PARKS COMMISSION MEETING MINUTES
Monday,June 19,2017 at City Hall
I. Call to Order: Chair Bye called the meeting to order. Present: Vice Chair Weyer,
Commissioners Johnson,Norton, and Chirliart, City Administrator Johnson, Public Works
Director Kegley, and Arborist Danielson. Absent: Commission-Liaison Liljegren.
II. Approval of Agenda: Commissioner Norton, seconded by Commissioner Chirhart, moved to
approve the Agenda. Carried 5-0.
III. Approve Parks Commission Minutes May 15, 2017: Chair Bye, seconded by Vice Chair
Weyer, moved to approve the Minutes. Carried 5-0.
IV. Department/Commission Liaison Reports:
A. Arborist: Arborist Danielson reported that a weed control visit took place on June 14
at the Swager Park and Valley View Park prairies. She said weeds were sprayed and
pulled, and there would be three more weed control visits.
B. Public Works Director: Public Works Director Kegley reported part-time staff was
working on park shelter maintenance. He stated that Valdes Lawn Care had been
doing a great job with lawn care in the City.
C. Other/ Commission Liaison Reports: City Administrator Johnson reported that the
group that had discussed a possible celebration at Oak Park Crossing Park as part of
the St. Croix River Crossing ribbon cutting decided not to move forward. He stated
there would still be celebrations surrounding the ribbon cutting in other areas on
August 2, but he did not have any details.

VIII. Old Business:
A. Mountain Bike Trail Update: Hank Gray, Board Member of Stillwater Area
Scholastic Cycling Advocates (SASCA), provided updates on the new mountain bike
trail system. He handed out a map showing the status of the building of the trails. He
stated they were aiming for an August 1 opening date, but there may be some
sections that could be ready early. Commissioner Chirhart asked how those sections
could be opened early based on the conditions of the permit. Gray stated they may
not be able to, and they only would with permission of the City of Oak Park Heights.
Gray stated the trails were designed specifically so there was only one crossing at
pavement to slow riders down and provide a clear visual of others. He also

explained trail etiquette and that riders were trained to announce their approach and
that walkers and runners move over for the riders. Commissioner Johnson asked if
there would be a topography map. Gray said that trails would be marked with
difficulty level and every section would have a shortcut. He also said the final map
would have topography and a flat map with elevation.
B. Cover Park Redevelopment Update: City Administrator Johnson reported that the
park shelter/warming house was in the process of being constructed, and the Public
Works Department staff built a retaining wall and did a great job. He stated there
was no set date for opening, but it would be open before the skating season.

B. Council Representative: Tuesday, June 27 Commissioner Weyer

Commissioner Chirhart, seconded by Vice Chair Weyer, moved to adjourn. Carried 5-0.
