GENERAL ITEMS:
• The City has not received any new development applications;however,we have received a PRESS RELEASE from Royal Credit Union outlining
their intention to locate here in the City—we understand it to be in the development in front of the Menards.See enclosed.
• Staff has received a second extension notice from the developers of the anticipated Holiday Inn.We do anticipate a formal site application in the
next few weeks and Staff will be meeting with their architect on 2121
• As one of its 2018 Goals,the Council desired to reach out to MNDOT to begin a dialogue about needed pedestrian facilities to serve Bridge
Visitors. I have enclosed a copy of the letter that was sent on 2/16/18.Hopefully MNDOT will respond with some clarifications and how the City
could reasonably assist.
• The City has been informed that the new owners of the lands lying in the SW comer of STH 36 and Manning Ave have secured a tree cutting
permit from Stillwater Township and BCWD. It is likely you may see some large tree clearances at this site.But please know the owners did
secure the necessary permits.These lands remain out of the City,but we were copied on the notice in case questions arise in the community.
• The City has published and posted the required documentation for the OPEN BOOK process of Property valuation appeals.A copy of the posting
is enclosed.
• The Building Official has followed up with a Police tip that an apartment located at 14759 62nd Street N.is failing into disrepair.Please see the
enclosed communication
• The City is still seeking people to serve on the Parks Commission—if you know anyone who might desire to serve please let me know and I will
email them an application packet.
• The City has again executed a POND MAINTENANCE AGREEMENT for the NEWGATE POND located in the Autumn Ridge neighborhood.
Recall this pond takes significant storm water from the City's street in the area,but also high nutrient runoff from the abutting property owners
and which can tum into a large ALGAE BLOOM.The recent years of this pond maintenance and chemical treatment has improved the conditions
and I believe the residents are happy.
• The home located at the north end of Peabody Ave,just south of the Scenic Overlook is experiencing a build of sediment in their water line,PW
staff have been working with the owner to flush out remaining debris(sand,pebbles&sediment)likely largely introduced during the
reconstruction and bridge project.This is a dead-end line.See the enclosed picture—shower valve.
• The City is required to respond to the US CENSUS Bureau about boundary adjustments and annexation—for the upcoming 2020 Decennial
Census—that has been completed.
• Dave Schultz—Board Member from West Lakeland Township provided the City with the enclosed agenda from the Metropolitan Airport
Commission about the upcoming discussion about the Lake Elmo Airport Expansion.
• Julie Hultman received a very nice thank you letter for her work with a property at 1505163rd Street N—please see the enclosed.Good work

ROYAL CREDIT UNION TO OPEN NEW LOCATION IN TWIN CITIES METRO AREA
Eau Claire, WI—Royal Credit Union today announced plans to open a new office in the Oak Park
Heights/Stillwater area.The new office is located at 13165 60th Street North in Oak Park
Heights, MN in the Oak Park 36 Center. The office will offer access to the full line of financial
services and products Royal offers in a Member-focused atmosphere. Royal will recruit 6 team
members to work in the new location and support the surrounding community.
"We are proud to have selected the Oak Park Heights/Stillwater area for our next office
location,"said Brandon Riechers, Royal Credit Union president & CEO. "We have been serving
the St. Croix Valley market from our Wisconsin locations and are excited for the opportunity to
expand our services in the St. Croix Valley and the Metro area from this new Minnesota
location.The recent opening of the Stillwater Crossing Bridge is an exciting economic catalyst

The office is expected to open later this spring. Hours will be Monday through Friday 9am to
5pm and Saturdays from 9am to Noon.The office will also feature a drive-up ATM. Royal will
announce plans for a grand opening celebration once construction is complete. Royal Credit
Union is a member of the Greater Stillwater Chamber of Commerce.
The Oak Park Heights/Stillwater office will be Royal's fifth in the Metro area. Other locations
include Apple Valley, Coon Rapids, Edina and St. Paul. Royal also has a student-run credit union

