Recall the State did not have enough bond capacity to fully fund the project.A letter is required from the City for Mr.Nolde to try again.That letter has been supplied and a copy is included. • Tennis Sanitation did seek an increase in their fees due to Washington County increasing their tipping fees for solid waste.Per the contract they may pass this through to the City which will result in roughly$.09 cents per 60-gallon container per month or approxi,matoly$1,600 annually—city wide.This is funded by the City's general tax levy.Staff has rejected the other two increase requests as they do not comply with the agreement.A letter is enclosed. • EHLERS has supplied an annual Continuing Disclosure document.EHLERS is the firm that helps the City establish the TIF area near STH 36 and Osgood which was recently certified to the County.No action is necessary. • Northern Natural Gas has supplied some safety information about its pipelines in the County,including the station just south of the River Hills Development along Oakgreen Ave.—Map enclosed. An inflationary rate increase of perhaps 3%?Unfortunately,the letter references the CPI—BLS-Midwest--but which is not the required parameter.The correct parameter as outlined in the Agreement is essentially 75%of the percent Increase or decrease in the Private Transportation Consumer Price Index—Minneapolis-St Paul.See Attached excerpt from the Agreement. I did take a look this specified required data and it appears that the latest data from the BLS and/or the Federal Reserve Bank is actually a reduction(decrease)of 2.16%;not an increase.Moreover,for the preceding two years it also saw a decrease of 7.70%and.93%respectively. See data below.The City did not seek a rate adjustment—lowering pricing during these cycles;although it could have been justified. We would believe that keeping the rates stable instead of attempting to manage the comparatively minor fluctuations of this statistic benefits both parties and thus we would be disinclined to consider any alterations in current rates.If there is new data that is presented that appears to suggest material changes in this statistic the City would be happy to consider it. Tennis Sanitation, LLC is requesting your approval of our proposed rate adjustments as defined in section D (page 23) of the Refuse and recycling contract that defines that the Contractor may initiate adjustments in rates due to increases in Disposal fees. We have been notified by our facilities of rate increases for 2018. These include increases in tip fees at the Recycling and Energy Board and yard waste fees in the spring. We are also requesting a CPI adjustment for 2018. These rate adjustments are comprised of the following items which include: ITEM 1: Disposal Rate Adiustment The City had based the original disposal rate in the RFP on $58.00 per ton. Public entity waste from outside of Ramsey and Washington counties may be delivered to the R&E Center in 2018 at a tipping fee of$94.00 per ton. Background Working together,Ramsey and Washington counties own and operate the R&E Center,which recovers resources from trash from the two counties,instead of putting it into landfills. By doing this,tens of thousands of tons of metal are recycled,and-fuel is produced that is used by Xcel Energy to provide enough electricity to power over 20,000 homes. With the purchase of the R&E Center,the plans are to include more recovery of recyclables and different forms of energy.Beginning in 2018,the counties will require that haulers deliver all trash from Ramsey and Washington counties to be processed,rather than be taken to a landfill. Buying the R&E Center has allowed the counties to reduce costs-in 2015,under private ownership,the cost for a hauler to deliver one ton of trash was$86.22.In 2016 and 2017,the counties charged$70.00 per ton.In 2018, they will charge$77.00 per ton.In addition,for a number of years the counties have provided a rebate to haulers as an incentive to deliver trash to the facility.That rebate will be at the same level in 2018,but is being reduced in 2019,and will eventually be eliminated.When that happens,the fee charged to haulers will be the full cost of handling the trash they collect from customers. An average household produces about one ton of trash per year,so the cost increase by the counties should be about$7.00 per year for each household.Not all households are alike,and not all haulers charge the same rates, so that may differ.In addition,disposal costs(tipping fees)typically account for only one third of a trash bill.The rest of the bill Is related to the collection costs incurred by the hauler to operate their business-And,like any other business,haulers Incur cost Increases,as with insurance,labor,and so on,and they may pass on those other cost increases to customers as well. Conflicts Arising from Compensation Contingent on the Size or Closing of Any Transaction The forms of compensation for municipal advisors vary according to the nature of the engagement and requirements of the client.Compensation contingent on the size of the transaction presents a conflict of interest because the advisor may have an incentive to advise the client to increase the size of the securities issue for the purpose of increasing the advisor's compensation. Compensation contingent on the closing of the transaction presents a conflict because the advisor may have an incentive to recommend unnecessary financings or recommend financings that are disadvantageous to the client. If the transaction is to be delayed or fail to close,an advisor may have an incentive to discourage a full consideration of such facts and circumstances,or to discourage consideration of alternatives that may result in the cancellation of the financing or other transaction.Understanding these conflicts,Clients should select a form of compensation that best meets their needs for the agreed to scope of services within this agreement and within any future addendum. Examples of such services include: • Respond to Client questions and provide general information on public finance approaches that are available under state and federal law. • Act as a public finance resource for Client. • Provide educational and informational materials. • Provide current debt schedules for existing Client obligations. • Answer questions pertaining to existing Client debt obligations. • Provide periodic analysis of refunding opportunities. • Participation in surveillance calls conducted by bond rating services. • Preliminary Debt Issuance Planning: o Engage in discussions with Client,as needed,to develop an understanding of a possible Project,the Client and Client's objectives relating thereto. o Identify feasible financing option(s)suitable for Client. o Structure possible financing option(s)and estimate the financial impact. o Solicit input from Client on financing options(s). o Revise option(s)as directed by Client. o Develop a customized financing plan for Client's preferred option(s). Ehlers may charge Client for other general consulting services depending on the time needed to provide the service,the level of analysis required, or degree of complexity involved. Even minor damage, such as a scrape or coating removal, may cause a future safety issue such as a release of natural gas, injury or property damage. Neighborhood Winter has finally arrived with the region's first measurable snowfall! As we shift into winter fun mode, we've seen some very positive economic Guide Available trends. First, the region's unemployment rate in October was 2.3%--the lowest major market rate in the country. The U.S. average stands at 4.1%. Make It. MSP., our region's talent attraction and retention Our region also has one of the highest workforce participation rates in the country at about 70% (U.S. average is 62%).
