CITY OF OAR PARR HEIGHTS
WASHINGTON COUNTY, MINNESOTA
A RESOLUTION ESTABLISHING A PARR AND RECREATION DEVELOPMENT FUND
WHEREAS, the City of Oak Park Heights has determined
that it is in the best interests of city planning to develop its
parks and recreational areas to establish a city park and
recreational development fund; and
WHEREAS, the City Council of the City of Oak Park
Heights has received the input and advice of the City Auditor
with regard to the establishment of such a fund; and
WHEREAS, the City Administrator /Treasurer shall maintain
said fund pursuant to the directive and instruction of the City
. Auditor to receive funds to be dedicated to the use of the city's
parks and recreational area.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights, Washington County, Minnesota that
there shall be, and is hereby established, a city, park and
recreation development fund which shall be maintained in the
Office of the City Administrator and supervised by the City
Auditor from time to time. That the City Administrator /Treasurer
shall report to the City Council from time to time the fund
balance, disbursements, additions and expenditures from said fund
in accordance with the established procedures now set forth for
the Office of the City Administrator /Treasurer.

CITY OF OAR PARR HEIGH'T'S
WASHINGTON COUNTY, MINNESOTA
A RESOLUTION ESTABLISHING A $7.00 CHARGE
PER ACRE FOR CONTOUR MAPS
WHEREAS, the Office of the City Clerk- Administrator
maintains contour maps for the City of Oak Park Heights affecting
all properties within said city; and
WHEREAS, from time to time the City Clerk- Administrator
is requested to provide copies of such contour maps; and
WHEREAS, the city has incurred significant expense in
the acquisition of contour maps for the City of Oak Park Heights;
• and
WHEREAS, the City Council has received the
recommendation from the City Clerk- .Administrator affecting the
cost of reproduction of such contour maps, staff time, and other
administrative expense related thereto.
NOW, 'T'HEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights, Washington County, Minnesota that
there shall be a charge of assessed by the City Clerk at the rate
of $7.00 per acre for all contour maps provided by the Office of
the City Clerk to any individual requesting copies of same.

CITY OF OAK PARK HEIGHTS
WASHINGTON COUNTY, MINNESOTA
A RESOLUTION APPROVING THE GRANT OF A LICENSE FOR
HOME OCCUPATION AS APPLIED FOR BY MR. JAMES BEYER
WHEREAS, Mr. James Beyer has applied to the City of Oak
Park Heights for a home occupations license pursuant to the
ordinances of the City of Oak Park Heights; and
WHEREAS, the City Council at public hearing on November
28, 1988 conducted a public hearing as required pursuant to said
ordinance requesting public comment from neighboring adjoining
property owners and other interested individuals in and too such
application; and
WHEREAS, the City Council received the comment from the
public affecting such application; and
WHEREAS, the City Council has also received staff review
and reports affecting such application.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights, Washington County, Minnesota that
the home occupations license as applied for by Mr. James Beyer be
and the same is hereby granted.

A RESOLUTION AUTHORIZING THE A14ENDMENT OF THE SIGNED ORDINANCE
OF THE CITY OF OAK PARK HEIGH'T'S IN SECTION 401.03.I.2.A.11.
WHEREAS, the City Council for the City of Oak Park
Heights has reviewed recommendation from the City Planner to
amend the sign ordinance affecting awnings with the proposed
amendment being as follows:
Awnings that convey a message via alphabetic, numeric or
symbolic character shall be included in calculating
the overall signage of the property. The outline of
such character shall be used to determine the area of
the awning signage. All awnings are subject to the
provisions of Section 401.03.I.2.B.4.
and,
WHEREAS, the City Council for the City of Oak Park
Heights determines such modification and amendment to the zoning
ordinance to be consistent with the purposes and intents of the
zoning ordinance affecting signage providing it consistent plan
for dealing with signage throughout the business community of the
City of Oak Park Heights.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights, Washington County, Minnesota that
Section 401.03.I.2.A.11 shall be amended as provided above.

