Garbage and Parking In Yard Area
Dear Mr. Arco:
I am writing to about a couple of issues at the above-referenced rental property that are
occurring somewhat regularly -vehicle parking upon the yard area and refuse placement to the
yard area.
1). Today, driving by, there are items, including a bed mattress at the end of the
driveway, to the side. It appears that these are being set out for garbage collected. The
City sanitation contract does allow for collection of many items outside of what may fit in
the trash bin, at no charge; however, the City does need to be contacted to coordinate
that collection and it will not be picked up for simply having been placed out. As of this
writing we have not received a request for collection of any refuse at the property.
> To arrange for collection of the items at the end of the drive, please
contact City Hall at 651.439.4439 to learn what items may be picked up
and the process for having them collected. If they are not set out for
trash collection, have the items picked up and removed from the
property or placed to interior storage.
2). Vehicles have been parked upon the yard area of the home. Vehicle parking is not
permitted upon the yard per City Ordinance 401.15.F.4.4.13, which requires all vehicles
to be parked upon a hard surface (see below).
401.15.F.4.h.13— Surfacing. All areas intended to be utilized for parking
space and driveways shall be hard surfaced with materials suitable to
control dust and drainage. Plans for surfacing and drainage of driveways
and stalls for five (5) or more vehicles shall be submitted to the City
Engineer for review and the final drainage plan shall be subject to written
approval.

Hard surface is considered to be that of asphalt,concrete,cobblestone,paving block
or crushed rock that meets minimum Class 5 materials and which has a base depth of 4
inches minimum
If you find that you need additional parking area and would like to discuss the possibility
of placing a parking pad,please contact me.
> Please check to ensure that all vehicles remain upon the driveway at all
times.
This letter serves as the City's first written communication to abate the above described matters.
As the owner of the property it is your responsibility to ensure that City Ordinances are complied
with at the property.
To this end,please communicate with your tenants as to these regulations and have them
addressed no later than Friday,December 1,2017.
