1. No new applications have been received.
2. Staff will be meeting next week with Palmer Station developers to gather more information on how they might or might not proceed.
Recall,that the last extension the Council granted required them to construct this spring-immediately following bid receipt.Options will
be discussed such as a possible re-bid and the last extension granted by the Council.Please note the MSCWMO has rejected much of
their application for development and has required significant re-submittals.
3. The Comprehensive Plan Open House was held on Thursday evening at 5 pm;it was sparsely attended but was generally expected as
the City is not proposing any major land-use alterations.
4. Mr. Nolde was provided a letter outlining needed documentation for the City to continue to evaluate the relocation of the two large
structures from Oak Park Senior Living;that letter is enclosed.
5. Enclosed is a DRAFT of a communication to the two residents who are known to have temporary storage units-the letter communicates
that the City will hold on further enforcement as the City Council is exploring an ordinance amendment that might allow these structures
to be kept on site longer but via some additional review and permitting.The final version will be sent out as well once Julie Hultman has
an opportunity to review and finalize.
Other Items:
• 1 did send some various historical photos that I found in my office over to the Washington County Historical Society-generally being
images of school children at the old school house once located at Cover Park. I have scanned copies;however,the the WCHS did provide
a kind thank you letter-see enclosed.
• Tennis Sanitation has again sought a 3.34%increase in their collection rates; Staff has set a communication responding to the request
that it not following the correct market parameter and is not justified.See the enclose letter to Tennis Sanitation dated 4-11-18.
Xcel Energy has provided a short summary of their planned work behind City Hall to establish the prairie restoration-See Enclosed-of
course much of it is weather dependent
• Washington County will be hosting an open house on the#STH 36&Manning concepts.Generally,there is not a particular concept that
is preferred and/or they hope to be provided general community feedback about safety and access issues.

RE: House Moving—Permits and Process Update.
Dear Mr. Nolds:
The City is aware that you hope to relocate the two structures(via a house mover)located in your development
Oakgreen Commons to a site in the City of Stillwater. In order for the City to consider this proposal further we are in
need of the following;
1. Please submit a clear plan for the route and specific times for the movement of these structures through
the City.The plan must include a clear and concise map showing the routes,staging,times and
structures you would anticipate to be temporarily impacted.Closure of any City streets will require
careful coordination and communication with adjacent property owners as well.
2. Provide complete Contractor Permit application. (See attached).A demolition permit will be needed for
the remaining structures and foundations as well but will be addressed later.
3. Complete the enclosed Right of Way Permit application,the City will advise you later of its ROW escrow
requirements.
Once we have this data the City can consider necessary permits and estimate costs for which would be attributable
to this project—such as staff time,police, removal of signal poles,etc. Please note the City will not permit the use of
58th Street for this project until at least 180 days after the planned MILL AND OVERLAY which is scheduled to occur
in mid-June 2018 so the timing of this project should be staged prior to that.

RE: Temporary Structures
At this time the City Council is considering a possible amendment to City Ordinance 401.05 Interim Use
Permits that would possibly allow the placement of a temporary structure on a property for more than
50-days. We expect that such review and possible amendment might take place in May or June 2018.
Accordingly,while that conversation takes place,the City will suspend its further enforcement of City rules
related to these structures as we outlined in our letter to you dated until any possible
amendment is completed or determined. No action is necessary on your site at this time.

RE: Letter dated 4-1-18—CPI Rate Adjustment.
Dear Greg:
I have received your letter dated above in which Tennis Sanitation seeks the following:
An inflationary rate increase of 3.34%
The correct parameter as outlined in the Agreement excerpted below is essentially 75%of the percent increase or decrease in
the Private Transportation Consumer Price Index—Minneapolis-St.Paul.See the enclosed data and or the following website
link: https://fred.stiouisfed.oro/series/CUUSA211SAT I
I did take a look this specified required data and it appears that the latest data from the BLS and/or the Federal Reserve Bank is
an increase of 2.161% and not the 3.34% parameter. (if I have made an error here please let me know.) Moreover, for the
preceding two years it saw a decrease of-7.69%and-2.16%%. Note,the City did not seek a rate adjustment—lowering pricing
during these cycles;although it might have been justified. Further since the commencement of the Agreement with Tennis
the overall averane has declined-2.56%.
Accordingly,we must decline the current increase request.We would believe that keeping the rates stable instead of attempting
to manage the comparatively minor fluctuations of this statistic benefits both parties and thus we would be disinclined to consider
any alterations in current rates. If there is new data that is presented that appears to suggest material changes in this statistic the
City would be happy to consider it.