Gentlemen:
As we have collectively witnessed,the St. Croix River Crossing does attract a number of people visiting and walking
out to see the new views and sights.While this can be positive, it has begun a conversation that outlines concerns for
lack of parking for visitors intending to walk out on the new Bridge as well as other missing elements. Please note the
following:
1. Lack of Parking for Bridge Visitors:
Many people simply desire to walk out to the new bridge and are seeking the closest parking area necessary to
make that trip.This parking need is distinct and likely a larger demand than from those seeking parking with the
intention to ride or access the Loop Trail System as these individuals can more easily park elsewhere.
The City received a number of calls last summer about lack of parking in the area-some of which highlighted
pedestrian and traffic safety issues. MNDOT likely understands these concerns as we do note that as of 2/16/18
the MNDOT website does highlight a new Parking area on a map, but does not materially engage what it is or
what it might include in the related documentation. (see map attached).
Would MNDOT please outline what is to be constructed here; its planned amenities and please state if MNDOT
believes that such a facility at that location will adequately serve the parking function for those Bridge Visitors with
the sole intention of walking out to the Bridge,versus the generalized use of the Loop Trail.Or,is a different and/or
additional parking warranted?
2. Lack of Basic Facilities:
In addition to this parking concern, a number of basic facilities are lacking on this facility—the most glaring of
which are trash facilities. Please install adequate trash facilities for these Bridge visitors. We have witnessed a
collection of litter being stacked at the intersections as well as being thrown over the side and this cannot continue.
The City is willing to consider actions that may improve the experience for all visitors and we would be willing to discuss
how we can reasonably help. However, we would ask that MNDOT please address the above issues directly at this
time and we can proceed from there.

Dear Mr. Skogen:
Dear Osgood Summit, LLC:
The Oak Park Heights Police Department recently executed a search warrant to unit#8 at the
above-referenced address due to an overdose victim at the unit. While executing their search,
they observed unsafe and unsanitary conditions within the unit and have brought this to my
attention. They noted that the smoke detectors in the unit were not connected and that they have
visited this building numerous times and with regard to drug related situations on at least five
separate occasions
I have enclosed several photos of the unit showing accumulations of trash, household items,
furniture shoved against walls, cigarette debris upon the carpeted floor, and electrical cords
strewn about the wall areas. One of the photos does show a large pile of electrical extension
cords—that coupled with the cords at the walls suggests that the electrical outlets may not all be
operable.
As the manager& owner of this building, you have an obligation to the safety of the tenants
within it and should be working to ensure that safe, sanitary living conditions exist.
This letter serves as the City's first step compliance request and directs that Kingwood
Management and Osgood Summit LLC take the necessary steps to verify and ensure that safe,
sanitary living conditions exist at Summit Park Apartments (both building 14759 & 14779),
specifically, but not limited to the following:
1). Verify and ensure operable smoke and carbon monoxide detector placement in all units
and common corridors; and

2). Verify and ensure that all electrical outlets are working within the units. If any are not
found operable a licensed electrician shall be secured for the repair and shall pull the
necessary work permit from the MN DLI—Electrical Division and have the work
inspected by the State Inspector assigned to the Oak Park Heights area. A copy of such
work permit shall be provided to my attention upon its being obtained; and
3). Verify and ensure that all units are clear of trash and accumulation piles so as to prevent
them from being a fire hazard.
The three items above shall be successfully accomplished and a compliance inspection scheduled
with me, no later than March 13, 2018. In the event that the all electrical outlets are found
operable and in need of no repair, you are directed to provide me with written communication
that states that they have been inspected and found fully operable throughout, including the date
of verification and name of person/firm having conducted the inspection.
The complex is beginning to show signs of neglect. While your prompt attention to the specific
items noted is expected, other improvement projects to the interior and exterior of the
development are also appreciated and expected so as to maintain good quality living
accommodations.

