The Building Official has sent various code enforcement letters relating to storage of wood;This site is upcoming on the Council agenda for a home occupation permit. 2. Staff has met with Washington County to discuss the Construction Agreements for Osgood Ave. only initial comments have been shared.We have not yet seen a maintenance agreement draft at this point. 3. It has come to the City attention that Raleigh Trucking has in some capacity merged with Miller Excavating.Raleigh has indicated that their firm remains a separate company but are apparently leasing their trucks to Miller Exc. But,we have witnessed Miller Exc. Truck plowing City Streets. The City's plowing Agreement does not permit subcontracting.Allowing limited%of plowing with a subcontractor for Raleigh might be reasonable depending on terms of a Contract Amendment—which we are attempting to engage and is necessary.However how that is monitored and enforced is another matter.Be aware of this development and take note of what truck(name)is plowing your street.Unfortunately,the City does not have many options so we have to find a balance. Other items- BCWD Agenda for 12/13/17 The City is in need of a new Park Commissioner with David Johnson not seeking reappointment,the application deadline is Jan 12th.Also enclosed here is the application packet of information. Oak Park Heights, MN 55082 Re: Wood Storage and Home Occupation Permit Dear Randal: Thank you and Joanna for visiting with City Administrator Johnson and myself on November 28, 2017 regarding the wood storage at your home and the status of issuing you a home occupation permit for your tree service enterprise. As a result of our meeting, Eric Johnson clarified the definition and location of side yard and agreed that the wood storage you currently have in place may remain as it is until May 15,2018, by which time the storage location will have been relocated to a side yard or rear yard, as permitted by City Ordinance. City Administrator Johnson has agreed to move your home occupation permit request forward for City Council approval with the conditions that parking for the business equipment will occur upon existing parking surfaces and that any expansion of parking will be brought to the City for approval as required by City Ordinances. I will place your permit request before the Council at their December 12th meeting. Your check remitted in June was shredded,thus a new application fee in the amount of$25.00 is needed to complete the application. Please drop this by at your earliest but no later than the end of December, 2017. If you feel that I have missed something as to these two items or if you have any questions, please let me know. Officers responded to and generated 593 calls for service in the City of Oak Park Heights. The department responded to many incidents during the month. This is a summary/sampling of some of the cases we responded to and investigated: 1. Suspect was arrested for ongoing sales of his prescription medication.We worked with the US Postal Service at the annex on this investigation. 2. Arrest of a vendor at local merchant. The vendor was charging the merchant for sales of items that had not taken place. $20,000+theft investigation. 3. Suspect was interrupted attempting to steal a trailer from local business. 4. Sex assault investigation ongoing related to students. 5. Recovered a stolen vehicle along with suspects in possession of meth and MJ. 6. Heads up patrol by Officer Croft located stolen vehicle in parking lot of hotel and that turned into a significant investigation for stolen mail from around the twin cities. 7. Investigation of an altercation on school bus with irate parents trying to stop the bus. Kids had been calling reporting driver assaulting and swearing at them. Investigation showed this did not happen. 8. Vehicle stolen here was recovered in St Paul. 9. We are in process of investigation of 2 separate incidents of social media threats of shooting up school. Both were investigated immediately and determined to not be credible as related to those incidents. Investigations ongoing. 10. Ongoing investigation of juvenile distribution of child porn. We issued over 100 winter parking warnings. Ada boy given to Sgt.Vierling for a presentation he made at Boutwells on internet security. Officer Schroeder has passed his probationary period and is doing an outstanding job. His drive and dedication are outstanding. The new weather siren at the city hall location has been installed. Officers attended training courses during the month: 1. All officers received training on legal justification for officer safety searches. 2. All officers received hands on training in use of force. Scenarios of escalation/de- escalation. 3. Sgt.Vierling and Sgt.Givand attended the state sex crimes conference in Brainerd.Paid for by BCA. 4. Officer Tennessen had refresher training as part of the mobile field force team. 5. Officer Hicks attended training sponsored by the MN Chief Association for administrators on de-escalation use of force training. She came back saying it was training and methodology we already do internally with our training. 6. 1 and Sgt.'s Givand and Vierling attended MN Chiefs Association training on termination of employees and issues surrounding racial profiling.
