Call to Order/Pledge of Allegiance: Chair Kremer called the meeting to order.Present: Commissioners Kremer,Freeman, Giovinazzo,VanDyke and White;City Planner Richards,and Commission Liaison Dougherty. City Administrator Johnson arrived later. II. Approval of Agenda: Commissioner Freeman,seconded by Commissioner White,moved to accept the Agenda as presented.5-0. III. Approval of January 11,2018 Meeting Minutes: Amended Minutes were distributed to the Commission seats and reviewed. Commissioner Giovinazzo,seconded by Commissioner VanDyke,moved to approved the Minutes as amended. Carried 5-0. IV. Department/Commission Liaison/Other Reports: Chair Kremer welcomed Commission Liaison Dougherty back.There were no reports. V. Visitors/Public Comment: None. VI. Public Hearings: A. Fencing and Landscaping Ordinance: Consider amendment to Zoning Ordinance 401.15.E,Fencing,Screening&Landscaping clarifying point(s)of measurement from grade to highest point of fence structure and amending definition of fence height in Zoning Ordinance 401.02.B,Definitions. Chair Kremer Opened the public hearing. City Planner Richards reviewed his January 31,2018 Planning Memorandum and discussed the same with regard to the issue of fence height measurement and proposed language amendments to help clarify the process. There being no visitors to the public hearing,Chair Kremer closed the public hearing and invited discussion from the Commission. Commissioner Freeman and White both expressed comment that the language amendment should be helpful. Planning Commission Minutes February 8, 2018 Page 2 of 3 Commissioner White, seconded by Commissioner Freeman, moved to recommend the City Council approve the Ordinance amendments as set forth in the January 31 , 2018 Planning Memorandum. Carried 5 — 0. VII. New Business: None. VIII. Old Business: A. Oak Park Heights — Comprehensive Plan 2018: City Planner Richards reviewed and discussed his January 31, 2018 Planning Memorandum and reported on his status of working with the Parks Commission for updating the Parks and Trails Plan. He noted that he anticipates having a complete draft for the Planning Commission at their March meeting. Discussion ensued as to the Parks Plan. Issues raised included the possibility of providing individual park maps in the plan for clarity; monitoring park usage in relation to amenity planning, investment, and playground equipment; utilization of the former Oak Park Elementary school playground; the difference between off and on street trail designations; trail connections; and getting the word out on the entire Comprehensive Plan to encourage public involvement. It was determined that the Planning Commission would host a public open house on the Comprehensive Plan from 5:30 p.m. to 6:00 p.m., prior to their April 12, 2018 meeting and hold a public hearing on the plan draft at their regular 6:00 p.m. meeting. Announcement of the meeting is to be placed in the March City Newsletter. IX. Informational: A. Council Representative • Tuesday, February 27, 2018 — Commissioner Freeman • Tuesday, March 27, 2018 — Commissioner Giovinazzo • Tuesday, April 24, 2018 — Commissioner Kremer Planning Commission Minutes February 8, 2018 Page 3 of 3 Brief discussion was had to clarify which City Council meeting the Council representative would attend, following the Planning Commission meeting, during their assigned month. It was determined that the Council Representative would attend the last City Council meeting of the month. X. Adjourn. Commissioner Freeman, seconded by Commissioner VanDyke, moved to adjourn at 6:26 p.m. Carried 5 —0.
