WASHINGTON COUNTY, MINNESOTA
A RESOLUTION AUTHORIZING RECEIPT OF DONATIONS AND
DIRECTING THE DONATIONS BE USED FOR PARTY IN THE PARK
WHEREAS, the following donations were made to the City of Oak Park Heights
for the Party in the Park:

WHEREAS,the City of Oak Park Heights is grateful for the donations.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Oak Park Heights shall accept the donations and that the City is authorized to use the
donations for the Party in the Park.

CITY OF OAK PARK HEIGHTS
WASHINGTON COUNTY,MINNESOTA
A RESOLUTION RECOGNIZING THE CONTRIBUTIONS
OF GREG QUALE AS OAK PARK HEIGHTS PLANNING
COMMISSIONER 2016—2017
WHEREAS, Greg Quale has served as an appointed member of the
Planning Commission for the City of Oak Park Heights from June 2016 through
May of 2017; and
WHEREAS, the City Council of the City of Oak Park Heights relies upon
the recommendations of the Planning Commission to assist in shaping the vision
of the City's development and growth; and
WHEREAS, Greg Quale's contributions of time, effort and dedication to
the Planning Commission have been valuable and sincerely appreciated, resulting
in positive planning and outcomes for the City;
NOW, THEREFORE, BE IT RESOLVED, that the City of Oak Park
Heights commends and thanks Greg Quale for his service, dedication and
commitment to the interests of the citizens of the City of Oak Park Heights.

Re: LTCP 2035 for Lake Elmo Airport
Dear Mayor McComber,
I am writing on behalf of the residential group impacted by the current proposal of expansion at the Lake
Elmo Airport by the Metropolitan Airport Commission. Please share with the rest of the your City Councel.

Our primary concerns are(1)The rerouting of 30th Street between Manning and Neal Avenues, (2)The
density of residential housing surrounding the airport, and(3)The introduction and increase of noise and
light pollution in the area surrounding the airport with the proposed larger propeller driven and jet/micro-
jet aircraft that the MAC is planning to draw to this area.
We have the support of Senator Housley and Representative Lohmer. In addition, per the City of Lake
Elmo comprehensive plan, they will continue to vigorously oppose all initiatives to broaden the operating
capabilities of the Lake Elmo airport from the existing recreational aviation to corporate or commercial
aviation by runway lengthening or other related improvements. The Lake Elmo City Council unanimously
adopted a Motion advising the MAC that the City endorses no additional hangar or runway development
during the planning period to 2024. In addition, Baytown Township and West Lakeland Township filed a
Resolution of Opposition in August of 2015 with the MAC, opposing the current plan presented by the
MAC.
We are asking that the City Council of Oak Park Heights pass a Resolution of Opposition to the current
plan presented by the MAC in support of the communities surrounding the Lake Elmo Airport. I would be
happy to talk or meet with you regarding any questions you may have.

RESOLUTION
TOWN OF WEST LAKELAND
WASHINGTON COUNTY,MINNESOTA
A RESOLUTION OPPOSING THE METROPOLITAN AIRPORT COMMISION'S LAKE
ELMO 2035 LONG TERM COMPREHENSIVE PLAN'S PROPOSAL TO EXPAND THE
LAKE ELMO AIRPORT.
Whereas,West Laiaeiand Township is located on the St.Croix River,and Is known for Its
small town-near the big-city lifestyle enjoyed by residents and
Whereas,the residents and neighboring communities of West Lakeland Township greatly
contribute to the unobstructed,peaceful Iifestyle of the Township,and
Whereas,the Metropolitan Airports Commission(MAC),has proposed expanding the Lake Elmo
Airport by increasing runway lengths and rerouting V*Street North,and
Whereas,the MACS proposal will lengthen the runways,modify and increase the Runway
Protection Zones(RPZ)and the Airport Overlay District(AM),and
Whereas,MAC claims that these proposed modMations will improve aircraft safety,and
Whereas,the Town Board has determined that the Lake Elmo Airport aircraft crash records
demonstrate that the eight crashes that have occurred over the pest 30 years,all have been,as
a result,of pilot error or airplane mechanical problems and not due to the length of the runway,
and
Whereas,the Town Board has determined that these proposed modifications will compromise
more township residents and their homes to potential aircraft accidents,arriving and departing
the airport,and
Whereas,the Town Board has determined that MACS proposal will not improve the safety of
present aircraft safety,but only attract and accommodate larger,louder aircraft,and
Whereas,the Town Bard has determined that MACS proposed sway expansion will increase
the number of larger,louder aircraft,and have a negative impact on the peaceful lifestyle of the
surrounding residents and neighboring communities,and
Whereas,MAC proposes to realign 30the St N around the southern end of the extended runway.
and
Whereas,the Town Board has determined that the rerouting of 366 St N(a minor collector
road)would redirect more traffic into neighborhoods,and
wherea,the Town Board has determined that the Increased traffic and noise will also have a
negative impact on airport's neighbors alone the proposed rerouted 306 St N and residents on
Neal Ave N,and
Whereas„the estimated cast of construction for MACS proposal to expand the airport and
realign 3d"St N Is estimated at$11.5 million,and
Whereas,the Town Board has determined that the number of fiigi t operations reported to
occur at the lake Elmo Airport is significantly overstated and not supported or demonsbeted by
real data,and
Whereas,the Town Board has determined that the significant cost of expansion as compared to
the least costly aiternOve of just improving the pn�ess. rumW surface at the estimated cost of

aircraft operations for the next 20 years,and
Whereas,,the MACS proposal would significantly impact the scenic views and peaceful lifestyle

residents and visitors of West Lakeland that have worked so hard to maintain an unobstructed

NOW,THEREFORE,BE IT RESOLVED,that the Town Board of the Town of West
Lakeland hereby resolves as follows:
1. The Town Board opposes the expansion of the Lake Elmo Airport and
runways.
2. The Town Board opposes the realignment of 30th St N.
Adopted by the Town Board of the Town of West Lakeland this 3rd day of August,
2015.
