Dear Eric,
We have reviewed the plans and drainage calculations submitted regarding the proposed Oak
Park Senior Living Phase 5 development re-submitted on 8/4/2017. Following are our comments
and recommendations:
Stormwater/Drainage
Stormwater comments provided by Tyler Johnson-Tyler.Johnson@stantec.com.
1. The project is subject to review by the Middle St.Croix Watershed Management
Organization.Approval by the City will be contingent on receiving approval from the
MSCWMO based on their comments to the City from the June 8th, 2017 review letter for
the project. The City shall be provided a copy of the permit approval letter from the
MSCWMO prior to construction activity.
2. In the proposed conditions of the HydroCAD model,it appears area P6 is being proposed
primarily as a Meadow,non-grazed, HSG"B"type soil. Based on the supplied soil borings
from Braun Intertec,this area appears to be made up of Clayey Sand(SC) and Silty Clay
(CL/ML)soils.This displays a soil characteristic of HSG C. Please update the HydroCAD
model to reflect this.
3. The existing site runoff tables and the HydroCAD values don't appear to match. Please
verify the rate control tables and update them to match the HydroCAD models in the
appendices.
4. For the proposed storm sewer design calculations, CB-2 to MH-1, CB-3 to MH-1, and MH-
1 to FES all appear to be undersized for the 10-year event.The notes state that the
undersized pipes are designed for rate control in depressed grass areas.What depressed
grass areas are being referred to?All of these catch basins are within the driveways or
parking lots.
5. For the utility plan,calculations should be provided showing adequate conveyance for the
10-year storm for all proposed storm sewer lines.This includes the inline drain segment
west of the proposed building, CB-1 to the EX.CB connection, and CB-4 to the tie into the
existing storm sewer system.

6. Labeling of structures between the stormwater calculations and the utility plan needs to be
consistent.
Sheet Ci— Demolition Plan
1. The note provided for bulkheading the storm sewer where the existing pipe is removed
is not entirely clear. Denote the bulkhead on the plan view. Revise the note to indicate
the existing pipe being cut on the outside of the manhole and bulkheaded with standard
manhole bricks and morter,mortared inside the manhole and outside the manhole,
creating a flush surface inside the manhole. Include in the note that the City's inspector
shall be present for the bulkheading operation. Do not remove the existing pipe.
Sheet C2 — Paving and Dimension Plan
i. Install pedestrian ramps per City Detail Plate STR-7 where sidewalks meet roadways,
driveways and parking lots.
Sheet C2.1, C2.2— Fire Truck Turning Display
i. Sheet 2.1 and Sheet 2.2 do not match the change made to the most westerly parking lot
island(radius change and surmountable curb). No changes appear to have been made
to the easterly island and the curb radius at the northwest corner of the Park Area. Fire
Department to confirm adequacy of fire lanes and circulation.
Sheet C3 -Grading and Erosion Control Plan
i. The stormwater facilities proposed for the site,including facilities that encroach into
the pond area at the north end of the property shall be considered private and shall be
owned and maintained by the Owner.
2. The City reserves the right to require additional erosion control measures as
determined/necessary during the construction of the project.
3. The pond on the north side of the site will need to have sediment that has been
deposited in the pond removed.
Sheet C4 -Utility Plan
i. Connections to the City's sewer and water systems shall be per the City's standards and
detail plates. The City or its designee shall be present for water and sanitary sewer
service connections to the City's systems. Testing will be per City requirements.

2. The watermain,hydrants,storm sewer and sanitary sewer that serve the site will be
private and maintained by the owner.
Sheet C5 and C6 —Details
1. Comments addressed.
General Comments
1. The City reserves the right to inspect the construction of the project. The City or its
designee shall be present for water and sanitary sewer service connections to the City's
systems.
2. The Owner will need to comply with all requirements of the NPDES Construction
Stormwater Permit and the Middle St. Croix Watershed Management Organization.
The City reserves the right to require additional erosion control measures as
determined/necessary during the construction of the project.
3. Lighting and landscaping to be reviewed by others.
4. The Owner shall be responsible for obtaining all required permits.
