STREET NAMES AND BUILDING NUMBERS Washington County, Minnesota Dear Residents of Washington County: New street signs are being placed at all street corners in the townships and villages of Washington County who have chosen to enter into the Uniform Street Naming and Property Numbering System. In townships and villages who have made this choice, all streets will be named accord- ing to the uniform system as adopted by the County on March 5, 1968. The new system is explained in this brochure provided for your con- venience. Your individual address according to the new system is: Pvir ; '1,Ke747 c-,1461 �' ' 4. ,�E-;'if-E4.�.+�,. � �'�`: Property owners are required to install their new numbers on the prin- cipal building on the property or at the drive in rural areas, so they are clearly visible from the street. Reflective numerals are recommended. The numerals must be at least 4 inches in height. The numerals can be obtained from most hardware stores. The new system is designed to provide a less confusing situation in order that visitors may find addresses easier, deliveries may be made quicker, mail deliveries will be more efficient; and time will not be lost in emer- gency vehicle trips. While there may be some inconvenience for a short time as mailing lists and other changes are made, the long term benefits are numerous. In most communities, a change-over to a new street naming and numbering system has proven less of a problem than anticipated by some residents. It is our hope that all persons will cooperate in a manner that will assure a speedy change and thus minimize the temporary inconveniences that may be involved. Your patience, understanding, and cooperation is appreciated. It is our hope that any inconvenience will be of short duration. We are sure that the period following the change-over will more than compensate for the inconvenience by benefits to be gained by you from this cooperative effort. Throughout the Twin Cities Metropolitan Area, communities are growing and adding to their street systems. One irritation of urban life is the waste of time and patience resulting from unsystem- atic and haphazard house numbering and street naming. Street names which give no clue to the section of the community and property numbers which are seemingly not related to blocks, cross streets, or other features slow down the governmental, social and business life of a community. In many parts of the Metropolitan Area, duplicated or confusing street names lessen the effi- ciency of everyday life. For example, mail intended for delivery to a person in one suburban community may be sent to an identical address in another by mistake, resulting from a dupli- cation of addresses when there is lack of a uniform street naming and numbering system. The problems arising from inadequate street naming and house numbering grow more compli- cated as time passes and the county grows. Finally a complete reorganization is necessary; the more built-up the area, the more difficult the reorganization. While there are some difficulties in changing the street naming and numbering system of a community, the long-range benefits far out-weigh the temporary inconvenience. Some communities, such as North Saint Paul, for example, have found that the difficulties and temporary inconveniences during the change-over are not as severe as imagined. Some primary reasons for implementing a uniform street naming and numbering system in Wash- ington County are: (1) Make the change now while it is relatively easy, such a change will be much more difficult in the future; (2) Reduce difficulty in emergency vehicle travel to property; (3) Reduce loss of mail, incorrect deliveries, loss of time, and wrongly addressed mail; (4) Improve the "Image" of the County gained by visitors; (5) Reduce "searching" for addresses by moving vehicles; (6) Improve delivery truck service; (7) Improve maintenance of legal documents; and (8) Eliminate duplicate addresses. Who Will Be Affected By The New System? All property shown on the map on the opposite side will be affected at such time as each governing body accepts this system. It is hoped, however, that all incorporated areas will utilize the system. When Will The New System Be Placed In Effect? The change-over takes several months. The time required is due to the manufacture of new signs, placement of signs, assignment of numbers. Your local ordinance will set the effective date of the system. When Should The New Numbers Be Posted And Addresses Used? The new house numbers5hould be posted within 30 days after you receive this brochure. Your new address should be used after you post your new house numbers. To ease postal de- livery work it is recommended that if you currently have a rural route number continue to use it in addition to your street address. It is recommended that you notify all concerned parties of your new address in the same manner that you would if you moved to a new address. Who Will Assign Numbers To Buildings Constructed In The Future? The local building inspector will assign the number for a new building at the time a building permit is issued. If the number is not assigned by the local building inspector, it can be obtained from the Washington County Surveyor's Office. 1 The Street Naming And Property Numbering System: The basic street naming system is shown on the reverse side of this brochure. The main features are: 1. The point of origin is the State Capitol Building (same point utilized by Dakota County) and Highway No. 12. This permits easy adaptation to additional areas in Washington County and relationship to Dakota and Ramsey Counties. 2. A basic grid pattern has been established with one-mile intervals for easier identification. North-south streets are labelled as avenues with Avenue A at the State Capitol; then east- ward, Avenues B, C, D, and so on at one-mile intervals with Avenue T being about two miles east of the Saint Croix River. Main east-west streets are indicated as follows: One- Mile Street South is one mile south of Highway No. 12; Six-Mile Street South is the northern boundary of Cottage Grove with Twelve-Mile Street South being at the southern boundary. Most persons will know where they are in relation to the State Capitol with relative ease; for example, the intersection of Avenue M and 60th Street South is 12 miles east of the Capitol and 6 miles south of Highway No. 12 (Hudson Road); this location would be the extreme northeast corner of Cottage Grove. 3. Streets between "Mile" streets (10th St. S. and 20th St. S.) are assigned a number for each mile; avenues between One-Mile Avenues are assigned alphabet categories for each mile. It is thus possible to determine your approximate location within each mile grid bounded by main streets and avenues. 4. Streets not running east-west or north-south have been assigned special names as follows: a. Streets running NE to SW are called Boulevards. b. Streets running NW to SE are called Roads. c. Meandering streets, cul-de-sacs, and other miscellaneous streets are named in accord- dance with the map enclosed. 5. State Highways, Freeways, and County Roads have been assigned a name according to the system, but the route marker will remain after the new street signs are installed. 6. The numbering system is based on 1000 numbers to a mile. For example, if a person lived on Manning Ave. S. just south of 10th St. S., his address could be 1025 Manning Ave. S.
