Final Development Plan Review Our File No. 5 5 -03 -000 Dear Eric: We have reviewed the final development plans (and draina calculations submitted to the BCWD on 9/3 0/02) for the W.A.T.E. Enterprises, Inc. 'proposed sto buildin at 5610 Memorial Ave. N. as submitted b Folz, Freeman, Erickson., Inc.. for, W... ZIntl, Inc. We have the followin comments/recommendations (previous comments still. applicable. from our 3/27/03 are shown in italics): 1. Draina calculation previousl submitted to the BCVY'D indicate storm water ru for this site *incr b 7.83 -cubic feet per second and 0.36 acre-feet for a 100 - storr event after development. 92.4% of the site is tributar to the Kern Center Pond, The numerical data presented in the draina calculations is acceptabl as submitted. 2. Mark Doneux., previous BCWD Administrator, reviewed the initial plans on October 11, 2002. We offer the followin comments on this previous review and (unsi BCWD Permit issued-on 9130102,-- • Mr. Doneux indicates, "It appears that all stormwater facilities for the site, were desi approved and constructed as part of the Kern Center Improvements in 1999. 1 believe this was the intent when the Kern Center Improvements were constructed, however that assumed the 42 It Y outlet to the Kern Center Pond would be opened and downstream improvements to the westerl W'etland constructedfor storm water retention. Since that time, the BCWD has not allowed improvements to the existin westerl wetland As such, the existin Kern Center Pond and outlet has reached its limit for an further development in the Kern Center. As y ou know, the T Y Cit of Oak Park Hei and the BCWD are cooperativel pursuin a pro to expand the Kern Center Pond to allow for further development within the Kern Center to meet BCWD -'s rules for rate and volume control. We have previously modeled this entire drainage area and are using a 100- year HTT11 of 929.2. The applicant has revised his drawings to reflect the 929.2 level, and we suggest BCWD review the number they are using. A 1996 Washington County topographical map showed the water level of the pond to be 928.5, which is a good indication of the Normal Water .bevel (NWL) of the wetland. It appears that is the approximate N9 of the pond today, also. A BCWD Permit was issued on 9130102 with six conditions and one special condition that references f ve more recommendations from Mr. Doneux's 10111102 memo. The applicant indicated in his 317103 letter to the City that he has BCWD approval. It is my understanding from correspondence between Jay Johnson and .Karen Dill, Washington Conservation .District and BCWD Administrator, that neither party has signed the permit as of yet, and that she is verifying if anylall of the conditions of the permit have been net. 3. ..Driveway and parking area improvements are being proposed over the City's storm sewer easement for the existing 42 " storm sewer along the north side of this parcel. Verbiage should be included in the developer's agreement (or PUD amendment) indicating that the developer is responsible for restoring any of these surface improvements should repair or reconstruction of the existing storm sewer ever be required 4. The nearest existing f re hydrant on this site is approximately 300' from the proposed cold storage building. The fire department should review these plans to verify if additional fire protection is required (we typically require hydrants within a 250' radius of buildings). 5. The Resolution passed by the City Council is subject to 16 conditions. Conditions 2, 3, 8, 9, 10 and 11 relate to engineering issues. The applicant has satisfactorily addressed conditions 2, 8, 9 and 11. Condition 3 relative to snow storage still requires attention and shall also be. subject to review and approval of the Public works Director.
