CITY OF OAR PARK HEIGHTS
WASHINGTON COUNTY, MINNESOTA
A RESOLUTION APPROVING SEWER AND WATER RATE INCREASES EFFECTIVE
JANUARY 1, 1987
WHEREAS, Chapter 1001 of the Code of Ordinances of the
City of Oak Park Heights regulates the use of municipal water and
certain charges related thereto; and,
WHEREAS, Chapter 1007 of the Code of Ordinances of the
City of Oak Park Heights regulates the use of permissable fees
and charges relating to the municipal sewer system owned by the
City of Oak Park Heights; and,
WHEREAS, the City Council of the City of Oak Park
Heights has received the recommendation from the City Engineer
and City Administrator with regard to the establishment of sewer
• and water rates for 1987; and,
WHEREAS, in reviewing the projected expenses and other
increases that the City will experience with regard to the
maintenance of the water and sewer system, the City Council has
determined that it is in the best interest of the City of Oak
Park Heights to increase water and sewer rates for 1987.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights as follows:
1. Effective January 1, 1987 sewer rates within the
City of Oak Park Heights shall be at the rate of $20.00 /Quarter
for useage of up to 15,000 gallons and, thereafter, a surcharge
of $1.33 /thousand gallons for utilization of water over the
15,000 gallon limit.
2. That effective January 1, 1987 as and for water
rates within the City of Oak Park Heights, there shall be a
minimum charge of $12.00 /Quarter up to 15,000 gallons of water
utilized by any individual or entity and, thereafter, a surcharge
of $.80 /thousand gallons for useage over the 15,000 gallon limit.
3. That all other charges related to water and sewer
connection shall remain in effect for 1987 as they were in 1986.

CITY OF OAK PARR HEIGHTS
WASHINGTON COUNTY, MINNESOTA
A RESOLUTION APPROVING THE INSTALLATION OF "NO PARKING" SIGNS AT
SUNNYSIDE ON THE ST. CROIX
WHEREAS, the Public Works Director of the City of Oak
Park Heights has requested the City Council to authorize the
purchase and installation of "No Parking" signs at certain
locations within the Sunnyside development so as to protect
municipal utilities consisting of water and sewer improvements;
and,
WHEREAS, the City Council has reviewed the
recommendations of the Public Works Department of the City of Oak
Park Heights and determined that the City utilities would best be
served by protection from accidental damage by the location of
certain "No Parking" signs within the Sunnyside area and the
public streets related thereto; and,
WHEREAS, the Chief of Police of the City of Oak Park
Heights has reviewed the suggested locations for the placement of
the "No Parking" signs and has approved such recommendations.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights as follows:
1. That the City Clerk /Administrator is herewith
authorized to secure and purchase "No Parking" signs to be
utilized by the Public Works Department and installed at certain
locations within the Sunnyside Development as provided for within
the Public Works Director's report.
2. That the Chief of Police and the Director of Public
works shall supervise and secure the installation fo the "No
Parking" signs pursuant to the directions of the Director of
Public Works and his recommendations and report to the City
Council.

• RESOLUTION NO. 86 -10 -27
CITY OF OAK PARK HEIGHTS
WASHINGTON COUNTY, MINNESOTA
A RESOLUTION ADOPTING ORDINANCE NO. INCREASING MAYOR AND
COUNCIL SALARIES FOR THE CALENDAR YEAR 1987
WHEREAS, the City Council of the City of Oak Park
Heights has reviewed existing salary and fee structures within
the City of Oak Park Heights inclusive of those relating to
Council and Mayorial positions; and,
WHEREAS, the City Council of the City of Oak Park
Heights has determined that it is appropriate to increase Mayor
and Council salaries effective January 1, 1987 to follow the
November, 1986 general elections; and,
WHEREAS, the Mayor and Council have determined that an
appropriate raise for both Mayor and Council positions shall be
an increase of $25.00 over that which is presently set forth in
the City's ordinances.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights as follows:
1. That Ordinance 86 -202- to be effective January 1,
1987 is herewith adopted, which amends Section 202.02 of the Code
of Ordinances of the City of Oak Park Heights to increase the
1987 salary of the Mayor of the City of Oak Park Heights to the
rate of $225.00 per month, and to increase the salaries of the
respective Council members of the City of Oak Park Heights to
$175.00 per month.