WASHINGTON COUNTY, MINNESOTA
A RESOLUTION APPROVING THE ORDINANCE AMENDMENT
TO SECTION 401.A.02 MAKING TERMINOLOGY CHANGES
FROM "PERMITTED USES" TO ":ALLOWED USES"
WHEREAS, the City of Oak Park Heights has received a
recommendation from its City Planner and City Attorney affecting
an amendment to Ordinance 401.A.02 changing the terminology from
"permitted uses" to "allowed uses;" and
WHEREAS, the City Council in reviewing such
recommendations determines it is consistent within the order and
• plan of ordinances of the City of Oak Park Heights to make such
grammatical changes so as to make the ordinance more clearly
understood; and
WHEREAS, the City Council for the City of Oak Park
Heights determines its in the best interest for efficient
management and application of its ordinances to make such
amendments.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights, Washington County, Minnesota that
Ordinance No. 401.A.02 shall be and the same is hereby changed in
terminology deleting the phrase "permitted uses" and substituting
therefor the phrase "allowed uses."

CITY OF OAK PARR HEIGHTS
WASHINGTON COUNTY, MINNESOTA
A RESOLUTION APPROVING THE PRELIMINARY PLAT VARIANCE AND
SUBDIVISION REQUEST OF HERITAGE DEVELOPMENT, INC.
WHEREAS, Heritage Development, Inc. has filed
application with the City of Oak Park Heights requesting
subdivision and variance approval affecting their real property
located within the City of Oak Park Heights, Washington County,
Minnesota; and
WHEREAS, public hearing was duly held as required by law
on October 24, 1988 and the city received no adverse public
comment therefrom; and
• WHEREAS, the City Staff, Engineering and Planning has
reviewed such applications and have made recommendations to the
city; and
WHEREAS, the City Council for the City of Oak Park
Heights determines it to be appropriate to grant preliminary plat
subdivision and variance request.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights, Washington County, Minnesota that
the application by Heritage Development, Inc. seeking preliminary
plat, variance and subdivision approval are hereby granted
contingent upon the following:
1. Street vacation on final plat as recommended by
Planning and Engineering Departments;

2. City Engineer's report on drainage and utility plans
being implemented within the final plat and agreed to by the
developer and applicant;
3. That the developer shall file with the City of Oak

A RESOLUTION APPROVING REZONING REQUEST FROM
O -OPEN SPACE CONSERVATION DISTRICT TO Rl- SINGLE FAMILY
RESIDENTIAL DISTRICT FOR HERI'T'AGE DEVELOPMENT
WHEREAS, the City of Oak Park Heights has received an
• application from Heritage Development requesting rezoning
subdivision and variance for real property located within the
City of Oak Park Heights; and
WHEREAS, the City duly held public hearing as required
by law on October 24, 1988 receiving the public comment thereon
and considered such request; and
WHEREAS, the City Council has also received the
information and reports from the City Planner and the City
Engineer affecting said request for rezoning.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights, Washington County, Minnesota that
the application for Heritage Development, Inc. for rezoning of
their real property located within the City of Oak Park Heights

WASHINGTON COUNTY, MINNESOTA
A RESOLUTION SELECTING ELECTION JUDGES
FOR THE NOVEMBER 8, 1988 ELECTION
WHEREAS, Minnesota Statutes require the city to nominate
by resolution election judges to serve at the November 8, 1988
election; and
WHEREAS, the City Administrator /Treasurer has provided a
list of election judges to the City Council of the City of Oak
Park Heights volunteers that are willing to serve in that
capacity and who have been trained as election judges; and
WHEREAS, the election judges so nominated and appointed
• by the City of Oak Park Heights shall serve as election judges
for the November 8, 1988 election.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights, Washington County, Minnesota that
the individuals identified within the attached exhibit prepared

