This review is limited to the provisions of the Minnesota Plumbing Code,Minnesota Rules, Chapter 4714 and
assumes the data on which the design is based are correct. Approval is contingent upon meeting the requirement(s)
listed below.A copy of the approved plans and this report must be retained at the project location.
INSPECTIONS: All plumbing installations must be tested and inspected in accordance with the requirements of
the Minnesota Plumbing Code.No plumbing work may be covered prior to inspection. The contractor/installer
must obtain all required inspection permits from the City of Oak Park Heights Building Official.
REQUIREMENT(S):
1. All plumbing must be installed in accordance with the 2015 Minnesota Plumbing Code(see Minnesota
Rules,Chapter 4714).
2. Verify that the existing water supply and waste systems are sized to accommodate the added fixtures(see
Minnesota Rules,Chapter 4714, Sections 610.5,610.12,and 703.0).
3. All sanitary drainage pipe within the building must be installed with a uniform slope of at least'/4-inch per
foot(see Minnesota Rules, Chapter 4714, Section 708.1). Where site conditions preclude this slope,a
minimum slope of''/-inch per foot minimum may be utilized for piping 4 inches and larger if approved by the
authority having jurisdiction.
4. Changes in direction in drainage piping must be made by appropriate use of wyes and bends(see Minnesota
Rules,Chapter 4714, Section 706.0). Sanitary tees are not allowed where the direction of flow changes from
either vertical to horizontal or horizontal to horizontal.
5. All sinks, except for lavatories,must be provided with 2-inch minimum vertical fixture drains(see Minnesota
Rules,Chapter 4714,Tables 702.1 and 703.2).
6. Fixture drains must connect to vertical sanitary drains with tee connections rather than the wye connections
indicated in the waste and vent riser diagram(see Minnesota Rules, Chapter 4714, Sections 905.5 and
1002.4).

7. A common vent may serve two fixtures if each fixture drain connects independently to a vertical drain
through an approved double fixture fitting. Double sanitary tees are not permitted. Otherwise,individual vent
pipes must be provided on the dedicated fixture branches(see Minnesota Rules,Chapter 4714, Sections
704.2 and 905.6).
8. Verify that the waste and vent piping is sized as follows(see Minnesota Rules,Chapter 4714,Table 703.2):
a. The sanitary branch serving the hub outlet and sinks S-2 and S-4 must be at least 2-1/2 inches in size. A
2-inch horizontal sanitary branch can serve a maximum of 8 drainage fixture units.
b. The horizontal 1-1/2 inch vent serving a treatment sink is limited to 20 feet in length. Any additional
piping must be at least 2 inches in size.
c. The horizontal 2-inch vent serving the water closet in Room 102 is limited to 20 feet in length.Any
additional piping must be at least 2-'/2 inches in size. The plans incorrectly show 47 feet of 2-inch
horizontal vent.
d. Any vent serving a 6-unit trap must be at least 2 inches in size.
9. Verify that the vacuum pump discharges indirectly to an approved receptor(see Minnesota Rules,Chapter
4714, Sections 805.1 and 807.1).The plans incorrectly appear to show the vacuum pump discharge
connecting directly to the sanitary system.
10. The plans indicate that a plaster trap will be installed at the lab sink. Plaster traps are approved for special
conditions under Minnesota Rules,Chapter 4714, Section 1004.1.Verify that the plaster trap complies with
the following requirements:
a. A plaster trap must be listed by an independent third party to a nationally recognized standard for the
proposed application(see Minnesota Rules,Chapter 4714, Section 301.1).
b. A plaster trap must be installed in accordance with the manufacturer's installation instruction and
Minnesota Rules,Chapter 4714,Section 1004.1.
c. All concealed interior partitions must be constructed of plastic or similar corrosion-resisting materials.
d. Flexible piping is not approved for use.
e. The plaster trap may only be installed if approved by the local building official prior to installation (see
Section 301.2).
11. Valves should be installed permitting the water supply to each individual fixture to be shut off without
disrupting any other portion of the building. An accessible control valve shall be installed ahead of each slip
joint connection at a plumbing fixture(see Minnesota Rules,Chapter 4714, Section 606.5).
12. Above-grade horizontal plumbing piping must be supported as follows(see Minnesota Rules,Chapter 4714,
Table 313.1 and the applicable installation standard):
a. Cast iron: at each horizontal branch connection and at every other joint unless over 4 feet,then at each
joint.
b. Copper tubing with soldered or brazed joints(11/2-inch or less): at least every 6 feet.
c. Copper tubing with soldered or brazed joints(2-inch or over): at least every 10 feet.
d. Copper tubing with mechanical joints: per administrative authority requirements.
e. PEX pipe: 32 inches for 1-inch and smaller,4 feet for larger sizes.

