UPDATED MEETINGS LISTING—Through March 27th,2018
• The City has not received any new Development applications.
• As a follow-up from the Council Worksession, the enclosed letter to MNDOT restates that the City's interest in discussing a
possible takeover of Lookout Trail, but restates that the City would need at lease some form of cost sharing for future
maintenance costs.I did discuss this letter with Adam Josephson before hand and he indicated that he would take another look
at options.
• Staff continues to collect data from the MET COUNCIL related to sewerage flow;(Staff believes their volumes are too high);see
the enclosed letter to MET COUNCIL requesting continued provision of flow data.
• Xcel Energy and their consultants have prepared a final workplan for the City's Partners in Energy Campaign. I have enclosed
the revised workplan;outreach will begin in the coming weeks and generally includes opportunities for Xcel customers—both
commercial and residential - to find ways to reduce their energy loads, complete energy audits and implement other cost
reduction strategies.
• Staff has received a letter from a Bayport resident discussing speeds on Oakgreen Ave—see enclosed.
• At the 1/10/18 work session I stated that Washington County will be meeting with Sen Housley to discuss their generalized
concept plans for STH 36 and Manning—as they are seeking financial help through the bonding bill-and they did offer to host
two City representatives at the meeting.Councilmember Runk mentioned to me that he is willing to attend,but there is room for
one more. Let me know if you would like to attend and I can coordinate so they know who might be coming.Even though this
area is not in the City, the City Council has provided general letters of support for this project, but has not committed to any
specific layout or funding.This meeting is at 4pm on 1122118—Gorman's restaurant in Lake Elmo.

RE: Lookout Trail
Dear Adam:
Thank you for taking my call the other day to continue the dialogue of the Lookout Trail matter.The City Council did
discuss this matter further at a recent Worksession and would consider taking over the roadway generally based on
the conversation we had in the past which included the following
1. A conveyance to the City of all necessary lands and funds for a full reconstruction of the roadway to a City
standard(curb&gutter),
2. Installation (or cost provision therefore)of some trail/sidewalk-being northwardly from the Scenic Overlook
linking Lookout Trail to the STH 95—Loop Trail area and southwardly from the Scenic Overlook to the top of
the hill—generally being CSAH 23.
However, the City is still in need of a commitment to a one-time future cost sharing of some form for the roadways
continued maintenance costs. I am not sure what this could be,perhaps—for example-a calculated value of a future
seal coating or something comparatively small,we are open to reasonable suggestions.In either event,the City would
perform the maintenance and all related elements similar to other City Streets and MN DOT could move away from this
roadway in totality.
The City does understand that at this time MNDOT would not have these funds available in current programming, but
if there was a standing MOU could be implemented if funds became available is something that could be valuable,
If this overall concept is something that could be pursued,perhaps you could craft a draft MOU?

Dear Mr. Colvin;
Thank you for your sending the daily flows for the M607 and the M609 meter via Ryan Vial. I found
them helpful and timely for us to investigate any issues that may seem out of the ordinary. The last time
I received the data was in November for the period ending 9/30/17. Could I please continue to get this
data on a monthly basis. I am not sure if there is a lag time, but if I can get them as close to the dates
that they are measured it would be most beneficial.
The city will continue to monitor this until there is a logical explanation for the flow data compared to
the water pumped.
Again, can you please send the measured flows to date and continue to do so on a monthly basis?

Residential Outreach Summary:
Most outreach materials will be developed in January. The residential campaign will launch in
early February. The campaign will focus on getting residents signed for Home Energy Squad
visits..Most outreach will happen through Facebook and the City's webpage. Resident
participation will be tracked biweekly and shared with the community online. Participation data
will be visualized by adding a tree to a virtual park every time a resident has a visit. The
campaign could work with the city arborist to hold a tree planting for Arbor Day(the number of
trees planted would reflect the number of Home Energy Squad visits completed during the
campaign). Residents could come to plant their trees and get follow-up information on other
energy actions they could take(such as subscribing to Windsourcee).
Commercial Outreach Summary:
Most outreach materials will be developed in December. The commercial campaign will focus
on the One-Stop Efficiency Shop lighting program, Energy Smart visits through the Minnesota
Chamber of Commerce, and the En telligence program. cel Energy will assist by
sending out two emails to local businesse along with a postcard with program opportunities.

