Hist The Cit of Oak Park Hei previousl approved a rezonin re to the General Business District (B-2), Conditional Use Pen-nit (CUP) for the outdoor sales area and 36 foot wide curb cuts, and a propert subdivision for the Wal-Mart Addition plat. These re were approved in earl 1992, cit file number 798.02 — 91.04. As part of the Central Business District (CBD) Comprehensive Plan, it is believed the propert was rezoned to the CBD in the late 1990's. Zoning District Amendinent A Zonin District Amendment is bein re to rezone the proposed development from the Central Business District (CBD) to the General Business District (B-2). It is our belief that the purpose and permitted uses of the B-2 zonin are better suited for a development of this nature. The Gas Lease Area will be leased to a gas company (typically Murphy or Tesoro) to provide gasoline sales. The TLE typically provides tire sales and installation, battery sales and installation, oil, filter and lub e changes. Open and outdoor storage; for the screened pallet and bale storage areas and temporary container or trailer storage if necessary. Open or outdoor service, sale and rental as an accessory use; for the seasonal sales area (bulk yard /landscaping supplies, pumpkin sales, Christmas tree sales etc.). Subdivision A Subdivision is being requested for the following: Consolidate property currently owned by Wal -Mart (Lot 3 & 4, Block 1, Wal -Mart Addition) with the property being purchased by Wal -Mart (Outlot A, Haase Addition). ➢ Dedicate additional right -of -way for the Novak Avenue North extension. Vacate existing easements and dedicate new easement as needed for the proposed development. itelBulldh Expansio n The original store was constructed in 1992 and consists of approximately 97,750 SF. The proposed expansion will add approximately 109,400 SF for a total building area of 207,150 SF. The parking area will be expanded to provide a total of 1 033 parking spaces for a 5.011000 parking ratio. The proposed expansion will be on the north, south and east sides of the existing building. An enhanced architectural scheme is being proposed and is consistent with the neighboring properties. It will consist of a concrete masonry exterior, contrasting colors, including earth tones with a green accent color, varying roofline, pilasters and additional architectural accents at the two vestibule entrances. In addition, screening will be provided for trash compactors, truck wells, compressors, storage areas, roof top equipment, etc. Parking lot lighting standards are proposed to be approximately 42' in height, flat lens, metal halide with house side shields and cut-off at all property lines. Significant site work, grading and utility improvements are required for the proposed development. Storm water rate control and treatment are proposed and consistent with the requirements of the MPC.A, Brown's Creek watershed and the City of Oak Park Heights.