13. Discharge from a relief valve into a water heater pan is prohibited(see Minnesota Rules,Chapter 4714,
Section 507.5). The discharge from a relief valve must terminate to a safe place of disposal or within 18
inches of the floor. Detail 4/P3.0 incorrectly shows the water heater relief valve discharging to the drain pan.
14. Water heaters must be accessible with sufficient clearance for maintenance and repair.Unlisted water heaters
must have 12 inches minimum clearance on all sides(see Minnesota Rules,Chapter 4714, Sections 507.26
and 504.3.2).Water heaters must be provided with a water-tight corrosion-resistant drainage pan when
located where damage may be caused by leaking(see Minnesota Rules, Chapter 4714, Section 507.4).A 3/4-
inch minimum drainage outlet must extend from the drainage pan to an approved location.
15. Appliances,devices,or apparatus such as stills,sterilizers,and similar equipment requiring water and waste
and used for sterile materials must be drained through an air gap(see Minnesota Rules, Chapter 4714,
Section 806.1).
16. Verify that the potable water supply to the eyewash/drench hose is protected against contamination through
the use of a high-hazard backflow preventer that complies with Minnesota Rules,Chapter 4714,Table 603.2.
The integral backflow preventers available for this product are insufficient for this application.
An atmospheric vacuum breaker,a double-check valve assembly,and a double-check valve with intermediate
atmospheric vent are not acceptable for this installation.
An ASSE 1020 pressure vacuum breaker, or an ASSE 1056 spill-proof vacuum breaker,installed 12 inches
above the spill level and in a location where it will not be subjected to back pressure are acceptable for this
installation. An ASSE 1013 reduced pressure zone backflow preventer would also be acceptable.
17. If a potable water connection is provided for the dental vacuum pump, it must be protected from backflow by
an air gap,an atmospheric vacuum breaker,a spill-proof vacuum breaker,or a reduced pressure zone
backflow preventer(see Minnesota Rules, Chapter 4714, Section 603.5.17).
The atmospheric vacuum breaker must be installed downstream of the last control valve and at least 6 inches
above all piping and the flood level.
A spill-proof vacuum breaker must be installed at least 12 inches above all piping and the flood level.
18. The potable water connections to the hand-held sprayers at the treatment sinks,lab sink, and sterile sink
(Fixtures S-1, S-2, S-3,and S-4)must be protected against contamination through the use of a high-hazard
backflow preventer(see Minnesota Rules,Chapter 4714, Section 603.2).
19. Water supply connections to fixtures or equipment which have inlets below the spill line must be provided
with an approved backflow preventer(see Minnesota Rules, Chapter 4714, Section 602.3). The potable water
connections to the trap primers must be protected against contamination through the use of high-hazard
backflow preventers.A double check valve assembly and double check valve with intermediate atmospheric
vent are not approved for this application.
20. The potable water connection to the model trimmer must be provided with a code compliant air gap or an
approved high-hazard backflow preventer(see Minnesota Rules, Chapter 4714, Section 602.3). The specified
ASSE 1012 double check valve with intermediate atmospheric vent is not sufficient for this application.

