Dear Mr. Skogen:
Dear Osgood Summit, LLC:
The Oak Park Heights Police Department recently executed a search warrant to unit #8 at the
above-referenced address due to an overdose victim at the unit. While executing their search,
they observed unsafe and unsanitary conditions within the unit and have brought this to my
attention. They noted that the smoke detectors in the unit were not connected and that they have
visited this building numerous times and with regard to drug related situations on at least five
separate occasions
I have enclosed several photos of the unit showing accumulations of trash, household items,
furniture shoved against walls, cigarette debris upon the carpeted floor, and electrical cords
strewn about the wall areas. One of the photos does show a large pile of electrical extension
cords—that coupled with the cords at the walls suggests that the electrical outlets may not all be
operable.
As the manager& owner of this building, you have an obligation to the safety of the tenants
within it and should be working to ensure that safe, sanitary living conditions exist.
This letter serves as the City's first step compliance request and directs that Kingwood
Management and Osgood Summit LLC take the necessary steps to verify and ensure that safe,
sanitary living conditions exist at Summit Park Apartments (both building 14759 & 14779),
specifically, but not limited to the following:
1). Verify and ensure operable smoke and carbon monoxide detector placement in all units
and common corridors; and
Tree City U.S.A.
2). Verify and ensure that all electrical outlets are working within the units. If any are not
found operable a licensed electrician shall be secured for the repair and shall pull the
necessary work permit from the MN DLI—Electrical Division and have the work
inspected by the State Inspector assigned to the Oak Park Heights area. A copy of such
work permit shall be provided to my attention upon its being obtained; and
3). Verify and ensure that all units are clear of trash and accumulation piles so as to prevent
them from being a fire hazard.
The three items above shall be successfully accomplished and a compliance inspection scheduled
with me, no later than March 13, 2018. In the event that the all electrical outlets are found
operable and in need of no repair, you are directed to provide me with written communication
that states that they have been inspected and found fully operable throughout, including the date
of verification and name of person/firm having conducted the inspection.
The complex is beginning to show signs of neglect. While your prompt attention to the specific
items noted is expected, other improvement projects to the interior and exterior of the
development are also appreciated and expected so as to maintain good quality living
accommodations.
