TUESDAY, MARCH 14, 2017
CITY COUNCIL MEETING MINUTES
I. Call to Order/Pledge of Allegiance/Approval of Agenda: Mayor McComber
called the meeting to order at 6:11 p.m. Present: Councilmembers Dougherty,
Liljegren, Runk, and Swenson. Staff present: City Administrator Johnson and
City Attorney Vierling. Absent: City Engineer Mann and City Planner Richards.
Councilmember Runk, seconded by Councilmember Liljegren, moved to approve
the Agenda. Carried 5-0.
II. Summary of Closed Worksession on February 28,2017
City Attorney Vierling reported that the City Council held a closed session
relative to offers to purchase City land identified as PID 06-029-20-12-0020. He
stated the City Council received updated information from the City Administrator
and gave direction on communications, and no motions were made.
III. Council/Staff Reports:
A. Mayor McComber: She reported she, Councilmember Dougherty, and
City Administrator Johnson met with Representative Lohmer and Senator
Housley the previous week; she attended the Boomsite to Bayport meeting
with City Administrator Johnson; she met with a group to discuss planning
of the St. Croix River Crossing opening ceremonies; she was asked to
testify before the House Transportation Committee; she provided the City
Administrator with an invitation to the Prayer Breakfast at The Grand;
LMC Conference registration was open; and there was a Chamber mixer
scheduled for Thursday, March 16.
B. Councilmember Dougherty: He reported that the next Planning
Commission meeting was set for March 16 at 7:00 p.m. and he was unable
to attend. Councilmember Liljegren stated he could not attend either.
Councilmember Runk reported he would attend.
C. Councilmember Liljegren: No report.
D. Councilmember Runk: He reported that he attended the CVB meeting the
following week.
E. Councilmember Swenson: He reported that the Cable Commission's next
meeting was set for Monday. He stated that the Lower Valley did not
renew its contract with Valley Access, so that meant those residents would
not be able to watch the cable access channel.
F. Staff. No report.

IV. Visitors/Public Comment: Jim Kremer of 5475 Oakgreen Place North was
present at the meeting and suggested that the City Council consider televising
Council Worksessions in the Council Chambers.

A. Approve Bills & Investments
B. Approve City Council Minutes—February 28, 2017
C. Approve City Council Worksession Notes—February 28, 2017
D. Approve Resolution Acknowledging Receipt of a Donation from Xcel
Energy and Directing the Donation be Used for Party in the Park
E. Approve Proclamation for April 28, 2017 as Arbor Day and May as Arbor
Month
Councilmember Swenson, seconded by Councilmember Dougherty, moved to
approve the Consent Agenda. Roll call vote taken. Carried 5-0.

IX. Other Council Items or Announcements: None
X. Adjourn to Closed Session
Councilmember Runk, seconded by Councilmember Liljegren, moved to adjourn
to a closed session at 6:21 p.m. Carried 5-0.
XI. Closed Session
A. Memorial Ave. Property (,closed pursuant to MN Stat 13D.05, Subd.
3(c)(3)): City Attorney Vierling reported that the City Council would go
into a closed session to discuss matters relative to offers to purchase City
land identified as PID 06-029-20-12-0020, that the meeting would be
recorded and kept for two years as required by statute, and that a summary
of the Closed Session would be provided at the next regular City Council
meeting.
