesota Statutes 15.99, Sub. 3(f), the City of Oak Park Heights is herewith extending the period of time for agency/city review of the application for an additional 60-day period (for a total of 120 days from the date of a complete application) inasmuch as the City has determined that additional research and study by the City staff relative to the complexity of the project as proposed will be required. It looks like they are deviating from the standard road width to a narrower road on upper 58g. (Although I could not really tell due to the poor scan quality of the plans.) The data below is for our ladder and the access areas will need to be design to accommodate our ladder truck. Overall length is 47' 3" Turning radius Outside is 70' Turning radius inside radius is 53' Out riggers in the out position is 16' Vehicle Weight 80,000# I will be traveling on the 19th so I will not be able to attend the meeting.
