Subject Century Power Landscape Plan&Tree Replacement

Alan -
Have you prepared a revised landscape plan for Century Power, to take
into account the changes in slope and tree removal/retention? As I
indicated in my email of 1/17/03, I would like to receive this by March 15th
so that I have time to review it and get it back to you and Century before the
planting season. There are also 261 inches of tree replacement required,
using the planting amounts in the current landscape plan, and this would
. have to be adjusted with a revised plan. If Century prefers to pay cash in
lieu of tree planting, the amount is $50. per replacement inch or $13,050..
Please contact me at your earliest convenience to let me know the status
of this project. Thank you.

Following is a copy of a memo I sent to Kris Danielson,former Comm.
Devel.Dir.in Oak Park Heights on 11/20/02,regarding the revised tree
removal count and calculated tree replacement for the project. I don't
know if she sent this to you before she left in December for a job in Reno, II 03
Nevada. You should be aware of this replacement requirement(or cash
in lieu of replacement)as the project plans for landscaping in the spring. 5
Is there a revised landscape plan for the area to the west of the new
building now that additional trees have been removed and the slopes are
much steeper? Please submit a final landscape plan to me at the city by
March 15th so that I will have time to review it before planting of the
landscape. Also,let me know if Century Is planning to do more tree
planting on site or if they will be providing cash in lieu of tree planting for
this project.

I have re-calculated the diameter inches of replacement trees required on the Century Power
site after noting more grading around trees at the bottom of the west slope on.Nov. 15th. These trees
(all oaks) were previously indicated to be saved; however, the grade change over the root system and
soil piled against the trunks will cause the trees to decline and die over the next several years. An
additional 62 diameter inches of oaks will be lost. I added this to the 134 additional diameter
inches of trees found to have been removed or declining from construction impacts when I was out there
Nov. i i. Using the formula in the City's Tree Preservation Ordinance and adjusting for boxelders
(not considered a significant tree), giving a 10% credit for saving over 50% of the significant trees
on the site, and giving a 100 diameter inch credit for trees to be planted in the landscape plan, the
current tree replacement requirement for this project is 261 inches. This is equivalent to 130 2 inch
diameter trees planted on site or elsewhere within the City or $13,050. ($50. per replacement diameter
inch) cash payment to the City Tree Planting Fund in lieu of planting. If cash payment is preferred,
the payment should be received by the City before staff will be able to sign off on the project. At
this point, planting of the landscape should not occur until spring.