RE: Request for rate adjustments
Dear Eric Johnson, Mayor and Members of the City Council,
We would like to notify you of our proposed rate adjustment for 2018.
Tennis Sanitation, LLC is requesting your approval of our proposed rate adjustment as defined
in section D (page 23) of the Refuse and Recycling Contract that defines that the Contractor
may initiate adjustments in rates due to increases in the CPI rates for 2018. The 3.34% increase
has been based off of 75%of the current Collection and Recycling fee.
CPI Rate Adjustment
Tennis Sanitation is requesting a CPI rate adjustment of 3.34%per uniCperonth. Collection
data is from FRED on the Consumer Price Index for all Urban Consumeate transportation.

Oak Park Heights: 2018 Prairie Restoration Project Timeline

Xcel Energy has proposed a prairie restoration project within the Oak Park Heights' city park
area north and west of city hall encompassing approximately two acres. Xcel Energy signed a
"pollinator pledge" in 2015 committing to restore pollinator-friendly habitat in the St. Croix
Valley area. Similar projects have been undertaken in other parts of Xcel Energy service
territory in Minnesota including Monticello, Bloomington and Cottage Grove. Below is an
approximate activity timeline for the Oak Park Heights prairie restoration project(subject to
weather conditions).
April 2018 Mow the designated area in mid-April if frozen ground conditions exist.
Mowing"prep"work to be completed by Wright Tree Service.
Ribbon off/avoid sections of existing raspberry bushes.
If ground starts thawing, hold off mowing activity until ground dries out.
May 2018 After mowing and area greens up,treat area with Round-Up herbicide.
June 2018 Wait until green growth/new sprouting occurs in mowed section.
Second treatment with Round-Up herbicide.
Two herbicide treatments generally required when prepping area.
Wait a couple of weeks post-herbicide treatment to determine planting
schedule.
July or Prairie planting contracted with MN Native Landscapes.
August Planting performed with drill type equipment by MN Native Landscapes.
2018 Prairie seed mix with straw mulch over the entire seeding area completed by
MN Native Landscapes.
If summer drought conditions exist, MN Native Landscapes will complete
prairie planting later in the fall.
August or Opportunity may exist to involve local community groups/school
September children/Xcel Energy employee volunteers/city volunteers to complete some
2018 "plug" plantings.
General No watering needed.
Information Prairie restoration plantings drought tolerant.
Photo and media opportunities exist throughout prairie restoration project.
Signage designating pollinator-friendly habitat created/installed by Xcel
Energy once project is completed.
Growth expected by fall 2018 or spring 2019.
End product will be similar to existing hillside park section located
immediately to the east.

2018 Committee Member Position Description and Call for
Applicants
Deadline: April 26,2018; Application Form is below.
Background
Minnesota Department of Human Rights Commissioner Kevin Lindsey will be
appointing an advisory committee consisting of eight to ten members.The
Committee will advise MDHR and discuss the following:
• What are the most important topics or areas that are partnership opportunities
for local human rights commissions and MDHR?
• What kinds of training and technical assistance would be most useful to
local commissions?
• What would be the most effective ways to strengthen the network of local
human rights commissions in Minnesota?
• How to effectively identify, report, investigate and resolve claims of
discrimination?
• What are the most important.issues for local commissions?
Meetings
The Committee will meet three times in 2018. First meeting will take place in May.
The planning team expects two meetings to take place in the Twin Cities metro and
one in greater Minnesota. The planning team will plan to have meetings in locations
with conference call capability.

Time:3:30 to 5 pm

Mileage reimbursements for individuals traveling more than 25 miles will be
available on request.

• Community members interested in starting a commission in their
community
• Local diversity councils and equity groups
Applicants are encouraged to submit a cover letter that describes your interest in the
committee and your connection to local human rights commissions; and a resume
by April 26, 2018 (Thursday).