CITY OF OAK PARK HEIGHTS
WASHINGTON COUNTY, MINUESOTA
A RESOLUTION APPROVING JURAN & MOODY
AS A CITY FUND DEPOSITORY
WHEREAS, the City Council of the City of Oak Park
Heights has received correspondence from the City Bond
Consultants, Juran & Moody, requesting consideration that they be
considered as a city fund depository with Juran & Moody now being
authorized by law to be a bonded and secured fund depository for
municipal corporations; and
WHEREAS, the statute requires the city adopt resolutions
nominating all city fund depositories prior to deposits being
made therewith; and
WHEREAS, Juran & Moody will provide proper security to
the City of Oak Park Heights as collateral for all deposits to be
located therein.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights, Washington County, Minnesota that
upon such proper security being forwarded to and provided to the
City Clerk by Juran & Moody, Juran & Moody shall be denominated
on the official records of the City of Oak Park Heights as a City
Fund Depository by the City Administrator /Treasurer. All
deposits shall be made within the next six months with the clerk
to keep accurate records of interest earned within any such
deposits placed with Juran & Moody.

WASHINGTON COUNTY, MINNESOTA
A RESOLUTION ADOPTING AN AMENDMENT TO CHAPTER 401
OF THE CODE OF ORDINANCES OF THE CITY OF OAK PARK
HEIGHTS TO CREATE A PLANNED UNIT DEVELOPMENT DISTRICT
WHEREAS, the City Council of the City of Oak Park
Heights has received a report and recommendation from the City
Planner as it affects the creation of a planned unit development
district and modifications of the city zoning ordinance to
accomplish same; and
WHEREAS, the city has duly conducted a public hearing
after publication of notice with said public hearing being
conducted on October 11, 1988 at which time no adverse comments
were received from the public affecting the creation of such a
district; and
WHEREAS, the City Council feels it is in the best
interest of its citizens to amend the zoning code so as to create
a planned unit development district pursuant to the
recommendation of the City Planner on file and of record in the
City of Oak Park Heights.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights, Washington County, Minnesota that
the Mayor and the Clerk are herewith authorized to execute
ordinances amending the current city zoning code to create a
planned unit development district, all pursuant to the
recommendation of the City Planner on file and of record in the
office of the City Clerk.

CITY OF OAK PARK HEIGHTS
WASHINGTON COUNTY, MINN
A RESOLUTION APPROVING THE 1989
CONTRACT WITH MIDWEST ANIMAL SERVICES
WHEREAS, the City Council for the City of Oak Park
Heights has received a proposed contract from Midwest Animal
Services for calendar year 1989; and
WHEREAS, said contract has been reviewed by city staff
and the council has received the recommendations thereof; and
WHEREAS, said contract appears to be in conformance with
the existing agreements with Midwest ?animal Services, Inc. and
conforms to the needs of the city as outlined within the city's
animal control ordinances.
NOW, THEREFORE, HE I'T RESOLVED by the City Council of
the City of Oak Park Heights, Washington County, Minnesota that
the Mayor and the Clerk are herewith authorized and directed to
execute on behalf of the City of Oak Park Heights the 1989
contract with Midwest Animal Services and to retain their copies
thereof for the official records of the City of Oak Park Heights.

• RESOLUTION NO. 88 -9 -21
CITY OF OAK PARK HEIGHTS
WASHINGTON COUNTY, MINNESOTA
A RESOLUTION AMENDING ORDINANCE NO. 202 INCREASING MAYOR AND
COUNCIL SALARIES FOR THE CALENDAR YEAR 1989
WHEREAS, the City Council of the City of Oak Park
Heights has reviewed existing salary and fee structures within
the City of Oak Park Heights inclusive of those relating to
Council and Mayorial positions; and,
WHEREAS, the City Council of the City of Oak Park
Heights has determined that it is appropriate to increase Mayor
and Council salaries effective January 1, 1989 to follow the
November, 1988 elections; and,
WHEREAS, the Mayor and Council have determined that an
appropriate raise for both Mayor and Council positions shall be
an increase of $25.00 over that which is presently set forth in
the City's ordinances.
• NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights as follows:
1. That Ordinance 202 to be effective January 1, 1989
is herewith amended, which amends Section 202.02 of the Code of
Ordinances of the City of Oak Park Heights to increase the 1989
salary of the Mayor of the City of Oak Park Heights to the rate
of $250.00 per month, and to increase the salaries of the
respective Council members of the City of Oak Park Heights to
$200.00 per month.

