f; CITY OF OAK PARK HEIGHTS—WEEKLY NOTES for: November 3, 2017 TO: City Council Members & Staff FROM: Eric Johnson, City Administrator 4 Development and Zoning Items: 1. No new applications have been received. 2. The City is seeking to take ownership of the Cover Park Building not later than 11/18—most of the punch list items are complete and we are awaiting warranty documentation,equipment documentation,etc.Staff will be moving benches and other equipment into the building for the upcoming skating season. 3. The City Hall Security Committee met to discuss moving forward with some RFP updates and options on consultants and also did test the panic alarm systems and was found to be in good shape—with 911 dispatch responding within minutes. 4. As the City moves toward the Sunnyside Lift Station project for 2018—it is vital that the City locate and document that it has the necessary utility easements for site access and impacts. After some considerable searching of old files(both digital and hard copy)—we did find essentially a blanket easement for this work—as crafted in 1973+1-, Much of the processes the City uses now better tie-up these easements or land rights and we try to leave a trail for those to trace—into the future. This is what the site looks like—and as you can see in the image-it will not be the easiest site to work with. 5. As anticipated, the City will be required to re-route the water and sanitary service laterals from Stillwater Motors to Memorial Ave. area —due to the planned Holiday inn. Enclosed is an approximate route based on a general layout they have provided. . The City has not yet received an application for development review from them at this point. Other items: • October Police Activity Report—from Chief DeRosier. • The City has received a copy of the METRO CITIES Legislative Policy Draft—I have a hard copy here at City hall; but can also be found on their website-http:llwww.metrocitiesmn.orol.Their Policy adoption meeting is slated for Wed., Nov 290 and I have enclosed a copy of that agenda. • BCWD Agenda for 1118117. Chief of Police Subject: Police Activity Report—October 2017 This overview report is the activity of the Oak Park Heights Police Department during the month of October 2017. Off cers responded to and generated 556 calls for service in the City of Oak Park Heights. The department responded to many incidents during the month. This is a summary /sampling of some of the cases we responded to and investigated: I. Located and arrested suspect for St Croix Cnty who had held girlfriend at gun point, threatening to shoot her and police. 2. Responded to vehicle in holding pond of 60`h and Oakgreen. Suspect driver inattentive driving and not road design or conditions. 3. Investigation of forged prescription 4. Responded to nude male in merchant bathroom for over an hour. 5. Several incidents of persons prowling open vehicles in driveways. 6. Responded to EDP/drug induced person who was subdued with taser and transported to hospital. 7. Helped juvenile male get out of a set of handcuffs he put on himself backwards so he could not get to key holes. Trying to internet trick of opening with pop can......... 8. Responded to suicidal male sitting in car near bridge. 9. Responded to suicidal female in the cemetery 10. Busy month at the SWAHS with disorderly, intoxicated, and numerous other incidents. 11, Took intoxicated male to detox who was trying to get into houses while trying to find his mothers house. I2. Arrested female for felony warrants while hiding in basement of residence. We participated in Boo Bash Halloween event at Kowalski's. We had 2 locations during the national drug take back event on 10-28. 1 set it up to provide locations at senior complexes that may have residents unable to get out to the permanent drop boxes around the county. Boutwells and Ramey Johnson were 2 of the 5 I approached that wanted to sponsor us at their facilities. We took in apx. 20 lbs. of medications. Received an ada boy for Officer Tennessen responding to a medical. During Inv. I met with a representative of the league of women voters conducting a study of area police departments. The questioning was very superficial about recent political talking points and not taking into account basis or circumstances of how or why specific to each department or basis. We will have to see how the information is presented or used. We had 4 days during the month where we were at full staff due to vacations, sick leave and training. Officers attended training courses during the month: I. All officers received training on Juvenile Interview and Interrogations 2. I and Sgt. Vierling attended conference on Dark Web and Bit Coins 3. Officer Wynia attended annual week-long SWAT training at Camp Ripley 4. The entire department complete scenario based escalation I de-escalation training using the "Palmer"property. 5. Sgt. CITIES Association of Metropolitan Municipalities October 25, 2017 TO: City Managers/Administrators, FROM: Patricia Nauman, Executive Director RE: Draft 2018 Legislative Policies and Policy Adoption Meeting Enclosed are two copies of Metro Cities' draft 2018 Legislative Policies. The policies are also on- line at www.MetroCitiesMN.org. The policies were developed by over 100 metro city officials through four policy committees and have been approved by the Metro Cities Board of Directors. The policies will be adopted by Metro Cities' membership at the Policy Adoption Meeting on Wednesday, November 291h, 2017.Details are enclosed. Please be sure to attend the policy adoption meeting. Each city is responsible to desi2natc a voting delegate who will represent their city's position on the policies. Delegates will be asked to identify themselves at the registration/check-in table. Metro Cities' protocol for adoption of policies is as follows: • One vote per member city and one additional vote for each 50,000 in population above the initial +50,000. • Policy Committee Chairs will present a summary of the policies and amendments. 9 Metro Cities' President will distinguish questions of clarification or explanation and questions that could result in an amendment of a policy. • Individual policies can be opened for discussion if five city delegates request a discussion. Discussion on individual policies will be allowed and limited to 10 minutes. • If there is a motion to amend a policy,the President will honor the motion if five or more delegates request a vote by municipality. • Any individual requesting a vote will be asked to verify their delegate status. • If five delegates request a vote, a vote will be taken by municipality per our by-laws. • If there is no discussion, or following any individual votes on policies, the President will entertain a motion for adoption of the entire policy section. The legislation policies adopted at this meeting will serve as the foundation of Metro Cities' work at the Legislature and Metropolitan Council in 2018. The draft policies are available on our website for review and city managers/administrators have received two hard copies of the policies and policy adoption protocol. These policies were developed by over 100 city officials and approved by the Metro Cities Board of Directors.
