Development and Zoning Items:
1. The Building Official has sent various code enforcement letters relating to parking sites and garbage accumulation. See the
enclosed letters.
2. Kwik Trip has been set a communication relating to the traffic study on 58th street; Stillwater Motors and Washington County
were also provided a copy of the documentation as well.See the enclosed letter to Kwik Trip.
3. Stantec did conclude that there is adequate downstream capacity for the Palmer Station storm water overflow outlets; their
findings were memorialized in a memo(copy enclosed)and supplied to the Developers.We are awaiting a final version of the
PLAT to execute. STANTEC is currently designing the public roadways and utilities. As part of the final platting process with
Washington County the Council will likely have to take some further administrative action on the new public roadway access
along the Oak Park Blvd road access(to City Hall)as this is not currently dedicated—please expect to se this on Dec 12th.
4. 1 have enclosed a copy of the letter to the Range 082 group outlining the City approval of the 90-day extension.
5. Xcel Energy has mentioned that it has some $$for the establishment of some new prairie/pollinator areas under the power
lines—just north of City Hall. I have enclosed their proposed timeline and scope; more information is forthcoming and would
require City Council action.This will not impact any meaningful trees, but would eliminate future buckthorn removals and other
scrub/volunteer tree clearances under the powerlines.
Other items:
• The Council has scheduled a goal setting event meeting for Jan 10th—if you have any topics to be added please send me an
email or let me know what they might be.We hope to use the building site in the Inspiration development, however there may
be a preclusion we discovered that does not allow official meetings to be held outside of the City's borders. We haven't discussed
with the City Attorney yet... either way,the meeting will be that evening.

I am writing with regard to the boat that is parked upon your rear yard, toward O'Brien Ave. N.
Please be advised that such parking is not permitted by City Ordinance. All motor vehicles,
boats, trailers and similar shall be parked upon an approved driveway, parking pad, or within a
garage.
City Ordinance 401.15 F.4. h.13, requires all vehicles to be parked upon a hard surface (see
below).
401.15.F.4.h.13 — Surfacing. All areas intended to be utilized for parking space
and driveways shall be hard surfaced with materials suitable to control dust and
drainage. Plans for surfacing and drainage of driveways and stalls for five (5) or
more vehicles shall be submitted to the City Engineer for review and the final
drainage plan shall be subject to written approval.
Hard surface is considered to be that of asphalt, concrete, cobblestone, paving block or crushed
rock that meets minimum Class 5 materials and which has a base depth of 4 inches minimum. .
With this letter, you are requested to remove the boat from your yard area and relocate it to your
parking pad, driveway, the interior of your garage or other off-site area no later than
Wednesday, December 6. 2017.

RE: Traffic Impact Study—58th street
Dear Scott and Leah:
Enclosed you will find the results of the City's traffic impact study evaluating the intersection of CSAH 15
and 58th street. Please recall this study was generally precipitated by the development of the Kwik Trip
development and concerns that such use would generate traffic impacts that would require
improvements to the local traffic systems for which the City would possibly seek a portion of such funds
from Kwik Trip.
The study generally CONTROLS for the Kwik Trip element;considers regional growth and other parameters
and then forecasts traffic and impacts.With that,the engineering data and reports can be interpreted in
from several perspectives,but in general the City concludes the following:
1. That the pre-Kwik Trip building condition (2016)are not appreciably different than the post Kwik-
Trip conditions (2017) so as to not immediately require major intersection reconfiguration.
Compare the LOS(Level of Service)Tables 1 and 3.
2. However, in 2037—in twenty years-comparing a Kwik Trip Build to 16°°
a NO Build, the data suggests that unless there are some
MITIGATIONS in the area, that the LOS will worsen to a LOS E & F, ; N
(Table 5) compared to the LOS of generally being D—(see Table 4).
However, these are not universally quantifiable today as to how
these are best mitigated nor funded.

3. By 2037 - if some mitigations were undertaken in the area, would r
result in some better stabilization of the area—generally remaining htt�
at a LOS D.(see Table 6).These mitigations could include a dedicated
left turn (north) from eastbound 581h street and a shared left-
through lane to a left through right lane and as shown in the image.
4. There does not appear to be a need according to the model for
increased access to westbound 58th street from southbound CSAH
15 — such as adding a new right turn lane — or a dedicated
southbound right turn onto CSAR 15 from eastbound 581h street.
These however would likely benefit the area in general of course.

As we know conditions can change as development occurs,so this is what we know at this time.And the
City would not seek a financial contribution from you for these improvements at this time — such as
outlined in Number 4 above, because your impact does not immediately result in a pressing demand for
geometric or layout alterations and the facilitation of this may be better suited when a larger project is
undertaken.The City does reserve the capacity to revisit this matter should elements change.
This study does NOT engage the general street paving conditions,storm water conditions or other aspects
of roadway maintenance. These are distinct costs and would likely be managed differently under a MN
STAT.429 assessment process.