A regular meeting of the City Council of the City of Oak
Park Heights, Washington County, Minnesota, was duly held at the
Oak Park Heights City Hall on Monday, September 26, 1988, at 7:00
o'clock P.M.
The following members were present:

RESOLUTION OF THE CITY OF OAK PARK HEIGHTS,
WASHINGTON COUNTY, MINNESOTA,
FOR STORM SEWER BONDS OF 1982
WHEREAS, the City of Oak Park Heights did previously
issue Storm Sewer Bonds of 1982 for Storm Sewer District #1; and
WHEREAS, the sum of $29,508.00 to cover the bond payment
is necessary to be levied against the land located in said Storm
Sewer District #1, collectible with the real estate taxes in the
year 1989.

NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights, Washington County, Minnesota, as
follows: That the sum of $29,508.00 be and hereby is levied
against Storm Sewer District #1 within the City of Oak Park
Heights, County of Washington, State of tinnesota, to be
collected with the real estate taxes payable in the year 1989.
The motion for the adoption of the foregoing resolution
was duly seconded by Member Seggelke, and upon vote being taken
thereon, all of the members present voted in favor thereof.
Whereupon said resolution was declared duly passed and
adopted, and signed by the Mayor and attested to by the City
Administrator - Treasurer.

A RESOLUTION OF THE CITY OF OAK PARR HEIGHTS
APPROVINiG THE 1989 TAX LEVY AND CITY BUDGET
WHEREAS, the Office of the City Administrator has
prepared a proposed budget and tax levy for calendar year 1989
for the City of Oak Park Heights; and
WHEREAS, a Public Hearing has been duly held thereon
with all comment received by the City Council as noted within the
Minutes of the council meeting of September 20, 1988; and
WHEREAS, the City Council for the City of Oak Park
Heights has adopted the city budget and 1989 tax levy as proposed
by the City Administrator.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights, Washington County, Minnesota that
the following sums of money be levied for the current year
collectible in calendar year 1989 upon taxable properties within
the City of Oak Park Heights for the amounts and in the manner
annexed hereto within the proposed 1989 city budget, a copy of
which is annexed hereto and incorporated by reference herein.
BE IT FURTHER RESOLVED that the City Clerk is hereby
instructed to transmit a certified copy of this Resolution to the
Auditor of Washington County as required by the statute in such

Member Seggelke introduced the following resolution and

RESOLUTION NO. 88 -9 -19
RESOLUTION OF THE CITY OF OAK PARK HEIGHTS,
WASHINGTON COUNTY, MINNESOTA, ADOPTING
1987 ASSESSMENTS FOR SEWER, WATER AND STREET IMPROVEMENTS
WHEREAS, pursuant to notice duly given as required by
law, the City Council has met, heard and passed upon all
objections to the proposed assessment for sewer, water and street
improvements for 1987, and has amended such proposed assessment
as it deems just;
• NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights, Washington County, Minnesota, as
follows:
a -
• 1. Such proposed assessment, a copy of which is
attached hereto and made a part hereof is hereby accepted and
shall constitute the special assessment against the lands named
therein, and each tract of land therein is hereby found to be
benefited by the proposed improvement.
2. Such assessments shall be as follows:
a. The assessments shall be payable in equal
annual installments including principal and interest
extending over a period of five (5) years, with
interest at the rate of eight and one -half percent
(8W per annum, in the amount annually required to
pay the principal over such period at such rate, the
first of said installments to be payable with general
taxes for the year 1988, collectible with such taxes
during the year 1989.
b. The owner of the property so assessed may at
any time prior to the certification of the assessment
to the County Auditor, pay to the City Treasurer, and
thereafter at any time prior to November 15 of any
year pay to the County Auditor, the whole of the
principal amount of the assessment on such property
provided that no such prepayment shall be accepted
• without payment of all installments due to and
including December 31 of the year of prepayment, and
the original principal amount reduced only by the
amounts of principal included in such installments
computed on an annual amortization basis.
3. The City Clerk shall forthwith transmit a certified
duplicate copy of this assessment to the County Auditor to be
extended on the tax list of the County.
The motion for the adoption of the foregoing resolution
was duly seconded by Member Doerr, and upon vote being taken
thereon, all of the members present voted in favor thereof.
Whereupon said resolution was declared duly passed and
adopted, and signed by the Mayor and attested to by the City
Administrator - Treasurer.