RESOLUTION NO 86 - -
CITY OF OAR PARR HEIGHTS
WASHINGTON COUNTY, MINNESOTA
A RESOLUTION APPROVING THE PLACEMENT OF "DRIVE SLOW -- CHILDREN
PLAYING" SIGNS ON OLINDA AVENUE
WHEREAS, the City Council of the City of Oak Park
Heights has received a request for the placement of "Drive
Slow -- Children Playing" signs to be placed on Olinda Avenue; and,
WHEREAS, said request has been reviewed by the Chief of
Police of the City of Oak Park Heights, together with the
Director of the Public Works Department of the City of Oak Park
Heights to determine the feasibility and suitability of the
placement of the warning signs so requested; and,
WHEREAS, both the Director of Public Works of the City
of Oak Park Heights, together with the Chief of Police recommend
the placement of the two warning signs to caution motorists as to
children playing in the area; and,
WHEREAS, the City Council of the City of Oak Park
Heights deems it to be in the best interests and safety of its
residents in that locale to place the warning signs to advise
drivers of the potential danger.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights that the Director of Public Works of
the City of Oak Park Heights is hereby directed to obtain and
place two warning signs cautioning motorists against the presence
of children playing on Olinda Avenue within the City of Oak Park
Heights. That the signs shall be placed pursuant to the
directive of the Chief of Police so as to provide adequate notice
to passing motorists.

WASHINGTON COUNTY, MINNESOTA
A RESOLUTION CONDITIONALLY APPROVING THE SUB - DIVISION AND MALL
EXPANSION WITHIN THE ST. CROIX MALL PUD
WHEREAS, the City Council of the City of Oak Park
Heights has reviewed a request submitted on behalf of Oak Park
Development Corporation requesting Mall expansion and sub-
division within the St. Croix Mall PUD; and,
WHEREAS, the City has also received comments from
engineering, planning and legal staff with regard to such
request; and,
WHEREAS, it appears that the property is already
governed by a Development Contract between Oak Park Development
Corporation, Swager Bros., Inc. and the City of Oak Park Heights;
and,
WHEREAS, the City has reviewed the comments submitted on
behalf of the public related to the request of Oak Park
Development Corporation and Swager Bros., Inc. on the sub-
division and conditional use permit requests applied for.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights as follows:
1. That the sub - division and conditional use permit
requests are conditionally granted subject to the recommendations
of staff and, further, subject to Oak Park Development
Corporation and Swager Bros., Inc. signing and executing an
Amended Development Contract with the City of Oak Park Heights
affecting the St. Croix Mall PUD. Such Amended Development
Contract shall be drafted by the offices of the City Attorney for
the City of Oak Park Heights, and shall be paid for by the
applicant. The content and form of the amendment to the
Development Contract shall be pursuant to the recommendations of
the City Attorney.

WASHINGTON COUNTY, MINNESOTA
RESOLUTION DIRECTING THE INSTALLATION OF "NO PARKING" SIGNS IN
THE AREA OF THE LIFT STATION AT THE SUNNY SIDE PROJECT
WHEREAS, the City of Oak Park Heights has reviewed for
purposes of public safety and traffic concerns the area within
the Sunny Side Project near the City's utility and lift station
located within said Sunny Side Project; and,
WHEREAS, the Public Works Director of the City of Oak
Park Heights has recommended the installation of "No Parking"
signs in the area adjoining said lift station so as to allow for
uninterrupted access to the lift station by City vehicles in the
event of emergency and /or necessary repair; and,
WHEREAS, the request for "No Parking" signs has been
supported by the City Police Department.
NOW, THEREFORE, BE IT RESOLVED by the City Council fo
the City of Oak Park Heights that the Public Works Director is
herewith directed to place "No Parking" signs in approximately a
28' area near and along the City's lift station within the Sunny
Side Project.

presented to the County Auditor, who shall enter the same in his
official transfer records and note upon the instrument over his
official signature the words, "Entered In The Transfer Records ".
The Notice shall then be filed with the County Recorder, all as
required by Minnesota Statute 368.01, Subd. 25.

