HomeMy WebLinkAbout1999-04-20 NAC MemorandumN MEMORANDUM TO: Tom Melena FROM: Scott Richards DATE: April 20, 1 999 RE: Oak Park Heights - HSI Conditional Use Permit FILE NO: 798.02 - 99.06 Please be advised that the Planning Commission, at their April 15, 1999 meeting, voted unanimously to recommend approval of a conditional use permit to allow two programs for children and youth education at an office building located at 5620 Memorial Avenue in the Kern Center. The programs are the Therapeutic Learning Center Day Treatment Plan (TLC), and the PLACE (People Learning A Cooperative Existence) Program. No surrounding business or property owners were present at the hearing to express comments or questions. Condition 8 in the planning report was revised and an additional condition was proposed by staff. The Planning Commission recommended the CUP with the following conditions: 1. The only programs allowed by the CUP are the Therapeutic Learning Center Day Treatment Program and the PLACE (People Learning A Cooperative Existence) Program. 2. The programs will enroll no more than 25 students total. 3. Parking stalls will be clearly marked and striped to provide at least a total of 50 parking spaces. 4 Three handicapped accessible parking stalls will be provided. 5. Transportation will be provided by HSI Transporters and by school districts where the PLACE students reside. 5775 WAYZATA BOULEVARD, SUITE 555 ST. Hours of instruction will be from 8:30 AM to 2:30 PM. 7. The building will be connected to City sewer and water when this service is extended to the Kern Center this Summer. 8. Occupancy of the building is contingent upon compliance with all building and fire codes including a fire suppression system. Occupancy of the building by H S I, before installation of a fire suppression system, shall be allowed contingent upon a signed agreement by the property owner that the entire building shall be outfitted for fire suppression by July 1, 2000. 9. The maximum building occupancy should not exceed 50 persons until such time as the building is connected to the municipal water and sewer service and it is fully operational. pc: Kris Danielson 2
