Based on our telephone conversation,it is my understanding that if the City wished to reduce our level of service to only the$2 1/month base package-(where we would not be provided a detailed list of who is accessing the facility assuming such system were on)that the service provided would still include the operations and relay to the police dispatch on duty in the event of a fire or break-in. If you could affirm the above matter in writing it would be greatly appreciated.My major cause for concern would be a fire,versus a break-in. At$21.00 plus sales tax of$ 1.37 a month billed on a quarterly basis, your building is being monitored for security and fire protection. If an alarm comes in to our monitoring facility Criticom/IDC, for burglary or fire the Washington County Sheriff at 651-439-9381 will be notified. As of November 25, 2003 you are also being billed an additional $ 20.00 plus sales tax of$ 1.30 per month billed on a quarterly basis for opening/closing signals and bi-monthly reports,which includes up to 75 opening/closing signals each month. We do not have a signed contract from Oak Park Heights City Hall for this service. This service was requested verbally and has been in effect since January 3, 1999. In August 2003,Critcom/IDC our monitoring faculty started charging for signals over 75 in a one- month period. Oak Park Heights City Hall is averaging up to 500 open/closing signals in a one-month period. You can either pay .30 cents per extra signal over the allotted 75 or you can buy extra signals in increments of 75 for$ 10.50 per month. Your other option is to cancel your opening/closing reports, in which case you will no longer receive a bi-monthly report of who enters and leaves your facility. Both services are paid through February 3, 2004, not including the extra charges for the additional signals over 75 for August, September,October,and November. Valerie Anderson Office Mgr. 1408 Northland Drive St.306 LaESnd Mendota Heights,Mn 55120 Systems November 24,2003 RE: Change in Commercial Protocol Concerning Fire Alarms Dear Valued Customer, As the security industry expands and the notion of"homeland security"and public safety becomes a concern for everyone, security and alarm systems continue to become more essential in commercial and consumer markets. The heightened popularity of security systems and related products has increased demands for police, fire,and emergency response. Consequently, how to respond to these signals is a major concern to most local,state and nations bureaus. Many states have passed legislation,or have legislative movements in progress,to regulate,standardize and create protocols to provide the most effective and efficient response to emergency signals received by authorities. Although the protocols of various authorities and agencies may vary,there is consistency in one critical area: the immediate retransmission protocol for commercial fire alarms. Effective December 15,2003, in order to conform to established protocols or laws as a UL certified central station,all accounts containing commercial fire alarms will no longer be verified at the premise prior to calling authorities, but will be immediately retransmitted to the local public fire service communications center. We will no longer accept and will automatically modify all other premise requested actions for all commercial fire alarms to the NFPA 72 standard of immediately notifying the local public fire communications center. The Schedule of Monitoring was signed by your city administrator in 1996,the 2nd copy being faxed to you is actually on the back side of the contract, I hope you can read it ok, if not call me and I will send you an original contract to look at. The 3m page is a copy of your zones. We understand your frustration in the extra fees,and per my letter you can buy extra opening/closing signals so that at least you will have a set dollar amount per month. However if this is something you do not want you are free to discontinue your monitoring services with us with a 30 day notice in writing. Or you may continue monitoring your fire protection and not have the opening/closing signals and reports, in which case you would just be billed$21.00 per month. Which states that all open/dosing signals over 75 in a month shall be billed at$ .30 per open/dose signal. For the majority of our customers there is no change to the service you receive or billing. Oak Park Heights City Hall is one of the exceptions. In August City Hall had 485 open/dose signals or 410 over the allowed 75 signals, at a cost of$ 123.00. In September you had 422 or 347 over the allowed 75 signals,at a cost of$104.10. After talking to Critcom, their recommendation is to buy additional signals in 75 increments at $ 10.50 per 75. After reviewing your Open/Closing Reports we feel that 450 signals per month would be a good average. The additional cost of this will be 375 signals in 75 increments at$ 10.50 or$52.50 per month. You can see that this is much more cost effective then paying on a per open/dose signal. However it is your choice how you would like to be billed for this. Please get back to us as soon as possible to let us know which way you would like to be billed. We are indosing a bill for August and September, and we will send you an invoice for October when we receive our invoice from Critcom, which is usually towards the end of the following month.
