Dear Mr.Jackson:
You are receiving this communication as the homeowner to the above-reference property. I have
received communication from Washington County relative their Order To Abate A Public Health
Nuisance wherein you are directed to abate the conditions noted no later than 5:00 p.m.,April 2,2018.
Upon receipt of this communication I contact the tenant,Tracey Campion. I visited Ms. Campion and
the property Friday, March 23, 2018.
Matters related to the abatement matter and the repair/venting of the gas dryer appliance at the home
were discussed, including visits from Xcel Energy wherein they terminated gas service to the home,
citing safety concern. It is my understanding that you have made repairs to the dryer and its venting
and that the dryer is currently operable on an air-dry cycle and without heat to heat dry. Ms.Campion
mentioned that there was a recall on the dryer unit. This may be an avenue worth looking into as they
may attend to the necessary repair work needed. Please note that there were no permits pulled or
issued for replacement duct work,venting or water lines to these units as observed in place.
Please be advised that as a landlord to this property and not an occupant,you are not permitted to
make home repairs that, by adopted MN Code, require a permit and inspection. Service to the dryer
and other mechanical elements are required to be performed by a MN State Bonded and locally licensed
mechanical contractor. Prior to April 15, 2018, please contact a contractor to take a look at the unit and
its venting and have them obtain a work permit for the repair at the Oak Park Heights City Hall prior to
repairing the unit and it supply.
Additionally, with regard to the moisture intrusion, I took a walk around the perimeter of the house and
notice several potential areas of moisture contribution:
1. There are a number of large cracks around the lower level stucco and/or foundation.
2. There are a number of window wells that have been placed that:
a. Are not properly installed, with gravel at the base for drainage;
b. Do not adequately serve as egress window exit areas;
c. Some have windows that the frame is resting upon earth;
d. Have water spigots directly over them; and

e. Are not adequately covered to protect the well enclosure from snow/water instruction.
The cover at the front extends beyond the well,had a gap between it and the well and
earth areas and there is a large crack in the stucco/foundation wall at the rear access of
this cover area.
3. You will note that there some cracking and crumbled block at the window areas,where the glass
blocks have been placed.
4. There are downspouts from the gutters that do not have extensions on them to take the water
out and away from the foundation. The gutter at the front of the house does not have an
extender from its opening and is running and is draining directly upon and over the roof edge.
5. The front patio slab slopes toward the house and there is a significant gap where this slab meets
the garage service door.
I encourage you to view all of these areas as areas for remediation so as to strive in directing water away
from your home and its interior.
Any work to the foundation wall,window wells,rim and window structures should be performed by a
MN State Licensed Residential Contractor. The foundation work may be done by a concrete/mason
specialist who has obtained their local license if they do have hold a state license.
Again,as a landlord,you are not allowed to make repairs that by adopted MN Code requires a work
permit and inspection. I am happy to look up licensing for State and locally licensed contractors for you.
