Call to Order/Pledge of Allegiance/Approval of Agenda: Mayor McComber called the meeting to order at 6:00 p.m. Present: Councilmembers Dougherty, Liljegren, Runk, and Swenson. Staff present: City Administrator Johnson, City Attorney Vierling, Finance Director Caruso, and City Engineer Mann. Absent: City Planner Richards. Councilmember Swenson, seconded by Councilmember Liljegren, moved to approve the Agenda. Carried 5-0. II. Council/Staff Reports: A. Mayor McComber: She reported she would be attending a meeting at City Hall on December 13 regarding safety and a conference call on December 14 regarding the long-range plans surrounding the closing of the King Plant. She also reported she received a call from MNDOT regarding the ice and snow on the lights on Highway 36, and they were going to continue to work on it. McComber also reminded residents of the winter parking regulations. B. Councilmember Dougherty: He reported the next Planning Commission meeting was set for December 14 at 6:00 p.m. C. Councilmember Liljegren: He reported the next Parks Commission meeting was set for December 18 at 6:00 p.m. D. Councilmember Runk: He reported the next Middle St. Croix Watershed Management Organization meeting was set for December 14. E. Councilmember Swenson: He reported the Cable Commission was seeking a citizen representative. F. Staff: City Clerk Pinski reported that Neil and Susan Swenson of 13205 56th Street North and Clark and Vicki Nyberg of 14566 57th Street North were chosen as the recycling award winners. III. Visitors/Public Comment: A. Mountain Bike Team—Presentation of Sign: Councilmember Runk presented representatives of the Stillwater Area High School Mountain Bike Team with a sign to be placed at the mountain bike trail in Oak Park Heights. Approve City Council Worksession Notes—November 28, 2017 D. Approve Salary Adjustment for Exempt Employees E. Approve New Home Occupation for 5836 Penrose Avenue—2018 with Conditions F. Approve 2018 Home Occupation Renewals G. Approve Amendments to City Ord. 102 Master Fee Schedule H. Approve 2018 Liquor and Amusement License Renewal for Stillwater Eagles 1. Approve 2018 Tax Cab Licenses for F.D.S. Enterprises dba A.Taxi J. Approve Amendment Summary Ordinance 2017-1307-05 for Publication K. Approve Resolution for Certification of Delinquent Utilities L. Approve Resolution Designating 2018 Checking and Bank Depositories M. Approve 2018 Engineering Rates Councilmember Runk, seconded by Councilmember Dougherty, moved to approve the Consent Agenda. Roll call vote taken. Carried 5-0. V. Public Hearings: A. Truth in Taxation—2018 Budget Presentations: Finance Director Caruso provided a presentation. Mayor McComber opened the Public Hearing. No comments were made. Councilmember Swenson, seconded by Councilmember Liljegren, moved to close the Public Hearing. Carried 5-0. VI. Old Business: None VII. New Business: A. Resolution Approving the 2018 Budget: Councilmember Swenson, seconded by Councilmember Dougherty, moved to approve the Resolution. Roll call vote taken. Carried 5-0. B. Resolution Approving the 2018 Tax Levy: Councilmember Runk, seconded by Councilmember Liljegren, moved to approve the Resolution. Roll call vote taken. Carried 5-0. C. 2018 Council Appointments: The City Council reviewed the 2017 appointments. No changes were made for 2018. Councilmember Swenson, seconded by Councilmember Liljegren, moved to approve the Resolution. Roll call vote taken. Carried 5-0. VIII.
