To accomplish this a retaining wall is proposed to avoid direct fill impacts to the wetlan d. urrently the proposed retaining wall is located on the delineated wetland edge for a length of approximately 60 feet. No direct wetland fill impacts are proposed as part of this project. As required by the Wetland Conservation Act we have reviewed the wetland delineation in the field and determined it to be accurate. The wetland is a deep marsh with a wet mea ow fringe dominated by reed canary grass, swamp milkweed, american elm, common buckthorn, common dandelion, common burdock and red elder. The ponded portion of the basin contained yellow water lily and lesser duckweed. The proposed retaining wall will be adjacent to the wet meadow portion of the wetland in the location shown on Exhibit 1. While the project does not have direct impact to the wetland, it is likely there will be some temporary impacts to the wetland from construction of the retaining wail due to its location along the wetland edge. Indirect impacts to the wetland will occur from removal of the adjacent woodland vegetation that provides cover and food for wildlife as well as filtering for the adjacent runoff. It is my understanding that the parking lot drainage will be routed into a storm pond prior to discharge to the wetland, and this will mitigate the filtering aspect of the upland buffer. While the adjacent upland is not directly regulated some of these indirect impacts could be minimized. It is recommended to minimize and mitigate the indirect impacts the following be provided by the project sponsor: I . It is my understanding from discussions with the project sponsor that the retaining wall could be moved at least one foot away from the delineated wetland edge rather then directly on the wetland boundary. It is recommended that the retaining wall be moved away from the wetland boundary as much as possible to minimize temporary and indirect impacts to the wetland. 2. Currently the planting plan shows seeding of NINDGT Seed Mix 25A at 30 lbs per acre adjacent to the storm pond. This seed mix has been changed by MNDGT and is now called MNDGT Mix 25B in the 2000 MNDGT manual. It is recommended that a note or the seeding pattern be extended to show the wetland area directly adjacent to the retaining wall (Approximately 60 feet) as being restored and then seeded if disturbed. Some extra area should be included in the bid tab to accomplish this seeding if necessary. The planting plan indicates that 30lbs per acre will be utilized for the seeding rate. This seeding rate is typically utilized for a seed drill and may be a little light if the seed is going to be broadcast. If broadcasting of the seed is going to occur it is recommended to increase the rate to 40lbs per acre to insure adequate growth and soil stabilization. 3. Currently the planting schedule indicates Red osier dogwood will be planted in upland locations. Red osier dogwoods are wetland shrubs that can tolerate the conditions found within the wet meadow especially near the upland fringe. Planting Red osier dogwoods as well as other shrubs and trees tolerant of wet conditions adjacent to the retaining wall and within the wetland would mitigate some of the lost cover for wildlife and help screen the retaining wall. Some other species that could be planted in this zone include: Red Maple, Green ash, Pussy willow, and Silky dogwood. If the plans are modified to incorporate the recommendations of this memo the proposed environmental impacts will be minimized to the extent possible while still maintaining what the owner needs for the building site. Due to the project not directly impacting the wetland by filling it does not require a permit.