Dear Pond Property Owner:
Enclosed, find our 2018 pond maintenance proposal.
Our programs begin in mid-May. To avoid service delays, please submit your contract by April 1,
2018.
Please sign the contract and return it to us no later than April 1st, 2018. Any contracts received after this
date, may not receive the first treatment because of time required for set up. You do not need to prepay,
however,you may take a 2% discount if your payment is received by March 31,2018.
Our proposal is for seasonal maintenance. The seasonal maintenance program is the most effective
method of control when dealing with higher nutrient bodies of water. Our professional staff inspects the
pond on an approximate two week cycle. Notification is left on site detailing pond condition and
application information.
Lake Management's field staff are experienced, licensed applicators and go through yearly training and
recertification. Only EPA and DNR allowed aquatic products are used. These products have been
deemed safe for humans, pets, fish and wildlife when properly used. There are no swimming
restrictions.
Aquatic control products biodegrade very quickly, therefore, some plant growth may occur between
visits. If requested, LMI will provide service between scheduled visits. An application/service fee will
apply.

The U.S. Census Bureau (Census Bureau) conducts the Boundary and Annexation Survey (BAS)
to update our records regarding changes to legal boundaries, names, and governmental status of
all governmental units effective on or before January 1 of the survey year. This voluntary survey
is an important opportunity for you to ensure that we have the correct boundary and legal name
for your government. The Census Bureau will use the boundary information you provide to report
data from the Population Estimates Program (PEP), the American Community Survey (ACS), and
other Census Bureau programs and surveys.
Step 1 Respond to the Boundary and Annexation Survey:
• Complete the online BAS Annual Response Form and Contact Update information online at

candidates.
The Metro Cities Board of Directors is
comprised of 19 city officials, elected and
appointed, from throughout the region. The
Board is responsible for overseeing Metro
Waftepiolfts Cities' budget, strategic plan and legislative
priorities. It also makes appointments to the
Metropolitan Council Transportation
C*sUpoiffiftU Advisory Board (TAB), Technical Advisory
Committee (TAC)to the TAB, and
Geographic Information Systems (GIS)
Board. The Board meets the third Thursday
of each month (June and October meetings
are held on the second Thursday).
Members are elected at the Metro Cities
Annual Meeting and serve two two-year
terms. Metro Cities' bylaws require that the

Metro Cities is seeking interested
applicants for two seats on the Metropolitan
Council's Technical Advisory Committee
(TAC)that advises the TAB (Transportation
Advisory Board). Appointees must be
department head level staff with an
engineering, planning or public works
background. Metro Cities' guidelines place
a high priority on making the TAC balanced
with respect to city size and geography.
The Board also gives preference to those
who agree to serve on Metro Cities
Transportation Policy Committee. The
Board seeks candidates who will be
committed to strong attendance at
meetings.

Metropolitan Council Announces
Wastewater Reuse Workshops and
Public Hearing
The Metropolitan Council Environment
Services Division (MCES)will hold two
workshops and a public hearing related to
proposed amendments to the Water
Resource Policy Plan, and will accept
comments on these amendments. The
proposed amendments follow work by a
recent Wastewater Reuse Policy Task
Force that reviewed regional wastewater
reuse policies and made recommendations
for potential regional/local partnerships for

MnDOT Releases Tolling Feasibility
Study
The MN Department of Transportation
(MnDOT) recently released a Tolling Study
Report. The purpose of the study was to
examine the feasibility of toll roads in
Minnesota. The study resulted from 2017
legislation directing MnDOT to examine
practices in other states and conduct an
analysis.
decision by the Metropolitan Council to
change its civil construction bid policy. The
Council had informed the Commission that
the policy changes were made to conform
with new federal regulations and meant to
avoid organizational conflicts of interest.
The changes resulted in 36 contractor and
subcontractor firms that were part of design
consulting work being ineligible to bid on
the construction phase of the SWLRT
project. The Council provided a letter
indicating they will make these decisions
separate from other solicitations and would
further define and clarify future design and

engineering solicitations to confine any
conflict of interest restrictions to the work
performed by individual contractors and
subcontractors.
The resolution recommends that the
Council rescind the disqualification of the
36 firms, evaluate the conflicts of interest of
these firms, and reconsider their conflict of

