AND WATER �jNSERVATION DISTRICT October 3, 2001 Mr. Ken Hartung, City Administrator City of Bayport 294 Forth Third Street Bayport, MIS 55003 RE : proposed walgreens project — City of Oak park Heights Dear Ken: FAXED AND MAILED FAX # 439-7188 Our office has received and reviewed the construction plans and specifications dated April 20, 2001 and revised September 5, 2001, for the proposed W algreens project site, located at the existing Bradshaw Funeral Lorne in Section 34, Town 30 Forth, Range 20 west, City of Oak Park Heights. Since the site plans are essentially the same since nay May 14, 2001 letter I will only comment. on what has changed. Qtnrm wn fpr Storm water is still planned to�routed through a storm sewer except now all run off will pass through an in -line structural storm water treatment system. The proposed model to be used is the "Stormceptor v2B 1." This structure will address water quality issues, however, it should be specified if the owner or city is responsible for maintenance. The only other issue regarding storm water is rate control. Under the post development scenario, the rate of runoff will increase. See the May 14, 2001 comment for details. The methods that could be used to address rate control on this site appear to be in conflict with the parking and landscaping requirements of the city. Also, this site is already constrained due to its size. Therefore, I believe the City should evaluate this and other sites that have no storm water treatment and develop a comprehensive plan to address runoff from redevelopment of existing commercial properties. Grading and Erosion Control I have no other comments except upon careful review of the notes on page C3.1, it appears that note # 5 & 6 are in conflict. I would assume that note # 5 would tape precedence over note # d. In either case, at a minimum, all perimeter controls (silt fence) should be installed prior to grading. Additional silt fence, as needed, may be installed during construction to address specific run off problems.