Washington County, Minnesota, was duly held at the City Hall in
the City of Oak Park Heights, on the 22nd day of September, 1986,

WHEREAS, the City Council of the City of Oak Park
Heights has reviewed the proposed 1987 budget for the City of Oak

WHEREAS, the City Council of the City of Oak Park
Heights has received comments from staff and the City Treasurer
regarding the proposed budget and has conducted public hearings
and received public comment with regard thereto.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights, as follows:

RESOLUTION NO. 86 -08 -20
CITY OF OAK PARK HEIGHTS
WASHINGTON COUNTY, MINNESOTA
A RESOLUTION AUTHORIZING THE PUBLIC WORKS DEPARTMENT OF THE CITY
OF OAK PARK HEIGHTS TO INSTALL TWO STOP SIGNS WITHIN THE POND
VIEW APARTMENTS PUD.
WHEREAS, the Public Works Department has reviewed the
Plat of the Pondview Apartments PUD as previously approved by the
City Council; and,
WHEREAS, the Chief of Police of the City of Oak Park
Heights has reviewed the traffic circulation patterns within the
Pondview Apartments PUD plat and the designated streets specified
therein; and,
WHEREAS, staff recommendation received from the Public
• Works Department in the office of the Police Department for the
City of Oak Park Heights recommends the installation of two stop
signs to control traffic flow on to Oakgreen Avenue and to the
frontage road.
NOW, THEREFORE, BE IT RESOLVED by the City Council fo
the City of Oak Park Heights that the Public Works Director of
the City of Oak Park Heights is hereby directed to locate and
establish stop signs within the Pondview Apartments PUD plat so
as to control the traffic flow on to Oakgreen Avenue and the
frontage road from the Pondview area.

CITY OF OAR PARR HEIGHTS
WASHINGTON COUNTY, MINNESOTA
RESOLUTION APPROVING 1986 ELECTION JUDGES AND ESTABLISHING AN
HOURLY SALARY THEREFORE.
WHEREAS, the City Clerk of the City of Oak Park Heights
has presented to the City Council a list of individuals qualified
and willing to serve as election judges in the upcoming November,
1986 elections; and,
WHEREAS, said judges are required pursuant to law; and,
WHEREAS, a reasonable salary provided to compensate
those individuals for their services on the election day is
determined to be $4.00 per hour by the City Council.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights as follows:
1. That the list of election judges as submitted and
now on file in the Office of the City Clerk of the City of Oak
Park Heights is herewith approved, and those individuals
designated thereon shall be election judges within the City of
Oak Park Heights during the term of the 1986 November elections.
2. That all such individuals shall be compensated for
their services rendered to the City of Oak Park Heights during
the terms of the election at the rate of $4.00 per hour.

CITY OF OAR PARR HEIGHTS
WASHINGTON COUNTY, MINNESOTA
A RESOLUTION GRANTING A CONDITIONAL USE PERMIT TO CHAMPION AUTO
(CHECKERS PIZZA)
WHEREAS, the City of Oak Park Heights has received an
application for a conditional use permit from Champion Auto to
request the utilization of the southerly portion of their
building for the location of a take -out pizza service; and,
WHEREAS, comments have been received from the City
Planner with regard to the application submitted by the
applicant; and,
WHEREAS, public hearings have been duly held as required
by Ordinance with notice and publication to adjoining property
owners; and,
i WHEREAS, no adverse comment was received by any
individual or any entity at said public hearings; and,
WHEREAS, the City Council has determined from the nature
of the application that no adverse impact upon adjacent or
adjoining properties will be affected by the grant of the
conditional use permit.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights that the City Clerk is herewith
directed to issue a conditional use permit to Champion Auto for
the location of Checker's Pizza in the southern portion of their
building located within the City of Oak Park Heights, all subject
to the terms and conditions placed thereon by the City Planner
within the Planner's Report on file and of record in the City
Offices.

RESOLUTION NO. 86 -08 -17

WASHINGTON COUNTY, MINNESOTA
RESOLUTION GRANTING THE VARIANCE REQUEST AS APPLIED FOR BY
DAVID WEISS
WHEREAS, the City of Oak Park Heights has received an
application from David Weiss to construct a garage in a manner
requiring a variance under the terms of the City's Ordinances;
and,
WHEREAS, upon the processing of said application, public
hearings were duly held with notice to adjacent and adjoining
property owners and publication as required by law; and,
WHEREAS, public hearings having been duly held and no
adverse comment of the public having been received; and,
• WHEREAS, the City of Oak Park Heights finds that there
is a hardship with regard to the applicant's property in that a
reasonable usage of the property would not be allowed but for the
grant of the variance to construct the garage in the manner
sought for by the applicant; and,
WHEREAS, there appears no other reasonable alternative
to the applicant other than to construct the garage facility in
the manner in which he has applied for; and,
WHEREAS, the City of Oak Park Heights determined that
there is no adverse impact to adjoining and adjacent property
owners.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights that the City Clerk is hereby
authorized and directed to issue a variance to Mr. David Weiss in
the manner sought within his application.