The second resolution relates to the
Calhoun Isles Condominium Association
building and a request by its association to
the Metropolitan Council to conduct a
vibration study to determine the impacts of
the construction and operation of the
SWLRT. In a letter submitted to the
Legislature, the Council stated that it has
been in consultation with the association
and will continue to work with them on the
scope of a study to be conducted in March
and April of 2018. The resolution
recommends that the Council have a third
party conduct a study on vibrations caused
by the project, as well to determine what
mitigation measures could be taken to
protect the structure during construction
and operation of the line.

The Commission also heard testimony from
several individuals and organizations,
including Metro Cities, on the governance
of the Council. The Commission heard from
the Citizens' League, Metro Cities, U of M
Law Professor Myron Orfield, the Center for
the American Experiment and
representatives from suburban counties.
Commission members asked questions of
testifiers following presentations. The
Commission reviews, monitors, and makes
any recommendations on the Metropolitan
Council's budget and functions.
Commission Chair Senator Eric Pratt
indicated that he wanted to have
governance ideas on the table for
consideration prior to the start of the
legislative session that begins on February
20th.

Metropolitan Council Work Group
Continues Review of Regional Growth
Strategy
A newly formed Metropolitan Council
Regional Growth Strategy Work Group met
this week, and discussed changing
development patterns in the Twin Cities.
The work group was created to serve as a
forum for the Council to consider long term
regional trends and impacts on regional
systems from a cross-divisional
perspective, and to provide feedback on
what information might be useful to the
Council and its standing committees in
developing regional growth strategies.
The group discussed a range of issues at
the intersection of development patterns,
market demand, and local and regional
policy. Council staff discussed how
development is market driven, yet affected
by policy. Council policies that guide growth
include land use and density policies,
wastewater and transportation
infrastructure, coordination of local
comprehensive plans and Livable
Communities program funding.
The work group discussed previous and
current development trends as well as
future planning considerations. Staff
explained how changes to land use can be
tracked through comprehensive plan
amendments. Staff noted that most
amendments have been from communities
with suburban community designations
(suburban, suburban edge and emerging
suburban edge), recognizing changes in
development patterns since the last comp
plan updates in 2008.
Future trends discussed predict more
growth in older suburbs, a need for smaller
housing units for an older population (more
older adults and households), the need for
more multifamily housing units and
locations with amenities(transit, retail,
lakes and rivers, and accessibility).
The discussion at the work group will inform
a March Committee of the Whole
presentation. Metro Cities will continue to
monitor these discussions and provide

updates via the newsletter.
Comprehensive Plans and Preliminary
Reviews
Local comprehensive plans are due to the
Metropolitan Council at the end of 2018. In
preparing for submissions, cities may
submit a local comprehensive plan to the
Metropolitan Council for a preliminary
review. This review is optional, but
encouraged by Council staff as preliminary
reviews can identify potential and allow for
an opportunity for the Council and
community to work together prior to the
formal review to resolve any potential
issues. Plans may be submitted for a
preliminary review until September 30,

Metro Cities' policies recognize the
Metropolitan Council's review and comment
role for comprehensive plans, and support
the cooperative and timely resolution
between the Council and local communities
on any outstanding issues. Metro Cities
recently emphasized with Metropolitan
Council staff the importance of clarity on
preliminary review feedback on issues in
local plans that may result in non-
conformance with regional plans versus
advisory comments on plans that do not
require action by the local community.

1. Sustainable Investment: Together, cities and our federal
partners must address the existing core infrastructure
backlog, reestablish long--term funding and use new
technologies that will serve America's cries for the next 100
