The drawings have been updated to include requested information and a new application is being sought. Below you will find a point-by-point response to each of your comments and/or requests detailed in the notification of rejection. To facilitate your review, below you will find we have included the original comments in italicized font, and our responses in bold. This letter constitutes a complete response for all of the reviewers,organized into one single letter. City Staff had numerous questions on the layout of the utilities and abandonment of certain lines. Question on what needs to be clarified should be directed to our city Engineer, Lee Mann at 651.604.4850. Response: Galloway contacted Lee Mann on March 23, 2018 to discuss the necessary revisions to sheet C4.1. In general,the discussion centered around the need to show the abandonment of the existing well and the assumed existing septic system. Sheet C4.1 has been revised to include abandonment of the existing well to accompany the notation for a new domestic water connection to the City's water system. Well abandonment shall be per all applicable codes and regulations. Also included in the revised drawing is the notation to abandon any septic system systems on site, per all applicable codes and regulations, should they be found during Public Storage's planned construction. Please note that the existing main water line shown on sheet C4.1 is an assumed location based upon the best available information at the time of this application. A new water line is being proposed to provide a looped system back into the main in Memorial Avenue N. 2) Provide plans for abandonment of any wells or septic systems on site. Response: Sheet C4.1 has been revised to include abandonment of the existing well to accompany the notation for a new domestic water connection to the City's water system. All lighting will need to comply with the light standards found in Section 401.15.8.7 of the Zoning Ordinance and the fixtures will need to be full cut off, including the canopy lights. Response: The photometric plan has been revised to show the existing exterior lights and further detail has been added to show those that will remain and those that will need to be replaced. Response:A detailed tree inventory of the trees being removed has been included on the landscaping plan. A further detailed tree inventory has been included via separate cover. The detailed tree inventory also includes the trees to be removed,these are noted in the table via yellow highlight. 5) A sign inventory of any existing signs that will remain must be provided. The sign area of each of the proposed signs must be provided. Response:A copy of the sign matrix has been included in this resubmittal. The sign matrix provides all requested information. 6) Provide a justification for the proposed number of parking spaces for the new building based upon experience with a storage facility of this size. Response:Based up on their experience for successful operations Public Storage prefers 12-15 parking spaces for a facility of this size with a combined office and lobby. A good rule of thumb for indoor,storage facilities in general is that 1 space/6,000 sf of net rentable storage area(NRSF)is desired. Approximately 70%of the building footprint can be earmarked for NRSF. In our case,this would be equivalent to 82,688 NRSF,totaling 14 parking spaces at lspace/6000 sf. Combining the parking spaces adjacent to the office(6)and those adjacent to the new building(7)we have proposed 13 total for use associated with the redevelopment. Existing drive-up units are self-parked as they have been operating to date. 7) Provide calculations of the proposed amount of green space vs hardcover that will remain with the redevelopment as well as the overall building coverage of the site. Response:A table is included on the Site Plan(sheet C1.1)to include the requested calculations and information. 8) Please indicate if you have submitted plans to Browns Creek Watershed District and where you are at in this process. Response:Conversations and correspondence within Browns Creek Watershed District are in process. In previous discussions with the watershed,it was indicated that if drainage patterns remain the same as the existing condition and if the amount of impervious area in the developed condition have not increased from the existing condition that no stormwater pond would be required. A copy of the latest correspondence with the watershed district has been included in this resubmittal;included in this correspondence is a drainage letter for your information. Response: Snow storage areas are indicated on the site plan (sheet C1.1). The snow storage areas remain largely unchanged from the areas currently utilized on this existing and operating facility. 10) Indicate locations of any mechanical equipment associated with the building and how it will be screened. Response: Mechanical equipment for the new building will be roof top mounted units. The RTU's have been shown on the Architectural Elevations. These units will be screened by the parapet and additional roof top screens as well as the relative distance between the new building and the Memorial Avenue N right-of-way. 11) Provide a percentage of different types and colors of the proposed building materials. Response: The requested material percentages have been included on the Architectural Elevations. 12) Provide a plan for any trash enclosures proposed for the site. Response: Details of the proposed trash enclosures are located on the Architectural Elevations. 13) Provide a narrative for the sustainable elements that you will incorporate into the building and site with this redevelopment. Response: Via this response letter, below is the narrative for the proposed sustainable elements: Public Storage will utilize LED lighting for all exterior site and interior building lighting. Interior LED lights will incorporate the use of motion detectors so that when the affected storage areas are not in use, non-emergency lights will turn off to save power. The restrooms utilize low flow toilets and automatic motion sensing lavatories. • 303.770.8884 • 5300 DTC Parkway, Suite 100, Greenwood Village, CO 80111 • www.gallowayUS.com CUP Response to Insufficiencies 5710 Memorial Avenue N — Oak Park Heights April 9, 2018 14) The Design Guidelines indicate that the primary facades of building should be articulated into smaller increments of no more than 30 feet in width. City Staff suggest that additional vertical elements be added to the facades and that at least the east elevation is provided with windows to improve the appearance of the building. A greater articulation of the roof line would also break up the facades. Response: Revisions to the building exterior have been made, please reference the Architectural Elevations. As the new building is located at the back of the site behind the existing drive-up storage buildings, some—500' from Memorial Avenue, and largely not visible from the public right-of-way, enhancements to the building exterior have been focused to those portions of the building that may be visible from Memorial Avenue N and Hwy 36. To that end modifications to the west elevation have been limited to the northwest corner which is visible from Hwy 36. Note the remainder of the west is hidden behind large trees. We have added glazing and CMU pilasters to the east elevation focused primarily on the view corridor from Memorial Ave. Please note the maximum height of 35' prohibits our ability to articulate the roof/parapet line. 15) No building color wraps are allowed. The repainting of the building closest to Memorial Avenue as proposed would not be acceptable. Response: Please reference the Architectural Elevations for the proposed revisions and removal of portions of the orange band as noted in your comments.
