Reference: Holiday Inn Express—Plan and Drainage Design Review
Dear Eric,
This letter includes updates to our review letter of 5/18/2018,in regards to the storm water comments.We
have reviewed the preliminary plans and drainage calculations submitted regarding the proposed Holiday
Inn Express.A final review will be provided when final plans and drainage calculations are submitted.
Following are our preliminary comments and recommendations:
Sheet C200—Proposed Site Plan
1. There should be sidewalk along the west side of the property in the boulevard adjacent to the right-
of-way line.
2. Label and reference the improvements to the corresponding details on detail sheets.
3. Provide a detail for the retaining wall.
4. Add a note to the site plan sheet requiring a"butt joint"where the driveways tie in to the City street.
5. Refer to the Fire Department review of fire lanes and circulation.
Sheet C300—Storm Drainage and Grading Plan
1. The southerly elevation note on the northerly driveway is covered by the existing sanitary manhole
note.
2. Label the swale grade on the east side of the building.
3. The riprap shall be installed per City detail plate STO-13. Include plate on corresponding detail
sheet.
4. The storm sewer that serves the site will be private and maintained by the owner.
5. A note should be added to the plans stating any work performed within the water quality feature
should be kept to a minimum.In the event heavy machinery is used within the water quality feature
area,disk tilling or other means to loosen the soils may be required to allow for proper filtration.

Sheet C400 — Utility Plan
1 . It is recommended that an 8-inch line be considered for the water service to the hydrant and the
building in order to provide the maximum flow possible.
2. The watermain, hydrant, and sanitary sewer that serve the site will be private and maintained by
the owner.
3. The hydrant and valve shall be installed per City detail plate WAT-8. Include City detail plate on
sheet C601 .
4. Show the crossing of the water service over the sewer service in profile with elevations. Add to
Sanitary Sewer Note 4, " Watermain joints shall be located as far from a crossing with sanitary
sewer as possible".
5. Connections to the City's sewer and water systems shall be per the City's standards and detail
plates. The City or it's designee shall be present for water and sanitary sewer service connecttions
to the City's systems.
Sheet C500 — Erosion Control Plan
1 . All erosion control practices need to be in accordance with all requirements of the Brown's Creek
Watershed District and the approved SWPPP.
Sheet C600, 601 , 602: Detail Sheets
1 . Include City detail plates STO-13, ERO-1 , WAT-3, WAT-6, WAT-8, replacing the corresponding
non-City details.
Stormwater Drainage Review
1 . Provide the City with the documentation of the approval and conditions from Brown's Creek
Watershed District.
2. Due to the site being located within the City's high vulnerability area of the Drinking Water Supply
Management Area (DWSMA), infiltration will not be allowed for this project, per the NPDES
Construction permit.
3. For the existing and proposed conditions HydroCAD models, why does runoff node HS36-11 differ
in size if it is the offsite drainage area?
4. For the HydroCAD models confirm that the MSE Type III rainfall distribution is being used.
5. With the increased HWL in the existing pond, show that the freeboard requirements are being met
for adjacent property structures and the HWL ponding area outside of the adjacent parking lots.

General Comments
1. The City reserves the right to inspect the construction of the project. The City or its designee shall
be present for water and sanitary sewer service connections to the City's systems.
2. The Owner will need to comply with all requirements of the NPDES Construction Stormwater
Permit and the Brown's Creek Watershed District. The City reserves the right to require additional
erosion control measures as determined/necessary during the construction of the project.
3. Parking, lighting, landscaping and building to be reviewed by others.
4. The Owner shall be responsible for obtaining all required permits.
5. Utility construction and improvements in the right-of-way need to conform to the City's Standard
Detail Plates. The City's details will be provided.

Hi Eric,
Attached is an updated review letter for Holiday Inn Express clarifying that infiltration is not allowed due to the site being
within the City's High Vulnerability DWSMA. The developer's engineer has been made aware of the issue and we will
forward this letter to them as well.
