Box 2007 Oak Park Hei MN 55082-2007 Re: Wal Final Development Plan Review BRA File No. 55- X31 -000 Dear Kris: cca r Z l:� U SEA' 1 2 2001 1 FILE COPY We have reviewed the final development plans for the proposed Wal development at the northeast corner of Os Avenue and 601h Street North ( Hw y . 36 north fronta road) as submitted b Landform En and have the followin comments/recommendations: Site Lavout/Access Locations: 1. It appears that all access issues have been worked out with Washin Count and/or MnDOT. The onl ( internal ) traffic recommendation we have is to si the drive-thru exit s --. that vehicles enterin the drivewa off Os Avenue don't mistakenl enter the drive-thru from the wron direction. Gra 2. A retainin wall up to 11' in hei is proposed alon the ma of the east side of the site. A desi for this wall, stamped b a re en in the state of Minnesota, will need to be submitted for our review and approval prior to construction ( Landform notes this in their September 5. 2001 memorandum 3. It appears the southerl 35' — 40' of proposed retainin wall can be omitted since the existin g round "da at this point. The existin g round to the east of and hi than the proposed retainin wall can be g raded for a flatter boulevard. S anitar y . S ewer: 4. We recommend that the proposed sanitar sewer service w into the existin 'Sewer just downstream of the existin manhole to alleviate core drillin into the manhole and repourin,,-,- the manhole invert. The en needs to follow state plumbin codes for minimum g rades for private services (I% minimum for a 499 service?). 6. The plans do indicate to "Coordinate the abandonment of all existin utilities and services with the Cit of Oak Park Hei but we recommend the locations of an existin utilities be shown on the plans so the Cit has a record of this data. As previousl noted, we recommend that the proposed 6" water service connection to the existin main line be accomplished via a wet tap to avoid disruption of water suppl to adjacent businesses/residents. An 8" x 6" tee cut into the existin water line could be constructed, but needs to be approved b the Public Works Director and/or Buildin Official, to coordinate shuttin off valves and/or disruption of service to adjacent businesses/residents. 8. Verif existin h locations, (need for an now h and emer vehicle access locations/widths with the Fire Department. 1-'%tC)1-M qpwer- 9. The draina area map and calculations are acceptable as submitted. 10. The easterl curb & g utter of the parkin lot has a lowpoint of 904.8 at the end of the proposed retainin wall.
