Dear Eric,
We have reviewed the plans and drainage calculations submitted regarding the proposed Oak
Park Senior Living Phase 5 development re-submitted on 8/30/2017. Following are our
comments and recommendations:
Stormwater/Drainage
Stormwater comments provided by Tyler Johnson-Tyler.Johnson@stantec.com.
1. For the proposed storm sewer design calculations,it states"Design flow value is from
the 10-year event in HydroCAD model". It appears the design flow from pipe segment
POND FES to Ex.CB-1 is 4.05 since that is the outflow from Pond B2 by looking at the
proposed HydroCAD model,but the remaining segments of storm sewer design are all
located in P6 of the proposed HydroCAD model. How are the design flows being
calculated for the remaining pipe segments?Please provide more details for design
flows for the remaining pipe segments in the storm sewer design calculations
worksheet to ensure the correct design flows are being accounted for.
2. For the storm sewer design flows,it is recommended to ensure a minimum velocity of
3 fps be used when designing storm sewer for the 10-year storm event.This will help
flush the pipe segments from debris and help prevent sediment and debris buildup
within the storm sewer system.

Sheet C3 -Grading and Erosion Control Plan
1. The stormwater facilities proposed for the site,including facilities that encroach into
the pond area at the north end of the property shall be considered private and shall be
owned and maintained by the Owner.
2. The City reserves the right to require additional erosion control measures as
determined/necessary during the construction of the project.
3. The pond on the north side of the site will need to have sediment that has been
deposited in the pond removed. This includes sediment that is currently deposited in
the pond from previous phases of the project as well as any sediment that is introduced
during the construction of this phase of the project.
Sheet C4 -Utility Plan
1. Connections to the City's sewer and water systems shall be per the City's standards and
detail plates. The city or its designee shall be present for water and sanitary sewer
service connections to the City's systems. Testing will be per City requirements.
2. The watermain,hydrants, storm sewer and sanitary sewer that serve the site will be
private and maintained by the owner.
Sheet C5 and C6 —Details
1. Comments addressed.
General Comments
1. The City reserves the right to inspect the construction of the project. The City or its
designee shall be present for water and sanitary sewer service connections to the City's
systems.
2. The Owner will need to comply with all requirements of the NPDES Construction
Stormwater Permit and the Middle St. Croix Watershed Management Organization.
The City reserves the right to require additional erosion control measures as
determined/necessary during the construction of the project.
3. Lighting and landscaping to be reviewed by others.
4. The Owner shall be responsible for obtaining all required permits.
