• Two code enforcement letters—trailer parking matter and storage of firewood(essentially a home occupation with a person using
their residential yard as a wood storage area from his tree service business).
• Staff has met with Sunnyside Marina to continue to discuss the access issues for the lift station. The City may be required to
participate(+/-$2,500)in their larger pavement project.Thus far however,the conversations have proceeded well.
• The final plat for Oakgreen Commons(Nolde)has been executed;we are awaiting a final version to be returned to the City.
• The final plat for Palmer Station is being reviewed by Washington County, once that is complete the final Mylar versions will be
created and prepared for signature.STANTEC is working on the plan specifications for the bid package.
• The MCF—Stillwater will be hosting holiday event—see enclosed.
• METRO CITIES—Policy Adoption Meeting for 11/29/17—see enclosed.

Re: Trailer Parking on Yard Area
Dear Doug,
I am writing with regard to the trailers parked upon the lawn area to the rear yard of your home at
1545158th St.N. You have been notified,as recently as this past May,that City Ordinance regulations
direct that motor vehicles,boats,trailers and similar are to be parked upon your driveway or within your
garage.
City Ordinance 401.15 F.4.h.13,requires that areas intended for parking use be of a hard surface(see
below). This would include areas for parking/exterior storage of trailers.
401-15-F 4.h.13 — Surfacing. All areas intended to be utilized for parking space and
driveways shall be hard surfaced with materials suitable to control dust and drainage. Plans
for surfacing and drainage of driveways and stalls for five (5) or more vehicles shall be
submitted to the City Engineer for review and the final drainage plan shall be subject to
written approval.
Hard surface is considered to be that of asphalt,concrete,cobblestone,paving block or crushed rock
that meets minimum Class 5 materials and which has a minimum base depth of 4 inches.
Please remove the trailers from your yard and relocate them to your driveway or garage no later than
the end of the day Friday, December 1.201 . A compliance check will be made after December 1t.

Re: Wood Storage/Yard Parking Nuisance Abatement&Home Occupation Permit
Dear Mr. Patrin-King:
We have been in communication with you as to your home-based tree service business and stored woodpile at
your residence. You were in this past June and spoke to City Administrator Johnson and I as to both of the above.
At that time,you stated that you would not be adding any additional wood to the pile stored at the front of your
home and that you had no issue with relocating the wood pile to behind the privacy fence, located to t the front
of your home,as you were going to burn such wood. Wood has obviously been added to the pile and it has not
yet been relocated. Additionally,there has been a trailer and other equipment parked upon your yard area.
The purpose of this letter is to address the ongoing violation of City Ordinance 401.15.13 with regard to placement
of stored firewood, 1109. I.with regard to accumulations of materials and 401.15.13.14 and F with regard to off-
street parking and exterior storage(ordinance copies enclosed),and to request Code compliance as follows:
(1) All wood is to be relocated from the front yard to a side yard behind the fence at the front
of the house or to the rear yard of the house and is to be neatly stacked;and
(2) All equipment and/or trailers shall be placed upon a parking pad,driveway or within a garage. In
no case, shall they be placed upon the grass or lawn area.
(3) Please contact me so we can schedule a meeting to discuss what this home-based operation you
appear to be engaging in does include. It may or may not be permissible in this residential
neighborhood, but is something we need to discuss in more detail.
Compliance as above requested shall be made in full no later than Friday, December 22,2017,after which time
a compliance check shall be conducted. Once we discuss your operations Home Occupation Permit the City can
consider a possible home-based business operation.

forecast. The next complete forecast will be
released in early December.
TAB Approves Regional Solicitation for
Public Comment
The Transportation Advisory Board (TAB)
has approved a draft 2018 Regional
Solicitation for public comment. The
Regional Solicitation is the method by
which federal transportation dollars from
the Surface Transportation Block Grant
Program and Congestion Mitigation Air
Quality program are allocated within the
metro area. The funding is distributed
among roadway, transit and travel demand
management, and bicycle and pedestrian
projects. The board adopted new criteria
and measures as part of the draft
solicitation at their meeting last week.
These changes include the creation of a
$10 million Bridge
Rehabilitation/Replacement category, a
mandate stipulating sponsoring agencies
with 50 or more employees complete
Americans with Disabilities Act(ADA)
Transition Plans, the flexibility of scoring
committees to deviate from scoring
guidance in consultation with the TAB
Funding and Programming Committee, and
a requirement of applicants to show a
projects independent utility, with points
being awarded for project improvements.
The draft also includes an increase to the
maximum award for Travel Demand
Management(TDM)from $300,00 to
$500,000. A requirement that an applicant
fully commit to funding a project should all
funding sources not be realized that was
included in an earlier draft, was not
adopted.
The draft Regional Solicitation continues to
fund at least one roadway project from
each functional classification, maintains
historic funding ranges for mode
classifications, and will use 2018 cost
estimates without inflation adjustments.

in preparation for releasing the formal 2018

ADA Training and Regional Solicitation
The Center for Transportation Studies will
host Americans with Disabilities Act(ADA)
training sessions in December to guide
local agencies in completing required ADA
transition plans. The sessions will also
cover minimum ADA requirements and best
practices. The current draft Regional
Solicitation includes a requirement that
agencies with 50 or more employees show
they are working to complete Transition
Plans.
Sessions will be held across the state, with
two being held in the metropolitan area that
are listed below. Sessions will be held from
8:00 am to 4:30 pm.

Legislative Committee Discusses
MNLARS
The Senate Transportation Committee held
an interim hearing last week to review the
new Minnesota Licensing and Registration
System (MNLARS)system. MNLARS was
introduced by the state to replace the
state's 30-year old legacy IT system and

serve as a Web-based system for driver's
license, identification card and vehicle
registration and ownership transactions.
The motor vehicle portion of MNLARS was
released this summer. This is the second
legislative committee that has been held on
the topic.
The committee heard from deputy
registrars and city officials experiencing a
series of difficulties with the rollout of the
new system. Auto dealers and vehicle
lenders also testified with challenges they
have faced with that effect vehicle loans
and title registrations.Administration
officials from Mn.IT and the Department of
Public Safety testified they are working on
improving the new MNLARS system and
have made progress since its launch earlier
this year. The Office of the Legislative
Auditor told committee members they will
perform a financial review of transactions
made under MNLARS in in 2018.
Implementation of the driver's license
portions of MNLARS is planned to be begin

Boyd Huppert got his start in broadcasting as a 16-year-old announcer at his
hometown radio station, WEVR in River Falls, Wisconsin. He majored in
Journalism and Political Science at UW-River Falls and began his television
career in 1984 at WSAW-TV in Wausau. Boyd worked at two more TV stations,
KEN in Omaha and WITI in Milwaukee, before joining KARE 11 in 1996.
Boyd produces and hosts KARE 11's weekly"Land of 10,000 Stories"
segment. His writing and reporting has been recognized with 14 National
Edward R. Murrow Awards. Boyd is also the recipient of a national Emmy for
feature reporting, the Scripps Howard Award, and multiple Sigma Delta Chi and
National Headliner Awards.