which have in the past rendered residual parcels lacking
conformation with the ordinances of the City; and
WHEREAS, it is the policy of the City not to permit
subdivision of real estate unless it conforms to the ordinances
of the City.

for the issuance for an on -sale liquor license and Sunday liquor
license within the City of Oak Park Heights; and
WHEREAS, the application has been accompanied by the
appropriate fee and that all investigations required by law have
been conducted thereon; and
WHEREAS, public hearing on the proposed issuance of a
license has been duly held with the City Council receiving no
adverse comment from the public as it relates thereto; and
WHEREAS, staff reports from the office of the Chief of
Police and the City Attorney's office have been received as it

WHEREAS, the City of Oak Park Heights has made public

and in full compliance with the provisions of Minnesota Statute

WHEREAS, the city sanitary system is in place and

WHEREAS, the City Clerk has presented a list of persons
interested to be nominated and appointed as election judges for
purposes of the 1988 primary election; and
WHEREAS, said list is annexed hereto as Exhibit A and
incorporated by reference herein; and
WHEREAS, the City Council feels that it would be fair
and appropriate to compensate those individuals for their time
for purposes of being an election judge at the rate of $4.00 per
• hour.

RESOLUTION DIRECTING SPRINKLING BAN
WITHIN THE CITY OF OAK PARK HEIGHTS
WHEREAS, there has existed for some time a shortage of
precipitation, which has resulted in an undue drought and damage
to the growing flora and fauna of the community; and
WHEREAS, the said drought has placed a heavy burden upon
the water supply of the City of Oak Park Heights; and
WHEREAS, the demand for water from the City wells has at
times endangered the supply of water necessary to adequately
protect the citizens and property within the City.
NOW, THEREFORE, BE IT RESOLVED as follows:
1. That the citizens and residents of the City of Oak
Park Heights use every effort to reduce water usage during the
present drought.
2. That a lawn sprinkling ban is hereby imposed with
the following exceptions, to -wit:
a. Sprinkling of lawns for even - numbered
residences and businesses is permitted
on even - numbered days between 6:00 P.M.
and 8:00 A.M. the following day;
b. Sprinkling of lawns for odd - numbered
residences and businesses is permitted
on odd - numbered days between 6:00 P.M.
and 8:00 A.M. the following day;
C. Residences and businesses with new sod
and /or young trees are permitted to
sprinkle on both odd and even - numbered
days between 6:00 P.M. and 8:00 A.M.
the following day.
3. This directive shall be effective commencing June
14, 1988, and shall continue until repealed by the City Council.

WHEREAS, the Public Utilities Department of the City of
Oak Park Heights has recommended the transition of the meter
reading policies of the City of Oak Park Heights to allow for
computerized reading of utility usage of homeowners and
commercial properties within the City of Oak Park Heights; and
WHEREAS, the city has reviewed the Tele -Read Utility
System that would allow the city to implement the policy changes
• in the practice of reading public utility meters within the City
of Oak Park Heights; and
WHEREAS, the proposed expense such Tele -Read Utility
System is in the amount of $7,950.00; and
WHEREAS, the City of Oak Park Heights determines it to
be expedient and economic to make the transition from manual
reading of water meters within the city to the Tele -Read System.
NOW, THEREFORE, BE IT RESOLVED by the City Council for
the City of Oak Park Heights that the set -up costs in the amount
of $7,950.00 for the Tele -Read Utility System are herewith

Heights has received a Management Report dated December 31, 1987
to be reviewed by city staff and the office of the City Auditor;

WHEREAS, certain adjustments are recommended to be made
pursuant to page 8 of the Management Report dated December 31,
1987; and
WHEREAS, the City Council for the City of Oak Park
Heights has reviewed said Management Report and suggested

WHEREAS, such bid specifications have been provided to
responsible contractors; and
WHEREAS, pursuant to statute, the City Administrator and
City Engineer have reviewed bids supplied by various contractors
for street sweeping services for 1988; and
WHEREAS, R.W.W. Contracting has submitted the lowest bid
at the rate of $42.00 an hour for street sweeping services
pursuant to said bids and specifications; and
WHEREAS, the City Council for the City of Oak Park
Heights determines it to be in the best interests of the city to
accept the low bid from R.W.W. Contracting for street sweeping
services in 1988 for $42.00 per hour.

