DISCUSS THE NEW WALGREEN PHARMACY SITE
At the Middle St. Croix River Watershed Mana Or Meetin
of Ma 10, 2001 the Watershed Mana Or reviewed a proposed
new Wal Pharmac planned to be constructed on the site currentl
occupied b the Bradshaw Funeral Home located at the northeast corner of the
intersection of Hi 36 and Os Avenue. Followin the discussion b

Or had new site plan specifications submitted to the Watershed

The applicant must provide water q ualit y / pondin on the site or
document wh onsite pondin is not feasible.

water best mana practices such as g rass swales, infiltration

trenches and inline structure storm sewer treatment (trade name such as
Storm Septor, V2131) .
Ken Hartun stated Landform of Minneapolis has submitted new site plans
and draina calculations for the Wal site of Hi 36 and Os
Avenue. He indicated those plans w6re forwarded to Mark Doneux, Washin
Soil and Water Conservation staff member for review. He indicated Mark
Doneux has reviewed the plan and is here this evenin to hi his
comments.
Mark Doneux, Washin Count Soil and Water Conservation District staff
member stated he reviewed the revised Wal site plan. He stated the site
plan has added an in line storm water treatment. However, no pondin has been
provided on site, which means the rate of flow of water off of the site durin
precipitation ma be increased from its current condition. He stated, onsite
ponding ma not be feasible, however, he stated it ma be possible to locate
three or four sump storm sewers, which can remove onsite storm water and allow
the water to seep into the g round, He stated it ma not be feasible to provide
above g round onsite pondin because Oak Park Hei parkin re
ma P rohibit on site pondin areas.
David Beaudet stated the increased impervious surface area from the
existin Bradshaw site to the proposed Wal store site is .36 acres. He

stated if this were � new development the City would taK, a much harder position
on requiring onsite ponding. However, he noted this is a redevelopment of an
existing site with some rather significant limitations.
John Kohler, an architect working on the Walgreen's site plan, stated the
Walgreen site is effectively expanding its total area because Minnesota
Department of Transportation is requiring the removal of the existing frontage
road in front of the funeral home site. He also stated he is receptive to changing
the Walgreen site plan to see if 2 -3 sump storm sewers can be installed to
reduce the rate of flow during the 2 year and 10 year event.
Mark Doneux stated it makes sense for the watershed Management
Organization to credit the Walgreen 'development for .removal of the .hard surface
frontage road. He would like t6 see an infiltration program, which consists of
It infiltration trenching or sump storm sewers on site.
Moved by Beaudet and seconded by Nelson to approve the walgreen's
Drugstore Site Plan located at the northeast quadrant of Highway 36 and Osgood
Avenue contingent upon the site plan being changed to include sump storm
sewers to reduce the rate of off -site storm water drainage flow and further, the
Watershed Management Organization approves the revised site plan contingent
upon approval by Mark Doneux of the Washington county Soil and Water
Conservation District.
Voting in favor: Ridgway, Hanson, Jansen, Beaudet, B ellairs, Nelson,
and McPherson.

WASHINGTON COUNTY SOIL CONSERVATION DISTRICT PLAN REVIEW
FEES
Ken Hartung, city Administrator, indicated the Washington county Soil
Conservation District reviews storm water drainage site plans for the Middle St.
Croix Watershed Management Organization. He stated the review consists of a
technical review to determine whether the site plan conforms to the Middle St.
Croix watershed Management organization Storm Water Management Plan. He
stated, for an average plan the Washington county Soil conservation District will
charge a fee of approximately $100, Ken Hartung also noted the city of Bayport
City Administrator has served as the Watershed Management Organization
Secretary and the City of Bayport has provided distribution and mailing services,
He indicated that he thinks it may be appropriate for the Watershed Management
Organization to consider reimbursing the city of Bayport for expenses associated
with those expenses. He noted he has detailed the expenses associated with
the last Middle St. Croix watershed Management Organization Meeting packet at
$259.63.
