Call to Order: Vice Chair Weyer called the meeting to order. Present: Commissioners Johnson,Norton, and Chirhart, City Administrator Johnson, Public Works Director Kegley, Arborist Danielson, and Commission-Liaison Liljegren. Absent: Chair Bye. II. Approval of Agenda: Commissioner Norton, seconded by Commissioner Chirhart, moved to approve the Agenda. Carried 4-0. III. Approve Parks Commission Minutes—July 17, 2017: Commissioner Norton, seconded by Commissioner Chirhart,moved to approve the Minutes. Carried 4-0. IV. Department/Commission Liaison Reports: A. Arborist: Arborist Danielson reported that the third weed control visit for the prairie restoration took place on August 23, and the fourth one was set to take place sometime the following month. She also reported that the summer 2017 boulevard and park tree pruning and removal project was completed the previous month. B. Public Works Director: Public Works Director Kegley reported that as fall approached, the park shelters were scheduled to be winterized. He said parks could still be used after winterizing, and that there would be portable toilets. Kegley also reported that Andersen Windows offered to do some volunteer work in one of the City parks. He said they were going to spread mulch in the playgrounds at Brekke Park on September 28. Kegley also stated that the city was accepting applications for rink attendants. C. Other/Commission Liaison Reports: Commission-Liaison Liljegren reported that the City Council talked about representation by commissioners at the City Council meetings. City Administrator Johnson reported that the City Council concluded that appointing a representative was not a requirement and felt it best to leave it to the discretion of the commission to send a member to the City Council meetings since there was already a member of staff and a Commission-Liaison present at each commission meeting. V. Visitors/Public Comment: None VI. Public Hearings: None VII. New Business: A. Set Cover Park Shelter Ribbon Cutting: Vice Chair Weyer, seconded by Commissioner Chirhart, moved to set a ribbon cutting at Cover Park on October 16 at 6:30 p.m. Carried 4-0. The anticipated 2018 Parks Budget. This budget generally includes the CIty operational needs for the annual parks-including their maintenance, summer and ice rink part time staffing, summer park programming and other general operations. 2. A summary picture of the City Park Dedication Fund. These are funds paid to the City due to impacts and generalized growth from Development. The City typically charges a 10%fee based on the gross land values of land being developed. These funds—pursuant to MN STATUTE cannot be used for operational expenditures and typically must be for expanded or new facilities. 3. Statement of the City Budgeted Projects Funds—I have Highlighted areas that related to Parks. These funds, like all listed, attempt to allocated Tax revenues to specific purposes that likely will take more than 1-3 years of funding or are outside of a general operational perspective. In short,these are larger - single purpose expenditures. I would ask that you have a perspective of these moving forward- as next month—December- I would like to ask if the Park Commission would like to set up a work session meeting to revisit or establish any new park priorities that would need advanced funding. I will bring the prior priority listing to the Commission meeting. January and February meetings have been changed to the week following the regularly scheduled meeting date, due to legal holidays occurring on the regular meeting date.