A RESOLUTION REJECTING THE REQUEST OF WASHINGTON COUNTY TO SECURE
THE DETACHMENT OF REAL PROPERTY LOCATED WITHIN THE CITY OF OAR
PARR HEIGHTS AND ANNEXING SAME TO THE CITY OF STILLWATER
WHEREAS, the City of Oak Park Heights has received a
request from Washington County to detach certain real property
located immediately to the east of the now - established Washington
County Government Center for purposes of annexation of same to
the City of Stillwater; and
WHEREAS, Washington County has requested the city
. consent to the detachment of that property so that it may be
annexed to the City of Stillwater; and
WHEREAS, the City Council for the City of Oak Park
Heights has received public comment with regard to such request;
and
WHEREAS, the City of Oak Park Heights currently serves
the subject property with the full range of municipal services
and utilities including street, sewer, water and storm sewer
facilities; and
WHEREAS, such land adjoins residential neighborhoods
which are in need of protection from light, air, noise, traffic
and other use problems as may be generated as a result of the
county's proposed use of the subject parcel; and
WHEREAS, the City of Oak Park Heights lacks sufficient
developable land to pursue its own growth and land use patterns;
• and
WHEREAS, the County of Washington and the City of
Stillwater have adopted comprehensive plans which are
inconsistent with their request; and
WHEREAS, the City Council of the City of Oak Park
Heights determines it to be in the best interests of the city and
its residents not to allow the detachment of the property from
the City of Oak Park Heights.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights, that the request of Washington
County to secure the detachment of lands from the City of Oak
Park Heights so that they may be annexed to the City of
Stillwater to serve the now existing Washington County Government
Center, that it be and the same is hereby denied.

A RESOLUTION DESIGNATING THE LEAGUE OF MINNESOTA CITIES
4M FUND AS MANAGED THROUGH PIPER, JAFFRAY,
MERRILL LYNCH AS AN ADDITIONAL CITY DEPOSITORY
WHEREAS, the League of Minnesota Cities has established
through Piper, Jaffray, Merrill & Lynch an optional depository
for its member cities complying with the Minnesota Statutes in
such case made and provided affecting all depositories; and,
WHEREAS, interest rates generated within such fund are
comparable to or exceed interest rates which can be obtained on
the local market; and,
WHEREAS, the City of Oak Park Heights is a member of the
League of Minnesota Cities; and,
WHEREAS, the City Council of the City of Oak Park
Heights determines it to be in the best interests of the City and
its residents to designate an additional depository of funds for
investment of City monies.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights as follows:
1. That the League of Minnesota Cities sponsored 4M
fund, as maintained by Piper, Jaffray, Hopwood, be and the same
is hereby designated as an official depository of the City of Oak
Park Heights.

CITY OF OAK PARK HEIGHTS
WASHINGTON COUNTY, MINNESOTA
RESOLUTION AUTHORIZING TRANSFER
OF CITY CHECKING ACCOUNT
WHEREAS, the City of Oak Park Heights has heretofore
maintained its checking account at the Oak Park Bank located at
Oak Park Heights, Minnesota; and
WHEREAS, it appears feasible that said account be closed
forthwith.
NOW, THEREFORE, BE IT RESOLVED that the City checking
account at the Oak Park Bank be and hereby is closed. Further,
the City Clerk - Administrator is hereby directed to open the City
checking account with The First National Bank of Stillwater,
subject to posting of necessary collateral, if required.