RESOLUTION NO. 86 -08 -16
CITY OF OAK PARK HEIGHTS
WASHINGTON COUNTY, MINNESOTA
RESOLUTION GRANTING THE CONDITIONAL USE PERMIT TO NORENCO
WHEREAS, the City of Oak Park Heights has received an
application from NORENCO for a conditional use permit to allow
construction of a steam pipeline from the Allen S. King Plant
owned by NSP to the Andersen Corporation in Bayport and also to
the Minnesota Correctional Facility; and,
WHEREAS, NORENCO is a subsidiary of Northern States
Power Company formed for the purpose of the construction and
management of said steam line; and,

WHEREAS, the use applied for by NORENCO in the area
adajacent to the Allen S. King Plant is proposing a location of
the facility in what is essentially an industrial area of the
• City which will not impact adversely the adjacent properties for
uses; and,
WHEREAS, public hearings have been duly held as required
pursuant to the Ordinance at which time no adverse comment was
received by any member of the public; and,
WHEREAS, the City Council of the City of Oak Park
Heights deems it to be in the best interests of the citizens,
residents and community to grant said conditional use permit.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights that the City Clerk is hereby
authorized to issue a conditional use permit to NORENCO to
construct and maintain a steam pipeline and the steam facility in
the manner described within their application to the City of Oak
Park Heights.

WASHINGTON COUNTY, MINNESOTA
RESOLUTION DESIGNATING THE CITY CLERK AS A RESPONSIBLE AUTHORITY
TO INVEST FUNDS AND APPROVE COLLATERAL ON BEHALF OF THE CITY OF
OAK PARK HEIGHTS
WHEREAS, the City Council of the City of Oak Park
Heights has received its Annual Report from the City Auditors
reviewing City fiscal transactions, official depositories,
investments and establishment of bonds and collateral; and,
WHEREAS, the City's auditors recommended the designation
of the City Clerk as a responsible authority within the City to

RESOLUTION OF THE CITY OF OAK PARK HEIGHTS CONSENTING TO THE
CONCURRENT DETACHMENT AND ANNEXATION OF CERTAIN LANDS WITHIN THE
CITY OF BAYPORT TO THE CITY OF OAK PARK HEIGHTS
WHEREAS, the cities of Bayport and Oak Park Heights have
received a request from property owners along Stagecoach Trail
within the City of Bayport requesting detachment of those lands
from the City of Bayport and annexation of those lands to the
City of Oak Park Heights; and,
WHEREAS, the Municipal Board of the State of Minnesota
has received and filed said request assigning it File No. D -223
Bayport /A -43220 Oak Park Heights; and,
WHEREAS, all affected property owners have consented to
such detachment and annexation; and,
WHEREAS, resolutions approving the concurrent detachment
of said lands have been received from the City of Bayport; and,
WHEREAS, the City Council of the City of Oak Park
Heights has determined it to be in the best interests of the
citizens of the City of Oak Park Heights that such lands be
annexed to the City of Oak Park Heights; and,
WHEREAS, the lands affected are legally described as
follows, to -wit:

WHEREAS, T. R. Gibby's, Inc., a Minnesota Corporation
has applied for an on -sale liquor license within the City of Oak
Park Heights, providing documentation required pursuant to the
Ordinances of the City of Oak Park Heights; and,
WHEREAS, review of said documentation has been completed
by the Office of the City Attorney on July 10, 1986 with
recommendations received by the City Council; and,
WHEREAS, investigation of the principals of said
corporation has been completed by the Chief of Police of the City
of Oak Park Heights, with report and recommendation made to the
City Council; and,

Heights determined that the best interest, health, welfare and
safety of the residents of the City of Oak Park Heights would be
served by the requiring of owners of animals to remove animal
excrement to proper receptacles within the City; and
WHEREAS, the City Council has determined that in order
to secure enforcement of its ordinances requiring the removal of
animal excrement from public right -of -ways and public property
not owned by the owners of such animals municipal regulations are
required; and
WHEREAS, public hearings have been held with regard to
ordinances requiring the removal of animal excrement which public
hearings having been held receiving no adverse public comment.