21. Each horizontal drain branch,including floor drain branches,must be provided with a cleanout at its upper
terminal with the following exceptions(see Minnesota Rules,Chapter 4714, Section 707.4):
a. A cleanout may be omitted if the drain branch line is less than five feet,unless the drain serves sinks or
urinals.
b. A cleanout may be omitted on a drain that is 72 degrees or less from the vertical.
22. PVC drain,waste,and vent systems shall comply with Minnesota Rules,Chapter 4714,Table 701.1, Section
705.7,and Installation Standard 9:
a. Joints must be mechanical or push-on utilizing an elastomeric seal,or solvent welded using ASTM F656
purple primer and ASTM D2564 solvent cement. Schedule 80 pipe may be threaded.
b. Above-ground horizontal pipes must be supported at each horizontal branch connection.Restraint
fittings or a minimum 24-inch offset using 45-degree fittings should be provided every 30 feet.
Expansion joints installed per the manufacturer's instructions may be installed in vertical runs exceeding
30 feet.
23. Cross-link polyethylene(PEX)water service or water distribution systems must meet Minnesota Rules,
Chapter 4714, Section 605.10 and Table 604.1:
a. The tubing must comply with ASTM F876,ASTM F877,or CSA B137.5. AWWA C904 PEX may be
used for cold water applications only.
b. ASTM F876 tubing must be marked with the standard of the fittings to be utilized.
c. The fittings must be marked with ASSE 1061,ASTM F877,ASTM F1807,ASTM F1960,ASTM
F1961,ASTM F2080,ASTM F2159,ASTM F2735,or CSA B137.5.
24. The plumbing system must be tested in accordance with Minnesota Rules,Chapter 4714, Sections 609.4 and
712.0.The potable water system must be disinfected per Minnesota Rules,Chapter 4714, Section 609.9.
NOTES:
I. The scope of this project consists of the tenant finish for a dental office. The plumbing includes two tank-
type water closets,two lavatories,seven treatment sinks,a sterile sink,a lab sink,a breakroom sink,three
floor drains,a hub outlet drain,a bottle filling station,two eyewash/drench hose units,a water heater,and
potable water connections to trap primers and dental equipment. The fixtures connect to the existing sanitary
sewer and to the existing water distribution system.
2. This facility is served by existing municipal sewer and existing municipal water services. The site utilities
and shell building plumbing appear to have been approved as Plan No. PLB 1705-00315.
3. The dental equipment supplier must be licensed as a master plumber by the State of Minnesota in order to
install plumbing piping, fixtures, and appurtenances. The note on Sheet No.P 1.0 seems like it might be
granting too many plumbing installation responsibilities to a dental equipment supplier that may not be
properly licensed for such work.

Authorization for installation may be withdrawn if construction is not undertaken within one year.Additional
recommendations or requirements may be made if changed conditions or additional information make
improvements necessary.

Subject: Plumbing at Aspen Dental Interior Finish, 13173 60th St. N, Oak Park Heights, Washington County,
Minnesota,Plan No. PLB1706-00374
Revised plans and a letter from Excel Engineering, all dated July 31,2017,were submitted for review as a
response to the Report on Plans. The letter and plans have been reviewed and approved with the following
comments:
1. Regarding Requirement No. 8a—Verify that the sanitary branch serving the hub outlet and sinks S-2 and S-4
is at least 2-V2 inches in size(see Minnesota Rules,Chapter 4714, Table 703.2). A 2-inch horizontal sanitary
branch can serve a maximum of 8 drainage fixture units.
Revised Sheet Nos. P 1.0 and P2.0 incorrectly show a 2-inch sanitary branch serving these fixtures.
2. The installation of reduced pressure zone assemblies, double check valve assemblies, pressure vacuum
breakers, spill-proof vacuum breakers, reduced pressure detector fire protection assemblies,or double check
detector fire protection assemblies is permitted only when a testing and inspection program acceptable to the
administrative authority is provided(see Minnesota Rules, Chapter 4714, Section 603.5.23). The
administrative authority and water purveyor must be notified prior to installation. Devices must be tested
upon initial installation and not less than annually,and records must be kept. Installations must be at least
12 inches and not more than 5 feet above the finished floor or ground level unless a permanent platform for
