We, have reviewed the latest concept development plan for the W.A.T.E. Enterprises, Inc.
proposed stora buildin at 5670 Memorial Avenue North as submitted b Folz, Freeman,
Erickson, Inc. for W. Zintl, Inc. and have the followin comments/recommendations:
1. The proposed improvements include constructin a retainin wall for the drivin area up to
the Wetland Boundar as shown on these plans. As the Cit of Oak Park Hei Wetland
Conservation Act a we recommend a wetland delineation be prepared to accuratel
define the existinor 't:' wetland boundar and submitted for our review. Wetland boundaries
t extend be the normal water level of a wetland.
2. Althou the Cit does not have a formal Wetland Ordinance in place definin re
hilf-Fer's m-ld/or s(atbacks, we, have -been rpn.miriiig these elements as imil of PUDs oi-

amendments to PUI[)s. The Brown's Creek Watershed District's (BCWD) en
Emmons Olivier Resources, (E } Inc. has indicated that since this "is not a DN

wetland delineation is submitted and reviewed, we will recommend minimum buffer and/or
setback re to the Cit
3. The latest plan submittal has been revised as of 3 )/24/03 and has removed the proposed storm
water retention pond and replaced it with a smaller settlin basin. We re draina
calculations for our review.
4. The BCWD and their en EOR, reviewed the ori plans in Januar of this y ear.
Since a si revision of removin the storm water retention pond has been made since
that time, we recommend revised plans be submitted to the BCWD for review and
permittin

5. We offer the followin comments on the previous reviews of FOR dated 1115103 and the
BCWD dated 1/21/03:
• FOR is utilizin a 100- Hi Water Level (HWL) of 927.7 for the existin
wetland. We have previousl modeled this entire draina area and are usin a 100-
y ear HWL of 929.2. The applicant has revised his drawin to reflect the 929.2 level,
and we su BCWD review the number the are usin A 1996 Washin
Count topo map showed the water level of the pond to be 928.5, which is a
g ood indication of the Normal Water Level ( NWL) of the wetland. It appears that is
the approximate NWL of the pond toda also.
• A BCWD Permit was issued on 1115103 with six conditions and one special condition
that references five more recommendations from EOR's 1115103 memo. The
applicant indicated in his 317103 letter to the Cit that he has BCWD approval. It is
m understandin from correspondence between Ja Johnson and Karen Kill,
Washin Conservation District and BCWD Administrator, that neither part has
si the permit as of y et. Additionall as indicated above, revisions to the plans
should re a new review and permit issuance b the BCWD.
6. The nearest existin fire h on this site is approximatel 350' from the proposed
buildin The fire department should review these plans to verif if additional fire protection
is re (we t re h with a 250' radius of buildin
