TUESDAY, JANUARY 10, 2017
CITY COUNCIL MEETING MINUTES
I. Call to Order/Pledge of Allegiance/Approval of Agenda: Mayor McComber
called the meeting to order at 6:15 p.m. Present: Councilmembers Dougherty,
Liljegren, Runk, and Swenson. Staff present: City Administrator Johnson, City
Attorney Vierling, and City Engineer Mann. Absent: City Planner Richards.
Mayor McComber added "Approve Summer Park Programming-2017-
Position and Events"to Consent as Item L.; "Approve Cover Park Design
Services Proposal as Recommended by Staff at January 10 Worksession" as Old
Business A.; and"Consider Two Meeting Dates" as New Business B."
Councilmember Liljegren, seconded by Councilmember Runk, moved to approve
the Agenda as amended. 5-0.
11. Swearing in of Recently Elected Officials by Judge Cass: Judge Cass
performed the swearing in ceremony for Mayor McComber, Councilmember
Runk, and Councilmember Dougherty.
III. Council/Staff Reports:
A. Mayor McComber: She reported she attended the Minnesota Association
of Small Cities board meeting with the Secretary of State; she would be
attending a meeting with the Transportation chairpersons for the House
and Senate the following week; she was attending both Newly Elected
Officials Conferences; and she was appointed to the GEARS Committee.
B. Councilmember Dougherty: He reported the Planning Commission's next
meeting was set for January 12 at 7:00 p.m.
C. Councilmember Liljegren: He reported the next Parks Commission
meeting was set for January 23 at 7:00 p.m.
D. Councilmember Runk: He reported the CVB meeting was set for January
11 and the Middle St. Croix Watershed Management Organization's next
meeting was set for January 12.
E. Councilmember Swenson: He reported the cable franchise agreement was
signed.
F. Staff. City Clerk Pinski reported that Jesse Goin of 5725 Oakgreen
Avenue North was chosen as the recycling award winner.

G. Approve Credit of$2,153.65 for Sewer Charges for First Presbyterian

I. Approve Spruce Tree Removal & St. Croix Sav-A-Tree Agreement for
City Hall Property
J. Approve Salary Adjustment for Exempt Employees
K. Approve Resolution Authorizing the City's Support of the Community
Showcase Event
L. Approve Summer Park Programming—2017—Position and Events
Councilmember Swenson, seconded by Councilmember Liljegren, moved to
approve the Consent Agenda. Roll call vote taken. Carried 5-0.
VI. Public Hearings: None
VII. Old Business:
A. Approve Cover Park Design Services Proposal as Recommended by Staff
at January 10 Worksession: City Administrator Johnson reported that the
City discussed with Stantec a full scope of services of design, bid, and
build for Cover Park.
Councilmember Runk, seconded by Councilmember Swenson, moved to
approve the proposal. Carried 5-0.
VIII. New Business:
A. Consider Resolution on Sidewalk Snow Removal and Update to City
Policy: Councilmember Swenson, seconded by Councilmember Liljegren,
moved to approve the Resolution. Roll call vote. Carried 5-0.
Councilmember Swenson, seconded by Councilmember Dougherty,
'� moved to approve the policy. Carried 5-0.

B. Consider Two Meeting Dates: Councilmember Runk, seconded by
Councilmember Liljegren, moved to change the teambuilding session to
January 19, 2017 at 5:00 p.m. Carried 5-0.
C.
Councilmember Liljegren, seconded by Councilmember Dougherty,
moved to set a joint Worksession with the Parks Commission on January
23, 2017 at 6:00 p.m. Carried 5-0.
IX. Other Council Items or Announcements: None
X. Closed Session
A. Discussion on City Owned Land(closed pursuant to MN Stat. 13D.05,
Subd. 3(c)(3)): City Attorney Vierling reported that the City would go into
closed session to consider the possible purchase of City owned land
located north of 58th Street, east of Memorial Avenue, and west of
Stillwater Boulevard.
Councilmember Swenson, seconded by Councilmember Runk, moved to
go into a closed session. Carried 5-0.
�. Mayor McComber reconvened the regular meeting. Attorney Vierling
reported that the council reviewed and provided instruction on strategy,
and no motions were made during the closed session.
XI. Adiournment
Councilmember Swenson, seconded by Councilmember Liljegren, moved to
adjourn at 6:53 p.m. Carried 5-0.