CITY OF OAR PARR HEIGHTS
WASHINGTON COUNTY, MINNESOTA
A RESOLUTION ESTABLISHING ADMINISTRATIVE PROCEDURE
AND AUTHORIZING THE CITY ADMINISTRATOR TO MARE FUND
TRANSFERS FROM VARIOUS ACCOUNTS OF THE CITY OF OAR PARR
HEIGHTS FOR PURPOSES OF ADMINISTRATIVE CONVENIENCE
WITH THE CONSENT OF THE CITY AUDITOR AND
SUMMARY REVIEW AND APPROVAL OF THE CITY COUNCIL
The City Council for the City of Oak Park Heights,
Washington County, does ordain:
WHEREAS, the City Council has determined that there is
an administrative convenience to the staff and personnel of the
City of Oak Park Heights to allow the City Administrator to
transfer fund accounts when those fund balances have dropped
below a $500.00 level to other funds as recommended by the City
Auditor; and,
WHEREAS, the City Council for the City of Oak Park
Heights has determined that adequate review of such procedures
can be made within a Clerk's report presented to the City Council
monthly following such transfers; and,
WHEREAS, the City Council for the City of Oak Park
Heights is assured that all such fund transfers are for
bookkeeping purposes and will be monitored by the City
Administrator and City Auditor and presented for ratification at
the City Council from time to time; and,
WHEREAS, simplification of fund transfer procedures
shall be a more effective and efficient way of maintaining
bookkeeping and administrative needs of the City of Oak Park
Heights.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights as follows:
1. That following review and approval of the City
Auditor's Office, the City Administrator shall be allowed to
transfer fund balances in any City account which drop below a
level of $500.00 to such other funds as are established within
the City of Oak Park Heights without prior approval of the City
Council.
2. That all such fund transfers shall be reported to

A RESOLUTION COMMENDING KEN KAISER FOR HIS
YEARS OF OU4'STANDING SERVICE AS A CITY ARBORIST.
WHEREAS, Ken Kaiser has served in the capacity of City
Arborist for the City of Oak Park Heights preparing plans and
making recommendations and supervising the planting of shrubs,
trees and other vegetation landscaping within the City of Oak
Park Heights; and
WHEREAS, Ken Kaiser's work on behalf of the City of Oak
Park Heights as the City Arborist has helped to landscape, plan
and beautify the city of the planting of trees, shrubs and other
• vegetation, all of which will inhere to the benefit of the City
of Oak Park Heights and its residents; and
WHEREAS, the City of Oak Park Heights is grateful to Ken
Kaiser for the many hours of work that he has devoted to his
position as City Arborist and for his concern and care in the
planning and growth of the City of Oak Park Heights; and
WHEREAS, the work performed by Ken Kaiser as City
Arborist will inhere to the benefit of the cities residents and
generations of future residents.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights, Washington County, Minnesota that
Ken Kaiser be, and is, hereby commended for his many years of
outstanding service to the citizens and residents of the City of
Oak Park Heights as the City Arborist.

A RESOLUTION AUTHORIZING THE MAYOR AND THE CLERK TO EXECUTE
THE CONTRACT BETWEEN THE CITY OF OAK PARK HEIGHTS AND THE
CENTRAL ST. CROIX VALLEY C014MUNITY ACCESS CORPORATION.
WHEREAS, the City of Oak Park Heights has been presented
a contract to be executed between the city and the Central St.
Croix Valley Community Access Corporation, Inc., a non - profit
corporation dedicated to the provision of public access over
cable television to the community; and
WHEREAS, said contract has been reviewed by city staff
and recommended for approval; and
WHEREAS, the City of Oak Park Heights has received no
adverse comment as it affects the contract and its proposed terms
and conditions; and
WHEREAS, the City Council has determined that execution
of the contract between the City of Oak Park Heights and the
Central St. Croix Valley Community Access Corporation, Inc. is in
the best interests of its residents and serves a public purpose
for the benefit of the Middle St. Croix Valley.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights, Washington County, Minnesota that
the Mayor and the Clerk are herewith authorized and directed to
execute the contract between the City of Oak Park Heights and the
• Central St. Croix Valley Community Access Corporation, Inc.