A RESOLUTION APPROVING PURCHASE AND INSTALLATION OF WARNING SIGNS
ON 56TH STREET NORTH
WHEREAS, the City Council of the City of Oak Park
Heights has been advised by their Chief of Police that the Police
Department has recommended the placement of two traffic warning
signs along 56th Street North designating "Slow -- Children
Playing "; and,
WHEREAS, such recommendation appears to have the support
of the neighborhood in which the signs are proposed to be placed;
and,
WHEREAS, the Department of Public Works Director for the
City of Oak Park Heights also concurs with the recommendations
and projected placements of the two warning signs.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights as follows:
1. That the City Treasurer be herewith authorized to
expend funds necessary to acquire two warning signs prepared
pursuant to State specification, providing for the traffic

WHEREAS, the City Clerk has previously received an
application by Breckenridge Developers requesting certain
conditional use permits and variances from the zoning ordinance
of the City of Oak Park Heights; and,
WHEREAS, public notice has been duly provided for as
required by the City's ordinances with public hearings being held
on Tuesday, May 27, 1986, pursuant to statute and ordinance; and,

Heights has reviewed staff commentary with regard to the

RESOLUTION ESTABLISHING THE POSITION
OF SERGEANT IN THE OAK PARK HEIGHTS
POLICE DEPARTMENT
WHEREAS, Section 206.09 of Ordinance 206, the Police
Employee Relations Ordinance of the City of Oak Park Heights,
provides that the Chief of Police shall, with City Council
approval, establish such classifications or positions within the
police department as he may deem, from time to time to be
necessary, and
WHEREAS, the Chief of Police has advised the Oak Park
Heights City Council that it is necessary and in the best
interests of the police department to establish the position of
sergeant.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights, Washington County, Minnesota, as
follows:
1. Position Established. The position of Sergeant in
the Oak Park Heights Police Department is hereby established.
The Sergeant shall report directly to the Chief of Police and
shall have authority and responsibility over all other officers
• and employees of the police department.
2. Scope of Authority. A Sergeant shall have the
authority to take all necessary action consistent with
departmental Rules and Regulations, to assure proper performance
of employees of the department. He shall exact the proper
performance of police duties from the employees of the
Department.
3. Responsibility. A Sergeant is responsible for the
appearance, activities and behavior of the employees of the
department. He shall be the first line supervisor of the
employees of the department. All supervisory directives will be
channeled through him. He shall have primary field supervision
responsiblity over all areas and functions of the department. He
shall also exercise supervision over any member of the department
demonstrating a need for immediate supervisory action. It will
be the ongoing responsibility of the Sergeant to insure proper
discipline and training for employees of the department. He
shall use inspection, evaluation, enforcement of Rules and
Regulations and counseling as tools to aid in the proper
discipline and training of the employees of the department.
4. Duties.
a. Supervise patrolmen on their assigned shift.
b. Supervise, on an assigned basis, various
special units of the Department.
C. Assign patrolmen to various beat, patrol,
traffic and investigative functions and /or
specific problems and cases and /or other work
as necessary.
d. Inspect partrolmen for appearance.
e. Inspect department facilities and equipment
for appearance and working capabilities.
f. Conduct in- service training sessions and
instruct personnel in proper work methods and
techniques.
g. Assist department training efforts by
conducting formal classes, supervising
training programs and coach department
personnel in those areas where the Sergeant
has particulr expertise.
h. Make personal investigation of accidents and
complaints involving departmental personnel;
submit reports on same to the Chief of Police
as required.
i. Review cases, reports, materials, evidence,
and arrests made by patrolmen for the purpose
of assisting and advising them and /or.
improving or correcting their work where
necessary.
j. Periodically conduct interviews with employees
of the department for the purpose of
evaluating their performance based on
established performance evaluation system.
k. Investigate environmental conditions conducive
to police hazards and make recommendations
relative to the elimination of such hazards.
1. Conduct staff studies, make reports, both oral
and written, for and to the Chief of Police
relative to various phases of police work or
department functions as-required.
M. Make recommendations in regard to training
needs, disciplinary action and /or
commendations relative to subordinate
personnel.
n. Enforce the law the same as any other
• patrolmen and from time to time, when
necessary because of manpower considerations,

o. Visit crime scenes, searches for and preserve
evidence, investigate and follow up clues,
search for and apprehend violators, interview

Nation for the purpose of accomplishing
certain phases of the police mission as
assigned.