Please,according to drivers I know the 30 mph speed limit on Northbrook Boulevard N from 40th St N to
53rd St N is too slow.Example;this local business owner drives'erratic and inattentive at a speed of 45mph
on Northbrook Blvd N,yet has been a safe driver.This local business owner said"I cannot drive the 30
mph speed limit,because it is too slow".When I rode with a senior citizen driver,they consistently go over
the 30mph speed limit and they never had an accident or speeding ticket.This is what happens when I drive
the 30mph speed limit on Northbrook Blvd N,drivers who speed,drive dangerously close behind my car.I
get tired of reminding drivers to drive the posted speed limit on Northbrook BIvd N when I am with them.
I want people to obey the speed limit law but this means the road's legal posted motorized vehicle speed
limit of 30 mph needs to increase.Where the road's name changes from Northbrook Blvd N to Oak Green
Avenue N is a good place to transition the speed limit because a hill on the road naturally allows motorized
vehicles driving south to increase speed(go faster)&cars driving north to decrease speed(slow down).The
Northbrook Blvd N road conditions with 2-way traffic,blind intersections,turns,road width/shoulders and
the railroad crossing are hazards at high speeds keeping driver speeds low.
The result of the increased 40mph speed limit will mean accidents on Northbrook Blvd N will occur at
faster speeds.Now after writing,I drove behind a driver going 30mph on a clear road and on a snow
covered road a driver's speed was over the 30 mph speed limit.Winter is the seasonal time when motorized
vehicles can become hazardous for drivers at the posted speed limit.

The City of Oak Park Heights generally supports Washington County's application to the
Transportation Economic Development (TED)program for funding for improvements to the TH
36/CSAH 15 /Manning Avenue interchange.
We understand this program is designed to help meet the State's transportation and economic
development needs by these strategic transportation investments that which then leverage
substantial private investment that create and preserve high-wage jobs.
For several years,the City of Oak Park Heights, Washington County, and MnDOT have been
working to address safety, mobility issues and to enhance quality economic development
opportunities along the TH 36 Corridor. Improvements to this interchange are anticipated to
substantially aid in those efforts to create high wage jobs.

America- INFRA Grant program for funding of certain improvements to the TH 36/ Manning Avenue
interchange.
We understand this INFRA program is designed to help address critical needs and/or substandard
infrastructure issues that face the Local, State and Federal transportation networks. For several years,the

1)These lands remain outside the City's jurisdictional borders;
2) Based on the preliminary figures, there appears not to be an allocation of any County Levy
dollars that would fund any portion of this—rather relying on grants, State Aids and$5,000,000 in
"Local Contributions"There should be thought given to the allocation of County levy dollars being
roughly proportional to any amounts the County may seek from local units of government as these
improvements are anticipated to benefit the County as a whole.
If and when these items may become better known, and if there are County levy dollars applied in the
future,the City could consider the evaluation of these costs and layouts on a case-by-case basis.

National Municipal Network for Community Conversations on Race Relations,
Justice, and Equity
Today is the National Day of Racial Healing.Today has a focus on 3 areas: (1) Find ways to reinforce and honor our
common humanity and create space to celebrate the distinct differences that make our communities vibrant, (2)
Acknowledge that there are still deep racial divisions in America that must be overcome and healed, and (3)Commit to
engaging people from all racial,ethnic, religious and identity groups in genuine efforts to increase understanding,
communication,caring and respect for one another. How do we continue to move racial equity forward across the
country, in our cities,towns and villages?We must begin somewhere, and many times that starts with having the tough
conversation around race in our communities.
The National League of Cities(NLC)through its Race. Equity and Leadership(REAL) initiative, will launch the inaugural
National Municipal Network for Community Conversations on Race Relations, Justice,and Equity, with the
generous support from the Wells Fargo Foundation in the coming weeks.
In the wake of the tragic shootings in Baton Rouge, Falcon Heights, Minnesota, Dallas and others last year, NLC
encouraged local officials to convene community conversations on race relations,justice, and equity. Over 100 cities from
more than 30 states responded within the first month to this urgent call!The incredible response demonstrated the need,
interest and importance for NLC to support cities as they sought a space to strengthen their knowledge and capacity to
advance their goals.
Over the next few weeks, REAL will be launching this national network to engage cities that are committed to sustaining
these conversations as part of their strategy to create and implement a racial equity plan. Cities who are interested, will
have a unique opportunity to join a national peer network and to be considered for a technical assistance grant that
provides more intensive support to cities.
For more information about participation in this national network, please contact Ariel Guerrero at
euerrero@n!c.o . We hope that your city,town or village will join us in this critical effort to move race equity forward.

for its drinking water supply wells. As required by the Minnesota Wellhead Protection Rule(part
4720.5330, subpart 6), the Minnesota Department of Health approved Part 1 of the wellhead protection
plan amendment for our system. This portion of the plan includes information pertaining to:
1. The delineation of the wellhead protection area,
2. The drinking water supply management area boundary, and
3. The well and drinking water supply management area vulnerability assessment.
Enclosed please find the items listed above. If you would like a complete copy of the amended Part 1 plan
containing the technical information used to delineate the wellhead protection area, drinking water supply
management area, and vulnerability of the wells and aquifer, please contact me at 651-439-6231.
Consistent with the Wellhead Protection Rule (part 4720.5330, subpart 7), a Public Information Meeting
has been scheduled on Friday January 26 at 8:30am at the Board office at 204 North Street, Stillwater, MN
to discuss issues and concerns with this portion of the plan amendment. We welcome your participation at
this event.
