Dear Mr. Howe:
I was by your home on March 28th for the purpose of conducting a final re-roofing inspection for
Buildtec Contracting (P#2018-00034). While I was there, I noticed the stairway alongside your
house, leading to your lower rear yard. A review of the property file does not show that a permit
was ever issued for the stairway construction.
The stairway is not Code compliant as it lacking a handrail and guards. This is being brought to
your attention to notify you that this letter is being placed in your property file that work to the
stairway has occurred without a permit and has not been inspected for Code compliance.
Additionally, I observed a large exhaust fan in operation at the crank out window at the lower level
to the side of these stairs. Kindly contact me to advise to what purpose this exhaust is serving.
The City of Oak Park Heights Ordinance has adopted the Minnesota State Building Code
(including plumbing) and by its reference the International Residential, Mechanical, Fuel Gas and
Fire Code. The adoption of these codes does require inspections to new construction and
remodeling projects (ie: siding, windows, additions, etc.). Residential contractors and Plumbers
are required by the State of Minnesota to have a State license to perform work within the State of
Minnesota. Remodeling work without a permit and subsequent inspection is a violation of City
Ordinance and State Law.
I encourage you to bring the stairs into Code compliance for safety. I have enclosed the Code for
stairway handrails, rise and run and guards for your use.
