No prior experience with city activities. I have been involved with other non-profit efforts
involving public engagement. (Riversong Music Festival, Hutchinson)

APPOINTED TO THE OAK PARK HEIGHTS PARKS COMMISSION,
Parks are important community assets, and I think collaborating with my neighbors for the
betterment of those assets would be a rewarding opportunity. I have been wanting to
become involved in our city and feel this would be a good place to start.

CONSIDER REGARDING THIS APPOINTMENT?
This would be my first endeavor into public service, and would consider it an honor have
this opportunity. I am pleased with the progress our parks system has made and hope we
can continue that positive momentum in the future.

PARKS COMMISSION MEETING MINUTES
Wednesday, February 21, 2018 at City Hall
I. Call to Order: Chair Weyer called the meeting to order. Present: Vice Chair Chirhart,
Commissioner Bye, Arborist Danielson, and Commission-Liaison Liljegren. Also present:
City Planner Scott Richards. Absent: Public Works Director Kegley.
Il. Approval of Agenda: Commissioner Bye, seconded by Vice Chair Chirhart, moved to
approve the Agenda. Carried 3-0.
I11. Approve Parks_Commission Minutes— December 18, 2017: Vice Chair Chirhart, seconded
by Commissioner Bye, moved to approve the Minutes. Carried 3-0.
IV. Department/Commission Liaison Reports:
A. Arborist: Arborist Danielson reported that Minnesota Native Landscapes was
awarded the vegetation maintenance contract for the two prairie restoration areas in
Oak Park Heights.
B. Public Works Director: City Administrator Johnson reported there had been some
vandalism at Brekke Park in the last few days, and the Public Works Department was
taking care of it. Arborist Danielson stated the department was maintaining the ice
rinks. Johnson also reported that staff was issuing a RFP for the gutters for Cover
Park and Valley View Park shelters.
C. Other/Commission Liaison Reports: City Administrator reported there are two
vacancies on the Parks Commission.
V. Visitor/Public Comment: None

VIII. Old Business:
A. Comprehensive Plan---Parks and Trails: City Planner Richards reported that the plan
included in the Parks Commission meeting packet for that evening was an update
from the previous Parks Commission meeting. He reviewed the updates. The Parks
Commissioners provided feedback. Richards reported he would make updates, there
would be an open house in April, and it would be presented for City Council
approval in May.

Re- 2018 Arbor Day Ceremonial Tree Planting
Arbor Day is recognized in all 50 states as well as in many other countries. During Arbor
Month the benefits of tree care and the importance of tree plantings are expressed. Arbor Day
and Arbor Month are a great way to get the community active outdoors and make a difference
in the appearance of their property and city parks.
This year, the City of Oak Park Heights has proclaimed Friday April 27" 2018 Arbor Day and
the month of May 2018 as Arbor Month. The City of Oak Park Heights has been named a
Tree City USA for the 36th year and also earned a Tree City USA Growth Award for the 5th
year. These awards are valued greatly by the community. To continue to be e4igible for the
awards; each year an Arbor Day/Arbor Month Ceremonial Tree Planting must take place
during this time. The tree chosen for the planting site this year is a Black Hills Spruce (Picea
glauca `Densata). The tree will be planted at City Hall. The Black Hills Spruce is a hardy, easy
to grow evergreen with short green needles. The Arbor Day/Arbor Month planting is funded
from the tree replacement fund.
This year I would like to make the recommendation to have the Arbor Day/Arbor Month
Ceremonial Tree Planting on May 21s' at 6:OOPM before the May parks commission meeting.

Arbor Day Foundation Names Oak Park Heights Tree City USA, Growth
Award Winner

commitment to effectio'c urban forest management.
The community also received a Tree Citv USA Growth Award for demon stratin, enyirnninental
improvement and higher le.,cl of't.rcc care.
Oak Park Heights achieved Tree City USA recognition by meeting the program's four requirements: a
tree board or department, a tree-care ordinance, an annual community forestry budget of at least$2 per
capita and an Arbor Day observance and proclamation.
The Tree City USA program is sponsored by the Arbor Day Foundation, in partnership with the U.S.
Forest Service and the National Association of State Foresters.
"Tree City USA communities see the impact an urban forest has in a community first hand,"
said Dan Lambe, President of the Arbor Day Foundation. "Additionally, recognition brings
residents together and creates a sense of community pride, whether it's through volunteer
engagement or public education."
Trees provide multiple benefits to a community when properly planted and maintained. They
help to improve the visual appeal of a neighborhood, increase property values, reduce home
cooling costs, remove air pollutants and provide wildlife habitat, among many other benefits.