permit. Mayor called for comments. Discussion ensued. Doerr,

HELD MARCH 10, 1986
Pursuant to due call and notice thereof, a regular
meeting of the City Council of the City of Oak Park Heights,
Washington County, Minnesota, was duly held at the Oak Park
Heights Municipal Building, 14168 - 57th Street North in said
municipality, on the 10th day of March, 1986, at 7:00 o'clock
p.m.
The following members were present:
Frank Sommerfeldt, Mayor
Barry Torgerson
Joseph Carufel
Jack Doerr
Barbara O'Neal

Also present was La Vonne Wilson, the City
Administrator /Treasurer.
Member Carufel introduced the following resolution and
moved its adoption:
RESOLUTION NO. 86 -03 -03
RESOLUTION APPROVING THE ISSUANCE OF A CONDITIONAL
USE PERMIT WITH ANNUAL REVIEW PURSUANT TO THE
APPLICATION OF G. STARNS.
WHEREAS, the City Council of the City of Oak Park
Heights pursuant to Ordinances received and application from G.
Starns for a Conditional Use Permit to effect a business

• utilization of real property within the City of Oak Park Heights;
and
WHEREAS, the City Council of the City of Oak Park
Heights pursuant to due notice to the public by mail and
publication has required and held a public hearing to receive
adverse comment with regard to the application; and
WHEREAS, no adverse comment from the public was received
with regard to said application; and
WHEREAS, said application appears to meet all the
requirements under the ordinance for the utilization of the
affected property for the business purposes applied for within
the application; and
WHEREAS, said utilization of the property is consistent
• with the City's previous adoption of its comprehensive plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights that the application of Mr. G.
Starns for a conditional use permit to utilize the property
affected therein for business purposes as specified therein shall
be and is hereby granted subject to an annual review by the City
Council of the City of Oak Park Heights to be conducted at the
first regular meeting of the City Council in March of each year
following the issuance of this permit.
Further, that the owner of the property shall be given a
10 day notice prior to each review hearing. Further be it
resolved that the City Council reserves to itself the right to
modify, amend or change the terms and conditions of the

• conditional use permit annually or at such other times as
circumstances may require.
Further be it resolved that the City Clerk is hereby
authorized to record a copy of the permit to be issued to
Mr. G. Starns upon the real property affected by his application
in the office of the County Recorder in and for Washington
County, Minnesota as required by law.

WASHINGTON COUNTY, MINNESOTA
ACCEPTING THE BID FROM MILLER EXCAVATION, INC.,
FOR MISCELLANEOUS CONSTRUCTION SERVICES WITHIN
THE CITY OF OAK PARK HEIGHTS
WHEREAS, the City Council of the City of Oak Park
Heights has previously submitted and published requests for bids
to receive for miscellaneous construction services within the
City of Oak Park Heights; and
WHEREAS, written quotations from two bidders were
received within the offices of the City Clerk of the City of Oak
• Park Heights within the time prescribed within said notice and
publication; and
WHEREAS, both bids were duly read with public comment
thereon being received; and
WHEREAS, it appears the bid submitted by Miller
Excavation Company is the lowest bid for the miscellaneous
services itemized therein; and
WHEREAS, it appears that the best interests of the
citizens of the City of Oak Park Heights would be served by an
award of the miscellaneous construction services contract to
Miller Excavating, Inc.
NOW, THEREFORE, BE IT RESOLVED by the City of Oak Park
Heights that Miller Excavating, Inc., is hereby awarded the

contractor within the City of Oak Park Heights.

A RESOLUTION AMENDING THE REVENUE SHARING BUDGET
FOR 1986 IN THE AMOUNT OF $20,000.00
WHEREAS, Notice of Public Hearing was duly issued and
published within the City of Oak Park Heights to hold a public
hearing on February 10, 1986, with regard to a proposal to amend
the 1986 revenue sharing budget in the amount of $20,000.00 to
allow the acquisition of a squad car for the police department
with radio equipment; and
WHEREAS, public hearing was duly held before the City
Council of the City of Oak Park Heights on the February 10, 1986,
with public comment being favorably received with regard to the
proposed amendment; and
WHEREAS, said public hearing was duly closed after the
public had been given full and fair opportunity to express its
opinion with regard to the proposed amendment of the 1986 revenue
sharing budget; and
WHEREAS, it appears that the best interests of the
citizens of the City of Oak Park Heights will be served by the
acquisition of a squad car and the acquisition of radio equipment
all for the police department from the revenue sharing budget for
1986.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Oak Park Heights that the 1986 revenue sharing budget
is hereby amended in the amount of $20,000.00 to allow for the

department.
