N,.,,n.., 11., Engineers & Architects vv 40 If July 15, 1996 ) Mr. Jim Butler City of Oak Park Heights 14168 North 57th Street Oak Park Heights, MN 55082 Dear Jim: We have reviewed the elevation issues concerning the home at 5720 Newberry Circle North in Autumn Ridge 1st Addition. The original certificate of survey stated an elevation of 956.0 for the garage floor and an elevation of 952.5 for the top of curb at the end of the driveway. These elevations met the city's requirement of the garage floor being a minimum of 18" or 1.5'above the top of curb, and the certificate of survey was approved. However, as-built elevations of the garage floor and top of curb shot by Bonestroo and Associates show that the top of block around the garage floor was built at an elevation of 953.15 and the top of curb was 952.52. The garage floor once poured will be only .86' above the top of curb which is .64' lower than the minimum required by the city. The driveway is approximately 40' in length and therefore will have a grade of only 2%. It is our understanding that you notified the builder in March of 1996 and again in April of 1996 that the elevation of the garage floor appeared to he low and should be investigated and fixed. However, the builder ignored the requests and continued building. At the time Bonestroo and Associates shot the as- built elevations of the garage floor and verified that it was constructed 2,85' low, the home was nearly completely constructed. Given this situation, changing the elevation of the garage floor would cost thousands of dollars. It is our recommendation that the elevation of the garage floor be allowed to remain at the elevation the builder has constructed it at. Changing the elevation at this time would not he feasible. The driveway will have a grade of 2% which is not an optimum grade but will function. Please contact me if you have questions or need further information. My direct dial number is(04-4891. Sincerely.
