Dear W.A-T.E. Enterprises:
Enclosed is the Valle Branch permit for y our project. Please note the followin conditions imposed
b the Mana which are also listed on the back of the permit.
1. a. This permit allows for development on Parcels A, B and C but withholds approval of
construction at Parcel E until documentation that the proposed ultimate land covera
conditions of the Kern Center is consistent with the assumptions made for the Kern Center
pond is received.
b. The District reserves the ri after the documentation is received to re modifications
to the site to conform to District rules.
c. The calculations shall be submitted within 6 months.
2. Erosion controls shall be installed prior to the commencement of g radin g operations and be
ma intained throu the construction period until turf is established. Additional erosion

controls ma be re from the VBWD En or Inspector durin construction.
3. A rock construction entrance should be shown on the plans for all entrances to the site.
4. Erosion control blankets should be installed on all disturbed slopes three feet horizontal to one
foot vertical or steeper.
5. Disturbed areas should be seeded and mulched within 14 da of final g radin g .
6. Riprap sizin calculations should be submitted that show the riprap is lar enou to handle
dischar up to the 100- critical storm event.
7. The details of the proposed concrete flumes shall be revised to include g eotextile filter material
between the native g round and riprap. The g eotextile filter material shall be ke into the
g round.
S. A maintenance a which addresses sump manhole maintenance, sweepin sediment
removal and disposal, etc., shall be submitted,
9. The VBWD En and/or Inspector shall be notified at least three da prior to
commencement of work to schedule an inspection of the project's erosion controls. The erosion
controls must be in place and properl installed before g radin g ma commence.
10. Draina easements shall be g ranted to the Cit of Oak Park Hei which cover land adjacent
to the wetland and pondin areas up to their 100- flood elevations and which cover all
ditches a nd storm sewers. Access easements to these draina easements shall also be g ranted
to Oak Park Hei The cit of Oak Park Hei shall be responsible for all maintenance
within draina easements. The 100- flood elevations for the stormwater ponds and

wetlands on the site shall be determined b the cit of Oak Park Heights and approved b the
District En prior to construction.
11. The minimum buildin elevations for all buildable lots in the development shall be recorded in a
Declaration of Covenants and Restrictions or on the final plat. The minimum buildin
elevations for the lots will be determined once the cit of Oak Park Hei determines the loo -
y ear flood levels for the wetland and pondin area.
12. The deed shall state existence of draina easements and wetlands where applicable.
13. This permit is not transferable.
14. This permit is subject to obtainin all other permits re b g overnmental a havin
j urisdiction (includin a NPDES Permit
15. The applicant is responsible for removal of all erosion control measures includin silt fence and
ha bales upon establishment of permanent ve at the pro site as determined b the
VBWD En or Inspector.

Permission is granted to do the work proposed in Application Number in accordance with the Rules
and Regulations and water Management Plan of the District; subject to the following provisions:
1. a. This permit allows for development on Parcels A, B, and Q but withholds approval of construction at
Parcel E until documentation that the proposed ultimate land coverage conditions of the Kern. Center
is consistent with the design assumptions made for the Kern Center pond is received.
b. The District reserves the right after the documentation is received to require modifications to the site
to conform to the District rules.
c. The calculations shall be submitted within 5 months.
2. Erosion controls shall be installed prior to the commencement of grading operations and be maintained
throughout the construction period until turf is established. Additional erosion controls may be required
from the VBWD Engineer or Inspector during construction.
3. A rock construction entrance should be shown on the plans - for all entrances to the site.
4. Erosion control blankets .should be installed on all disturbed three feet horizontal to one foot
vertical or steeper.
5. Disturbed areas should be seeded and mulched within 14 days of final grading.

up to the 100 -year critical storm event.
7. The details of the proposed concrete flumes shall be revised to include geotextile filter material between
the native ground and riprap. The geotextile filter material shall be keyed. into the ground.
8. A maintenance agreement., which addresses sump manhole maintenance, sweeping, sediment removal
and disposal, etc., shall be submitted.
9. The 'VBWD .Engineer and/or Inspector shall be notified, at least three days prior to commencement of work
to schedule an inspection of the project's erosion controls. The erosion controls must be in place and
properly installed before grading may commence.
10. Drainage easements shall be granted to the City of Oak. Park Heights which cover land 'adjacent to the
wetland and pon.ding areas up to their loo -year flood elevations and which cover all ditches and storm
sewers. Access easements to these drainage easements shall also be granted to Oak Park. Heights. The
city of Oak Park Heights shall be responsible for all maintenance within drainage easements. The 100 -
year flood elevations for the stormwater ponds and wetlands on site shall be determined by the city of
Oak Park Heights and approved by the District Engineer prior to construction.
11. The minimum building elevations for all buildable lots in the development shall be recorded in a
Declaration of Covenants and restrictions or on the final plat. The n nhi um building elevations for the
lots will be determined once the city of Oak Park Heights determines the 100myear flood levels for the
wetland ponding area.

jurisdiction (including NPDES Permit)
15. The applicant is responsible for removal of all erosion measures including silt fence and hay bales upon
establishment of permanent vegetation at the project site as determined by the VBWD Engineer or
Inspector.