Reference: Palmer Station Redevelopment Stormwater Memo
The Palmer Station development consists of 13 residential lots located on approximately 6.75 acres.
The development is bound by Oak Park Boulevard North to the north, Oakgreen Avenue North to
the west,and residential developments to the east and south. As part of the development a series
of wetlands and a filtration basin within the development will be used for stormwater management.
In the latest submittal by the developer, they are proposing to add an outlet control structure that
will regulate the flows leaving the site and tie into the existing storm sewer system to the south. An
analysis was done to determine the impacts to the storm sewer system downstream of the
development due to the additional volume of water introduced to the system.
Stantec utilized the developers proposed conditions HydroCAD model for the site and implemented
it into the City's regional system to determine the impacts to the downstream system.The
development will tie into regional pond BT-2P of the City's storm sewer system.The pond is an
isolated pond from the rest of the City's storm sewer system that accumulates runoff from adjacent
neighborhoods and outfalls into an adjacent pond located in Bayport Township.The attached
Palmer Station Development Stormwater Map indicates the Palmer Station Property,the tie in
location to the existing storm sewer system,and regional pond BT-2P.
Two different HydroCAD models were ran to evaluate the pond BT-2P.The first model ran was for the
existing conditions without the Palmer Station development.The next model that was ran
implemented the Palmer Station development to determine the impacts that would occur to the
downstream storm system. Flow rates and the volume of water leaving the site,as well as the high
water levels were all evaluated for regional pond BT-2P. Below are the tables with the results.

The tables for the flow rates and volume of water leaving the pond as well as the high water
elevation in the pond for the 2, 10,and 100-yr storm events,show the proposed site's impact to the
downstream system.The modeled impacts to the system would be minimal. The top of the berm for
pond BT-2P is at an approximate elevation of 907,with adjacent structures at a higher elevation.The
increase in high water elevation for the pond is .22 feet,resulting in a high water elevation of 906.23,
which will still provide approximately 0.8 feet of free board in the pond before it would overtop. In
the event that the pond would be inundated,the emergency overflow is located along the
southern portion of the pond,where it would overtop the berm and outfall into the adjacent pond
in Bayport Township. With minimal impact to the overall storm sewer system,the added Palmer
Station development to the system will have negligible impacts.

following:
That it will extend the 1-year deadline to March 30th, 2018 contingent upon;
1) Submission of complete building plans for review, including the payment of all typical plan
review fees.
2) You must commence construction on the project by June 1St, 2017.
Failure to comply with either condition will result in a lapsing of your permit and by default will be forfeiting
any plan review fees so incurred. The Council did not authorize any deviation from the designs submitted to

Eric,
Thank you for your community's interest in receiving additional details about a partnership proposal with Xcel Energy to
create a pollinator habitat within our transmission corridor located directly behind city hall. Here is a proposed event
timeline:
February/March 2018 Xcel Energy will propose a pollinator habitat pilot program in its
transmission corridor directly behind the city hall site.
Xcel Energy will mow the corridor while the ground is frozen.
This action preps the soil for pollinator seeding.
We believe we can work around the existing raspberry bushes.
Spring 2018 Herbicide spraying to eliminate invasive weeds/trees.
Allow 1-2 weeks post-treatment before next step.
Early June timeframe? Minnesota Native Landscaping to plant pollinator seed mix.
This company typically uses a drill unit to apply the seed mix.
Seed mix would include deep-rooted native prairie vegetation.
Milkweed and wildflower mix.
No watering required.
Fall 2018 Monitor pollinator seed growth.
Spot herbicide treatment for weeds(such as thistle)and trees.
Minimal care required due to the native seed mix being utilized.
Native vegetation very self-sufficient.
Future Potential for joint media/public relations effort.
Prairie restoration compatible with transmission corridor which will
significantly reduce any need for vegetation clearance within this
segment.
This pilot program could possibly be expanded in the future within
Oak Park Heights based on outcomes.

As we discussed the City of Oak Park Heights is seeking the services of a CITY RESIDENT to serve on the Central
St. Croix Valley Joint Cable Communications Commission Valley Access Cable Commission as the appointed Citizen
Representative.The entity generally engages the following:
• The Commission is charged with operating and coordinating the local Cable Access Channels which ensure
the broadcasting of Public, Educational,Government and Inspirational programming within the local cable
networks. In addition,the Commission is the franchising authority for cable television in our area. The
Commission must ensure that the franchise agreement with the cable company is being followed and must
negotiate new agreements when appropriate.
• At meetings,the Commission takes action on several issues such as approving budget expenditures,joining
telecommunications organizations,keeping informed on legislative cable franchise issues,and handling
complaints reqardina cable services.
• The Central St.Croix Valley Joint Cable Commission is a joint powers entity representing the cities of Bayport,
Oak Park Heights,Stillwater,and the townships of Baytown and Stillwater. The cities each have one elected
and one citizen representative that attend regular meetings. The Commission typically meets every other
month on the third Wednesday at 7:00 p.m.
