Box 2007 Oak Park Hei MN 55082-2007 Re: Wal-Mart Expansion Plan Review BRA File No. 55-05-000 Dear Eric: We have reviewed the plans for the proposed Wal-Mart expansion as submitted b McCombs, Frank Roos and Associates, Inc. Followin are our comments and/or recommendations. C '%hppf 1. Hatch the areas of bituminous removal and replacement for the storm sewer, sanitar sewer, and water main that will be installed throu the center of the site. 2.' Hatch the bituminous removal and replacement area in Norrell Avenue that will be necessar for the installation of the sanitar service for the future g as station. 3. Identif structures that will be removed. 4. Identif an existin structures that will have the castin removed and replaced with a different castin The outlet for the central pond connects into an existin structure that appears to re a different castin 5. Items that are bein removed appear on the proposed utilit plan sheets. For example, all the roof drains that are bein removed on the south side of the buildin are shown on the storm sewer plan sheets. Also, there is a storm sewer structure in the southeast comer that has a roof drain and water main passin throu it. To minimize confusion the items that are shown as removal on the demolition sheets should not be shown on the remainin construction sheets. The bituminous pavement and concrete curb and gutter at the entrances from Norwich should be extended to the property line. Place a 25' radius at these intersections. Sheet C3.1 l The north entrance at Norwich Avenue is currently shown at 25' face to face. It is recommended the entrance is widened to provide a minimum of 24 of . bituminous surface. Sheet C'4_0 1. In the 100 year storm event the proposed HWL of the North pond is 938.99, which would result in approximately 10 inches of water ponding in Norell Avenue and 7 inches ponding in the parking lot. This issue has been discussed with MFRA and they will be proposing a new outlet for the pond that will lower the HWL and still meet pre- expansion conditions. 2. The Applebee's pond was originally planned to be extended south to serve regional development to the south and east. Even though the proposed Wal- Mart improvements will be directing storm water runoff away from the pond, the existing size of the pond needs to be maintained to provide storage capacity for Norwich Avenue North and future developments to the east. Sheet C5.0 1. The sanitary service for the future gas station will be connecting to an existing manhole in Norell Avenue. If grades allow, this service should match top of pipe with the existing 10 inch sanitary main. 2. In Note 3 of the sanitary notes it states that DIP should be used for depths greater than 24 feet. Include with this note a sentence stating that the DIP shall be poly lined. In addition, DIP material should be included in the specification for sanitary sewer. If the sewer is placed shallower than 24 feet this portion of Note 3 can be deleted. 3. Remove Note S. The City does not have a book titled, "Standard Specifications for Street and Utility Construction Improvements" Sheet C5.1 1. Remove Note 8. The City does not have a book titled, "Standard Specifications for Street and Utility Construction Improvements. Sheet C6_0 1. For Detail 6 and Detail 7 show the size of the structures and the top elevation at the front and back. The Cit currentl maintains the North pond and its outlet and will continue this operation. For cleanin and maintenance of structures with internal walls the Cit re the structures to be a 6.0 foot diameter minimum. The Central and South ponds will be maintained b Wal-Mart. Traffic St I In Februar 2005 recommendations were made to conduct a count of the existin store access points durin Saturda peak times As to date, we have not y et received an information on a traffic count. This data can be used to determine if the existin stora len will be a problem for the left turn at the north access and to determine if the south access ma re an exclusive left turn lane. In addition, the need for an exclusive ri turn lane can be anal at both access drives.
