Introduction Approval plans and specifications have been completed for the Street
Reconstruction Project-Area D. A set of the plans and specifications are included with this letter.
Cost Comparison The following tabulation shows the current estimated construction costs plus
35%soft costs from the plans broken down by street. Amounts in the table have been rounded to
the nearest$100 for ease of viewing and comparison.

Following is a status update on other pertinent factor concerning the project:
Middle St.Croix Water Manaaement Organization MSCWMO requirements are standard and are
proposed to be met in fashion similar to last year's project. We have been in contact with their
staff during the design process; and preliminary information has been submitted. We will be in
contact with MSCWMO staff in the next few days to verify all requirements are met.
Permits Permits required before construction can begin include Washington County and the
NPDES Stormwater Permit for General Construction Activity. Both permits are to be applied for by
the contractor after a construction contract has been awarded.
Prosect Schedule Assuming the City Council approves the construction plans and specifications
for Area D at their meeting of February 10, 2015, following is a proposed schedule for upcoming
milestones in the project:

Summary Based on the preceding discussion,we respectfully recommend that the construction
plans and specifications and other included material, be presented to the City Council at their
meeting on February 10, 2015 for approval. If the Council is inclined to approve the plans,it is
further recommended they set the bid date as March 10, 2015, as identified in the schedule for this
project,and authorize the publication of the advertisement for the bid.

The police department received a personal donation in the amount of$100 from a private citizens—
Glenn& Virginia Crain of 6332 Paris Ave.
The Crain family has been a repeat donor to our department and their efforts to support us in providing
educational and safety material for the youth of OPH is greatly appreciated.
A thank you letter was sent. See attached.
I request acceptance of this donation to the Police Department to be placed into the donations account
of the Police Department.

One belated item that relates to Pay Request#6 as was approved in December,2014
Attached is a requested Change Order#3 that relates to the City's Street Reconstruction Elements for 2014.The Change Order
approves,at no cost to the City:
1. A change in the completion of Punch List Items from Nov 7th 2014 to May 31 st 2015
2. A change in the Final Completion date from Nov 21st to June 313t,2015.
The elements of this request relate to final completion work that does not materially impact the drive-ability or integrity of the
surfaces and also were due to the early winter weather conditions.
In large part this process is a formality as it is unlikely the City would be able to secure liquidated damages of$1,500 per day
though the spring of 2015 for these particular items if the dates were not extended.However the City will seek liquidated
damages for those initial dates through mid-December 2014(and some additional interim dates missed)when this Change Order
was requested and processed through the City Engineer.The City has withheld more than$200,000 from the Hardrives payment
to cover these costs.
