As you are aware, City staff met on April 24 and discussed the application b y W.A.T. E.
Enterprises for a 32 foot by 128 foot storage building behind an existing buildin g at 5570
Memorial Avenue North. The addition of the storage building would require an
amended PUD. In reviewing the plans, staff noted a number of issues that must be
addressed as part of this application:
1. The plans indicate a 100 year flood elevation of 927.08. Dennis Postler has
indicated that their records indicate a 100 year flood elevation of 929.2. The
lowest level of the parking lot would be at 931.2 and the building at 932.0. While
the elevations appear to be adequate to avoid the 100 year flood elevation, the
City Engineer should comment on the fill and retaining walls required to raise the
site.
2. The driveway area would encroach slightly into the existing drainage and
ponding easement on the property. The bituminous surface and retaining wall
would need to be pulled back from the easement area.
3. Browns Creek and DNR review would be required for this project. Cit y staff
suggests that initial comments on this project from both the watershed and DNR
be required before a public hearing is held by the Planning Commission on this
matter.
4. The Zoning ordinance requires at least 20 percent of the buildable portion of the
lot remain as a grass plot with landscaping. The applicant will need to provide
percentages of hard cover and green area for the property.
5. The city Arborist has reviewed the tree inventory plan and calculated the amount
of cash dedication in lieu of tree replacement. The Arborist will address these
issues in a separate memo.
5. staff questioned where salt and sand storage would occur on the site as part of
the maintenance functions Mr. Zintl provides. In his March 22 letter, Mr. Zintl
indicated that all sand and salt storage would be in the proposed building.
7. It was suggested by staff that the storage building be placed in the rear parking
lot of 5670 Memorial Avenue North instead of its proposed location. Moving the
building could eliminate up to 14 parking stalls. The entire development was
required to provide 233 stalls. The site plan indicates a total of 233 stalls on site.
There are other areas in the overall site where the parking stalls could be moved.
The applicant would need to comment on turning movements and access for the
rear of the existing building if the storage building location was moved.
